한국사회의 갈등비용은 경제협력기구(OECD)의 회원국 중 4위를 차지할 정도이며, 국민의 90%가 한국사회의 갈등이 심각한 수준이라고 인식하고 있으며 이러한 현상은 예외 없이 국가안보의 핵심적인 역할을 수행하는 우리 군에게도 직ㆍ간접적으로 영향을 주고 있어 이에 대한 효과적인 대처를 위한 공공갈등관리가 필요한 시점이라 하겠다. 이러한 점에 문제의식을 가지고 군내 공공정책 갈등관리 방안은 거버넌스적 차원에서의 갈등관리 기본방향으로 거버넌스의 핵심적인 키워드인 ‘참여, 소통, 제도 및 절차’로 귀결되며 시스템 측면에서 ‘이해관계자의 참여, 네트워크를 통한 소통, 합법적인 제도 및 절차에 대한 체계를 구축하는 형태로 가야 할 것이다. The cost for solving conflict in Korea takes fourth place in the OECD members, more than 90 percentage of nation realize that social conflict is serious. These facts have a direct/indirect influence on our military, so the public conflict management of governance is needed to cope with effectively it. Having the criminal mind with these point, the public conflict management way in military has to fundamentally base on governance model and focus on participation, communication, system and procedure that are keyword of governance. Constructing the participation of the concerned persons, communication with network, legal system and procedure is needed in the system aspect.

공공성과 관광 개발갈등 - 제주 송악산 관광지 1기 개발사업을 사례로 -

Using the case of Jeju Songak-Mountain Tourist Destination 1st Development Project, this study examined multi-dimensional aspects of conflict between publicness and tourism development. The model of publicness, which is constituted by the tripartite frameworks: ‘contents’, ‘acting subject’ and ‘process’, was employed as the theoretical framework of the study. In particular, this study theoretically elaborated an integrated model of ‘content-acting subject’ by critically applying Habermas’ Theory of Communicative Action to the procedural issue. The current study posed three particular research questions: (1) What were the contents of publicness during the tourism development project? (2) Who were the acting subjects, and how did they implement and interfere with the publicness?(3)How was the process of publicness conducted? To provide answers those questions, content analysis was performed using a wide range of data including documents of court decisions, auditors reports, internal reviews of business sectors, relevant articles of various newspapers and broadcast news. Results showed that the project failed to facilitate public interest and community sustainability. Results also indicated that the public sectors as acting subject were engaged with private interests and financial benefits. Moreover, civil societies failed to voice solidarity with local communities and the media failed to serve as a public sphere to prompt the procedural rationality. The research sought to make a theoretical and analytical contribution to the development of tourism studies by exploring the multi-dimensions of conflict between publicness and tourism development. 이 연구는 공공성과 관광 개발갈등의 다차원적 측면에 대한 연구를 목적으로 했다. 이를 위해 ‘내용-주체절차’라는공공성의 유형화 모델을 채택했다. 이 모델을 바탕으로 이론적으로 세 측면의 긴장 관계를 감안해 ‘내용주체’ 통합 모델을 제시하고, ‘절차’ 측면에서 하버마스의 의사소통행위 이론을 적용했다. 이론연구를 바탕으로 세가지 연구문제에 분석적으로 적용했다. 첫째, 공공성의 내용은 무엇인가? 둘째, 공공성의 주체는 누구이며, 그 주체는 공공성을 어떻게 실현하며 가로막는가? 셋째, 공공성의 절차는 어떻게 수행되는가? 이 연구는 제주 송악산관광지 개발 사업 1기를 사례로 분석했다. 이곳은 1997년 외환위기 직후 제주 사회의 뜨거운 이슈였고, 현재도갈등을 이어가고 있다. 2000년 전후를 중심으로 신문방송 기사 등의 2차 자료와 함께, 법원 결정문, 감사원 자료, 사업자 내부 자료, 인터뷰 등 1차 자료를 데이터로 활용했다. 그 결과 당시 쟁점을 공원지역 변경 논란과 이중 분화구 논쟁, 외자유치 사기사건 논란 등 세 가지로 압축하고, 이를 앞서 도출한 공공성 이론 틀에 입각해 분석했다. 그 결과 첫째, 이 사업은 ‘공익’과 ‘공동체의 지속성’이라는 내용적 측면에서 공공성 실현에 실패했음을 입증했고, 둘째, 공공성 구현 주체인 행정기관이 오히려 사익을 추구함으로써 공공성 구현을 가로막았던 문제점을 찾아냈다. 셋째, 공공성 구현의 대안 주체인 공적 시민 역시 지역 주민들과의 연대에 실패한 점을 지적했다. 넷째, 절차적 측면에서 공론의 장 형성을 위한 언론의 역할에 주목하면서 동시에 그 한계를 비판했다. 이 연구는 공공성과 관광개발갈등간의 관계를 다차원적으로 탐구함으로서, 관광개발에 관한 연구의 영역을 확장하는데 일조했다고 할 수있다.
