While the phenomenon of news desert is publicly discussed, the Okcheon-Shinmun weekly newspaper is an unusual case. This study aims to find the elements Okcheon-Shinmun’s success. In particular, it focuses on the changes since its inception in 1989 in terms of platformization. Its key has been defined as the core value of the product or service, its openness, user experience, and hybridization. Using this framework for analysis, this study reviews the existing literature, data, and news reports. At the same time, it makes participatory observations and interviews. As a result of the analysis, Okcheon-Shinmun proves that it adheres to the core values of local grassroots weeklies. The degree and scope of openness is practical beyond the functional level. User experience is high enough that a nearly double subscription fee increase does not deter readers. It has been confirmed that it is leading enough to make full use of the online two-track strategy beyond the typical hybridization. The results suggest that as the media environment rapidly changes, it becomes increasingly important to perform the basic functions of the media, at the core of which lies the independence of editorial rights. In addition, the study discusses how Okcheon-Shinmun is easily linked with the future values of the media, such as the subscription economy, participatory journalism, and solution journalism.

This study has analyzed the differences in sourcing conventions between Chosun-Ilbo and Okchun-Shinmoon. They differ such many aspects as publishing cycle, news coverage, readership, and influencing power. Nevertheless, it is interesting to compare the two newspapers because Okchun-Shinmoon has driven Chosun-Ilbo out of the market in the area of Okchun, which is rare in the Korean newspaper market. This article pays particular attention to a sourcing convention that is the basic element of journalism. By doing so, it attempts to present the journalistic conditions of success of community or local papers. The study has classified sourcing conventions into five categories: the extent of quotations, number, anonymity, type, and status of news sources. Speaking conclusively, Okchun-Shinmoon has been preferable to Chosun-Ilbo not only in such quantitative respects as the degree of quotations of news sources and the ratio of use of onymous sources, but also in qualitative aspects such as the utilizations of various types and status of news sources. The result of this study suggests some directions and working rules for the future of community or local newspapers.
