전후 일본의 반미 보수주의 지식인들은 공통적으로 현대 일본의 상실감과 폐색감(閉塞感)의 원흉으로 ‘미국’을 지목하고 있다. 미국이 전후 일본인의 일상생활과 문화의 차원에 있어서, 정치·사회·제도의 차원에 있어서, 그리고 국제정치적인 제약과 한계로써 항상 일본을 규정해 왔다는 인식하고 있다. 그런데 이념적·사상적인 차원에 있어서의 미국은 ‘근대’ 그 자체였을 뿐만 아니라 ‘글로벌리즘’이었다. 따라서 미국이라는 근대와 글로벌리즘의 극복이야말로 현대 일본이 활력을 되찾을 수 있는 비결이라고 보고 있다. 본고의 관심은 이들 일본의 보수주의 지식인, 특히 ‘미국’이라는 전후적인 질곡으로부터 벗어나고자 하는 ‘반미적’ 지식인의 사상과 논리를 검토해 보는 것이다. After WWⅡ, the anti-America conservative in Japan have regarded America as a factor in contemporary Japanese senses of loss. They think that America provides every day life and culture, politics and society and system, and international politics in Japan. By the way, America was `the modern` and globalism itself in ideological and intellectual dimension. So they think that it is necessary to overcome America as the modern and globalism for recovering Japanese activity. This paper focuses on the thoughts and logics of the anti-America intellectuals in Japan, who have tried to free themselves from the postwar fetters by America.
코로나19 자숙이 불러일으킨 ‘세켄(世間)’의 공기 : 일본문화론의 재부상과 ‘코로나 쇄국’의 문제

2020년 3월 11일 세계보건기구는 COVID-19 팬데믹을 선언했다. 2020년 4월 7일 긴급사태선언 이후 일본 코로나19 방역의 기저에는 자숙의 요청이 있었다. 본 논문은 ‘자숙(自粛)’의 성격을 규명하고 연속되는 감염 파도와 방역의 시행착오 속에서 자숙의 방역이 유지된 배경을 고찰한다. 자숙의 규제는 ‘공기(空氣)’나 ‘세켄(世間)’ 등 일본문화론의 언어들을 소환하며 동조압력 등 일본 특유의 공동체 질서에 대한 비판적 논의를 촉발했다. 자숙은 국가의 방역 책임을 국민에 전가한다는 비판을 받았으며, ‘세켄(世間)의 눈’을 강화하고, 감염에 대한 ‘자기책임’ 의식을 강화하는 문제를 초래했다. 그럼에도 자숙의 규제가 유지된 배경에는 ‘사권 제한’에 대한 거부감이 존재한다. 본고는 ‘자숙의 공기’ 속에서 일본 열도가 폐쇄적이며 또한 배타적인 조직원리 속에서 작동하는 거대한 세켄과 같이 존재하였음을 고찰한다. Since the World Health Organization (WHO) declared coronavirus disease 2019 (COVID-19) as a pandemic in March 2020, countries around the world have implemented various policies and measures to control the spread of the pandemic. The Government of Japan issued the ‘request to exercise self-restraint’ to Japanese citizens in the aftermath of the initial declaration of a state of emergency on April 7, 2020. This paper investigates the nature of self-restraint in the context of quarantine measures against the pandemic and examines the social background behind maintaining non-legally binding quarantine policies based on individual self-restraint in Japanese society. The government’s request to exercise self-restraint brought to mind the terms typically used in the discourses on the Japanese culture (also known as Nihonjinron), such as Kuki and Seken. It also triggered critical discussions about the commonly noticed tendency to make a tacit attempt to modulate the behavior of fellow citizens, such as suffocating peer pressure, which dates back to pre-modern Japan. Self-restraint in this context has also led to the dilemma of strengthening the ‘eyes of Seken’ and the sense of one’s responsibility for limiting the COVID-19 infections. Ironically, many Japanese citizens abided by the request to exercise self-restraint out of an aversion to the possibility of a legal restriction of personal rights that was caused by lockdowns in other countries. This paper concludes that the Japanese society during the COVID-19 pandemic may be regarded as a huge Seken bound by the ‘kuki of self-restraint’, similar to pre-modern collectivistic communities that had a strong grip on their members and evoked a sense of psychological distancing from the outside world.
