기정학(Tech-politics)시대, Navy Sea GHOST & Maritime GALAXY 추진전략

기정학의 측면에서 ‘첨단기술’은 국제질서를 움직이는중요한 가치이다. 이제 기술력은 경제에 국한되지 않고국제정치와 군사적 주도권의 핵심 변수가 되었다. 그렇다면, 이러한 기정학 시대에 해군은 어떤 준비를해야 하는가? 해군은 국방부의 계획과 연계하여한국해군도 첨단기술 기반의 해양강군 건설을 위해노력해야 한다. 본 논문은 기정학 시대의 미래 해군의역할을 제시하고, 이 역할 수행을 위해 국방혁신 4.0과연계하여 추진 중인 해군의 해양 유·무인 복합전투체계(Navy Sea GHOST)와 우주, 사이버, 전자기스펙트럼 영역작전수행능력 종합발전계획(Maritime GALAXY)을설명한다. 예측 가능한 미래 해군의 역할은 북한의 위협에대응하기 위한 ‘해상기반 한국형 3축체계’ 수행과인도-태평양 지역에서 국격에 맞는 역할을 지원하는‘국가 외교전략 구현’의 핵심수단이다. In the tech-politics aspect, ‘cutting-edge technology’ is an important value that drives the international order. Technology has now become a key variable in international politics and military initiative, not limited to economic sector. So what does the ROK Navy have to prepare in the age of Tech-politics? In conjunction with the Ministry of National Defense's plan, the ROK Navy should also strive to build a strong maritime force based on advanced technology. This article presents the role of the future navy in the age of Tech-Politics, and describes the ROK Navy’s Maritime combat manned-unmanned teaming (dubbed “Navy Sea GHOST“), and comprehensive development plan for operational capability in the domain of Space, Cyber, Electromagnetic spectrum(dubbed “Maritime GALAXY“), which is being promoted in conjunction with Defense Innovation 4.0 to perform this role. The role of the ROK Navy in the future is the means of implementing a ’sea-based Korean three-axis system’ to counter North Korea's threats and a 'national diplomatic strategy' to support the role for national prestige of the ROK in the Indian-Pacific region.

우리 정부는 한국형 원자력추진 잠수함 건조를 위해김영삼 정부부터 잠수함용 원자로 연구를 비밀리에추진하여 스마트원자로를 개발하였고, 1990년대 초독일에서 장보고함 도입을 시작으로 디젤잠수함 작전운용과 건조 능력을 지속 발전시켜 왔다. 국내에서3,000톤급 디젤잠수함을 자체 설계하여 건조할 수 있는수준까지 발전시켰으며, 이제 한 단계 더 나아가 한국형원자력추진 잠수함 건조를 추진할 시기가 도래하였다. 실제 경험 없이 이론적으로만 잠수함에 접근하다 보면상당한 시행착오를 겪을 수 있다. 본 연구는 잠수함을승조했던 예비역에게 설문을 통해 임무의 우선순위를결정하고, 작전에 요구되는 능력과 운용개념을구체화하여 한국형 원자력추진 잠수함의작전요구성능(안)을 제언하였다. Since the Young-sam Kim administration, the South Korean government has promoted research on nuclear reactors for submarine to build K-SSN and created SMART Reactor, beginning with the introduction of Jangbogo submarine from Germany in the early 1990s, it has continued to develop diesel submarine operations and build capabilities. Developing to a level that can design and build a 3,000 ton diesel submarine independently, furthermore, it is time to promote building K-SSN. Considerable trial and error can occur if you approach submarines theoretically with out experience. Through a questionnaire to those who have crewing submarine, this study would like to determine the priority of mission and specify CONOPS for each operations, suggesting the Required Operational Capability of K-SSN.
주변국 해양무인체계(UMVs) 개발 동향과 한국 해군에 주는 함의

This study examines the movements of major neighboring countries surrounding the Korean Peninsula, such as the United States, China, Japan, and Russia, regarding the development and operation of advanced science and technology-based Unmanned Maritime Vehicles(UMVs). In particular, the level of development of unmanned maritime systems in the four countries (US, China, Japan, and Russia) will be roughly confirmed, and the military strategy and direction of force management will be focused on promoting the development of unmanned maritime systems. Through this, we ultimately derive implications for the Republic of Korea Navy and suggest necessary preparations.

This study focuses on the technology alliance strategy that the United States seeks to pursue. This study examines the situation in which the US technology alliance strategy is not limited to military and security strategy including maritime strategy, but is expanding to the economic field including the overall industry. In the process, the author would like to check the impact on the development of science and technology in Korea and ultimately the implications for the Republic of Korea Navy. In conclusion, it is suggested to establish the role of the ROK Navy as a key force leading the ROK-US science and technology alliance, and to actively contribute to designing and promoting a new vision for the future ROK-US alliance.
19세기 해군 과학기술에 따른 영국해군의 계급구조 변화가 미래전 대비에 주는 함의

In the 19th century, the British Royal Navy held absolute supremacy, yet it was highly conservative in the face of change. How did the class structure of the British Navy change due to scientific and technological advancements in the 19th century, and what significance did such changes carry? In this study, an analysis of the changes in the class structure of the British Navy in the 19th century was conducted using the method of explanatory or causative case studies. The aim was to examine lessons and precautions for future wars based on this research. The analysis reveals that in response to the changing nature of warfare due to the emergence of new technologies, the British Royal Navy in the 19th century pursued the horizontal and diversified restructuring of its class system, driving military innovation. To effectively prepare for future wars, our navy must expedite military innovation through changes in tactics, doctrines, organization, and other aspects.

In this paper, a double-tube structure burner was designed to achieve a turbulent flame. The CT-TDLAS, a non-contact absorption spectroscopy method, was utilized to measure the temperature and concentration field of methane-air premixed flames. Simultaneously, the temperature and concentration field of water molecules, as combustion products, were measured. To enhance the accuracy of high-temperature measurements, a comparison and evaluation were conducted between a single laser and multiple lasers.

In the evolving landscape of unmanned maritime systems, establishing a robust maintenance system is paramount. This study emphasizes the significance of remote-based fault diagnosis/recovery, equipment status monitoring, and health prediction/management in ensuring efficient operation. The introduction of performance-based logistics support (PBL) demonstrates a paradigm shift in maintenance approaches. For effective PBL implementation in maritime unmanned systems, metrics such as combat readiness (SSR), user waiting time (CWT), logistics support time, and field satisfaction are introduced. Maintenance depots play a pivotal role by not only serving as the Product Support Manager(PSM) but also as the nexus for accumulating advanced maintenance technologies in partnership with logistics support companies.

The Naval Shipyard intends to develop a predict model of Warship’s hull maintenance manhour for preemptive maintenance support. First, understand the business rule to identify the data you need, a data set was prepared through a preprocessing process. After that, maintenance item clustering was performed to expand the data scale. The model used traditional techniques and AI techniques, Performance was evaluated from the viewpoint of minimizing MAE. As a result, AI techniques did not provide excellent performance. This is interpreted as a lack of data and characteristics not properly considered, It is believed that the perception of data should be improved.

In this study, Non-Hermitian system with its spectral degeneracy called as exceptional points (EPs) have been explored for improving the measurement sensitivity of ring layer gyroscopes in a Naval vessel. Special requirements of systems having real eigenvalues in Non-Hermitian systems have been discussed and numerically demonstrated that a frequency splitting can be enhanced by a square root topology near the exceptional point as a perturbation strength increases. As a result, a new ring laser gyroscope utilizing the exceptional point have been suggested and numerically demonstrates that a measurement sensitivity can be enhanced.
CBM 프로세스 분석을 통한 국방 CBM 운영 KPI 도출에 관한 연구

Preventive maintenance (PM) has been used to reduce equipment failures and minimize downtime. However, it has been criticized for its high cost due to unnecessary maintenance activities. To address this issue, condition based maintenance (CBM) has been adopted. In this context, it is necessary to develop a defense CBM process and key performance indicators (KPIs) to ensure the systematic operation of defense CBM and maximize the readiness of weapon systems. In the private sector, research on CBM performance measurement is being conducted in various ways, but it is rarely studied in the defense sector. This study proposes a defense CBM process, identifies activities for each step, and sets KPIs for each activity. It is expected that this will lead to the effective operation of defense CBM for advanced weapon systems in the Korean military.
