지역사회복지 거버넌스를 위한 지방정부의 대응전략에 관한 연구

본 연구는 지방정부의 지역사회복지 거버넌스 구축을 위한 대응전략을 모색하고자 지역단위(시?군?구)에서 사회복지서비스를 집행하는 지역사회복지실천 주체들 간의 혼란과 갈등 현상을 구체적으로 검토해 보았다. 이를 통해 지역단위에서는 다양한 지역사회복지 추진체계들이 활동하고 있지만 지방정부 중심의 형식적 거버넌스 형태, 민간부문의 부족한 역량과 공공부문과의 제한적이고 수직적인 관계 양상, 지역사회 중심적인 사업 수행보다 공공조직 중심적인 사업 수행 등의 문제점을 확인할 수 있었다. 이를 개선하기 위한 대응전략으로 지방정부가 중심이 된 거버넌스에서 벗어나 지역사회복지 거버넌스로 변화시키려는 인식 전환과 이를 위한 시스템 개선이 필요하며, 지역 내 민간부문의 역량을 강화하여 제한적이고 수직적인 관계를 다차원적이고 수평적인 관계로 전환?개선하려는 노력이 요구되고, 지역사회 혁신에 초점을 두고 이를 지역사회와 공유하려는 노력이 필요함을 제언하였다. This study concretely examined chaos and conflicts between bodies of community welfare practicing social welfare services in regional district units (shi, gun, gu) to explore coping strategies for establishing local government’s community welfare governance. Through the exploration above, this study identified problems such as formal governance types centered on local governments, lacking competence of civil sectors and their limited and vertical relation aspects with public sectors, and public organization centered work performances other than community centered ones. As for coping strategies to improve those problems, it is necessary to make systemic improvement for perceptional shift to community welfare governance by breaking away from local government centered governance, which requires endeavors to convert and improve relations from limited and vertical to multi-dimensional and horizontal by reinforcing civil sector competence within the region, and this study suggests that there be necessities of endeavors to share them with the community focusing on community innovation.

읍면동 복지기능 강화에 따른 지역사회복지협의체와 사회복지협의회의 협력방안

본 연구는 정부의 읍면동 복지기능 강화로 인해 제기된 지역사회복지의 방향성을 고려하여 지역사회복지협의체와 사회복지협의회가 적절히 기능할 수 있는 협력방안을 모색하는데 초점을 두고 진행하였다. 이를 위해 정부의 사회복지전달체계 개편에 따른 방향성을 지역성, 통합성, 주체성으로 도출하였고, 이를 중심으로 두 조직의 활동 및 협력실태와 문제점 등을 살펴보았다. 그 결과, 지역성 측면에서 읍면동 단위에서의 협력 논의는 시기적으로 매우 빠른 감이 있으나 정부의 강한 정책 추진 의지에 따라 새로운 협력 방안 모색이 요구되고 있다. 통합적 측면에서는 두 조직 모두 통합성을 구현할 기반이 취약하고, 지역사회의 한정적인 자원으로 인해 자원 확보 경쟁 및 이로 인한 갈등 가능성마저 야기될 수 있다. 또한 주체성 측면에서는 사회복지협의회의 주민참여 활동 경험을 지역사회복지협의체와의 협력을 위해 어떻게 사용할 것인가를 중요한 과제로 제시해 볼 수 있었다. 이러한 과제를 해결하기 위하여 지역성(읍면동 단위 등)을 고려한 지역사회복지에 대한 의식화, 지역사회복지협의체는 보장적 기능/사회복지협의회는 개발적 기능으로 핵심 기능 정립, 지역사회복지협의체는 주민생활 중심/사회복지협의회는 복지 중심으로 조직 구성상의 통합성 강화, 지역사회복지협의체는 공식적 자원 조직화/사회복지협의회는 비공식적 자원 조직화로 읍면동 단위의 다중 안전망 구축 등을 제안 하였다. This study was conducted in order to find strategies for cooperation between Community Social Welfare Association and the Council on Social Welfare for their adequate functioning in consideration of the directions of community social welfare suggested by the government’s reinforcement of the welfare function of eup, myeon, and dong. With this purpose, this study derived regionality, integrity and subjectivity as the directions of community social welfare in response to the government’s restructuring of the social welfare delivery system, and in terms of these directions, examined the activities and cooperation of the two organizations and related problems. The results of this study are summarized s follows. From the aspect of regionality, it may be too early to discuss cooperation in the units of eup, myeon, and dong, but it is required to find new cooperation strategies in response to the government’s determined will to promote the policy. In the aspect of integrity, both of the two organizations do not have a solid foundation for implementing integrity, and even the limited resources of community communities may cause competition and conflicts for securing resources. From the aspect of subjectivity, it is an important question how the experience of resident participation activities of the Council on Social Welfare will be utilized for its cooperation with Community Social Welfare Association In order to resolve these issues, this study suggested conscientization for community social welfare in consideration of regionality (the units of eup, myeon, dong, etc.), establishment of welfare function and developmental function as the key functions of, respectively, Community Social Welfare Association and the Council on Social Welfare, reinforcement of the integrity of organizational structure centering on residents’ life for Community Social Welfare Association and on welfare for the Council on Social Welfare, and construction of multi?layered safety net for the units of eup, myeon, and dong through organizing official resources by Community Social Welfare Association and unofficial resources by the Council on Social Welfare, etc.

지역사회복지의 정체성에 관한 연구

본 연구는 지역사회복지의 문헌과 실천현장의 상황들을 조망하여 지역사회복지의 정체성을 도출하고, 이를 강화하기 위한 방향을 제안함으로 우리나라 지역사회복지의 기틀을 마련하는데 기여함을 목적으로 한다. 이러한 연구목적을 달성하기 위해 사회복지학상의 지역사회복지 정체성과 현장에서의 지역사회복지 정체성을 동시에 검토하여 그 정체성을 주체성, 지역성, 종합성, 양면성으로 도출한 후, 이를 더욱 강화해 나가기 위한 방향으로 주민참가의 강화, 지역사회복지에서 다루는 이슈의 확대, 지역사회복지로의 실천 프레임워크의 전환, 지역사회복지 실천기술의 개발 등을 제안하였다. 지역사회 중심의 사회복지실천이라는 큰 흐름을 타고 있는 시점에 지역사회복지의 정체성에 대한 논의는 지역사회복지의 학문적 기반강화와 더불어 실천현장의 방향성 정립에 기여할 수 있을 것이다. The purpose of this study was to explore the literature of community welfare and its conditions of practice fields to yield the identity of community welfare, and by suggesting directions of community welfare as a way of its reinforcement, and to contribute to establishing a framework for community welfare of the country. To achieve this purpose, this study examined both the identity of community welfare in the current literature and that of the fields at the same time to derive subjectivity, locality, integration, and ambidexterity from the identity, and then proposed strengthening of citizen participation, expanding the issues tended by community welfare, the switchover of practice framework to community welfare, development of practice skills for community welfare, etc. as directions to reinforce community welfare. In this moment with a ride on a bid stream of community welfare practice centered by the community, the discussion of the identity of community welfare will contribute to the establishment of orientation for the practice fields as well as firming up of an academic framework for community welfare.

지역사회복지 역할 제고를 위한 사회적기업의 과제

본 연구는 현행 사회적기업의 역할을 지역사회복지 맥락에서 조명하고, 사회적기업의 지역사회복지 역할을 제고하기 위한 과제를 모색하는데 목적이 있다. 본 연구의 내용은 다음과 같다. 첫째, 사회적기업의 출현배경, 개념정의 및 특성을 살펴본다. 둘째, 각종 자료에 근거하여 지역사회복지 차원에서 현행 사회적기업의 역할을 조명한다. 셋째, 지역사회복지 역할을 제고하기 위한 사회적기업의 문제점과 과제를 제시한다. 마지막으로 사회적기업의 지역사회복지 역할 극대화를 위한 구체적인 방안을 제언하며 결론을 맺는다. 지역사회 수준에서 사회적기업의 필요성과 비중은 지속적으로 증가하고 있으나 사회적기업의 역할을 지역사회복지 차원에서 조명한 연구가 전무한 현시점에서, 본 연구는 지역사회복지 향상을 위한 사회적기업의 새로운 가능성을 제시할 것으로 기대된다. This study aims to spotlight the roles of the present social enterprises in the context of community welfare and further seek for the tasks of the social enterprises for maximizing the roles of community welfare. The contents of this study are as follows. First, it examines the emergence background, definition, and characteristics of the social enterprises. Second, it casts light upon the roles of the present social enterprises based on the various kinds of the relevant data. Third, it grasps their problems and tasks focusing on the roles of community welfare. Lastly, it concludes with several specific suggestions to maximize the roles of community welfare. This study is expected to present the new possibilities of the social enterprises to improve community welfare, at this point in time when the necessity and importance of the social enterprises increase at the community level, but there is no research to explore their roles in terms of community welfare.

지역사회복지계획 중장기 발전 방향에 대한 탐색적 연구

본 연구는 지역사회복지계획의 중장기 발전방향을 탐색하기 위해 이루어졌다. 연구목적을 달성하기 위해 시군구 지역사회복지계획 담당공무원과 지역사회복지협의체 간사를 대상으로 설문조사와 FGI를 병행하였다. 조사결과에 근거해 다음과 같은 발전방향을 제시하고자 한다. 첫째, 지역사회복지계획의 내용과 성격을 변화시켜야 한다. 기초 시·군·구 지역사회복지계획은 지역사업 중심으로 수립되어야 하며, 광역 시·도 지역복지계획은 ‘지원계획’으로 변경되어, 기초자치단체의 복지계획의 수립·실행·평가를 지원해야 한다. 둘째, 지역사회복지를 위한 법적 근거 강화를 강화할 필요가 있다. 셋째, 지역사회복지계획 수립·실행·평가의 주체로서 지역사회복지협의체의 활성화 방안을 강구해야 할 것이다. 넷째, 지역사회복지계획(연차별 시행계획) 수립매뉴얼이 쉽게 만들어져야 한다. 다섯째, 연차별 시행계획 수립을 둘러싼 일선환경을 제도화할 필요가 있다. 끝으로, 지역사회복지계획 평가의 적절성을 확보하는 것이 필요하다. This study was to explore the long-term development direction of community social welfare plan. For accomplishing the purpose of research, it conducted the questionnaire and FGI with community social welfare planning officials and community social welfare council secretaries. It was to suggest the following development directions based on the results of the research. First, contents and characters of community social welfare plan should be changed. Community social welfare plans of city, county and ward should be established centering around local businesses, metropolitan and provincial welfare plans should be changed into "support plan" and establishing, performing and evaluating the local governments" welfare programs should be supported. Second, legal foundation for community social welfare should be strengthened. Third, methods of activating community social welfare council as the subject of establishing, performing and evaluating community welfare programs should be easy. Fourth, the security of term for establishing community social welfare plan and timing adjustment are required. Fifth, (annual performance plans) community social welfare planning manual should be diversified. Sixth, general environment related to the annual performance plans should be institutionalized. Finally, appropriateness of evaluating community social welfare plans should be secured.

지역사회복지 교육의 정체성과 개선방안 연구

본 연구는 현재 지역사회복지교육의 정체성과 개선방안을 모색하기 위해 지역사회복지교육의 변화과정을 살펴보고, 외국의 동향과 지역사회복지실천현장의 진단과 요구를 조사하였다. 이를 위해 한국사회복지교육협의회에서 제시한 지역사회복지론 교과목지침서의 교과목 내용에 대하여 지역사회복지실천현장의 사회복지사에게 설문조사를 실시하였으며, 현장 실무자를 대상으로 초점집단인터뷰(FGI)를 실시하였다. 조사결과 지역사회복지교육의 정체성 확립과 개선을 위한 방안으로 지역사회복지개념과 범위의 확장, 한국적인 이론 및 실천기술의 개발, 실천현장에 맞는 사례중심의 교육실시, 지역사회의 이해를 높이는 교육 강화, 그리고 사회복지현장실습과 연계된 교육, 지역의 변화와 문제해결을 위한 현장중심의 교육, 사회정의 및 사회구조적 모순의 해결을 위한 실천기술(방법) 강화 등의 방안을 제시하였다. This article aims to review the identity, and to explore the future direction, of community social welfare education in the Korean universities. For this, it examined the trend of its curriculum, let alone the cases of foreign universities and the needs arising from the community welfare practice field in Korea. In specific term, the article employed the methods of survey and FGI, based on the curriculum guideline suggested by Korea Association of Social Welfare Education, to define the contents of community welfare education which are required to be included in the future. The study suggest that in order to define the identity, and to set up the future direction, of community welfare education in Korea, the followings are required:First, the definition of community social welfare needs to be expanded to include the areas which have been traditionally regarded as not relevant. The second is to develop the theories and the skills which are based on the Korean circumstance, as well as a case-based educating. In particular, the second are required to reflect such needs of the community welfare field as the improving the understanding of community itself, the establishing the linkage between schooling and practice field, and the defining the problems and their solutions in changing community surroundings. Finally, this article suggest to explore the methods or practical skills which could address the issues of social justice and socio-structural problems.

지역복지 네트워크 모델 비교

본 연구에서는 지역복지 네트워크 이론인 사회교환이론, 상호조직이론, 사회자본이론을 중심으로 평택시 사회복지협의회와 남양주시 지역사회복지협의체를 분석하고, 지역복지 네트워크 활성화를 위한 정책적 방안을 제시를 하였다. 이를 위해 평택시 사회복지협의회와 남양주시 지역사회복지협의체의 지역복지 네트워크 모델을 비교했다. 분석결과에 의한 지역복지 네트워크 모델은 평택시 사회복지협의회의 경우, 상호조직이론과 사회자본이론을 중심으로 활용한 지역복지 네트워크 모델이고, 남양주시 지역복지협의체는 사회교환이론을 중심으로 활용한 지역복지 네트워크 모델로 나타났다. 따라서 지역복지 네트워크 활성화 방안으로 시 군 구사회복지협의회와 지역사회복지협의체의 기능 강화, 시군 구사회복지협의회 확대설치, 지역사회복지협의체의 조직운영 강화 등을 제언했다. The purpose of this study is to compare with community welfare network models and to suggest what is the best way to activate community welfare network. This study made analysis and comparison of roles and functions between Pyeongtaek Council of Social Welfare(PCSW) and Namyangju Community Welfare Council(NCWC) based on social exchange theory, interaction organization theory, social capital theory. As a result, PCSW"s medel was found that had more elements of interaction organization theory and social capital theory, NCWC" model had more elements of social exchange theory. It is necessary to activate the community welfare network that empowerment of Local Council of Social Welfare and Community Welfare Council, establishment of Local Council of Social Welfare, and reinforcement of ability of organizational operation at Community Welfare Council should be performed successfully.

지역사회복지 정체성 탐색

이 연구는 기본적으로 문헌연구 방법을 적용해 사회복지실천 측면에서의 지역사회복지 정체성을 탐구하는 데 목적을 두고 있다. 사회복지실천 관점과 사회복지실천 정체성과 지역사회복지 핵심범주로부터 지역사회복지 정체성 요건을 도출해 지역사회복지가 갖추어 나아가야 할 방향을 제시했다. 즉 사회복지실천 측면에서 지역사회복지는, 1) 지역사회복지를 통찰하는 지식, 2) 지역사회복지를 규정하는 목표, 3) 지역사회복지를 이끄는 기술, 4) 지역사회복지를 견제하고 지원하는 환경, 5) 지역사회복지를 지향 및 통제하는 가치와 윤리를 바탕으로 형성되어야 함을 강조했다. 아울러 이 같은 요건은 개인이나 집단을 기반으로 하는 사회복지실천과 공통 사항을 철저히 가려 지역사회복지론 내용을 사회복지실천론과 사회복지실천기술론교과목에 분산 배치해야 함을 강조했다. This study aimed to investigate the identity of Community Welfare and Practice in the context of Social Work Practice. Five requisites which revealed the identity of Community Welfare Practice are convinced from the analytic frame composed by the perspective and identity of Social Work Practice and the core themes of Community Welfare Practice. That is, the contents of Community Welfare Practice could be structured as follows; knowledge for penetrating Community Welfare and Practice, objectives for prescribing Community Welfare and Practice, skills for leading Community Welfare and Practice, environment for restraining and supporting Community Welfare and Practice, and values and ethics for aiming and controling Community Welfare and Practice. Additionally, differentiated contents from that of Community Social Welfare and Practice should be distributed to Theories of Social Work Practice and Skills and Techniques of Social Work Practice accordingly.

지역사회복지 문헌에 나타난 이론의 경향과 향후과제

본 연구는 최근 지역사회복지 문헌에 나타난 이론들을 새롭게 조망하여 지역사회복지 이론의 문제점을 도출하고, 지역사회복지의 학문적 정체성 및 이론적 체계의 확립을 위한 과제를 모색하는데 목적이 있다. 이 연구의 목적을 달성하기 위해 최근 약 10년간 한국과 미국에서 출간된 지역사회복지 문헌을 편의표집하여 문헌에 나타난 지역사회복지 이론의 경향을 파악하였고, 주요 이론들을 상호작용 범위에 따라 재분류하였다. 나아가 지역사회복지 문헌에 나타난 이론들의 한계점을 제시하였고, 지역사회복지의 전문성 향상 및 발전을 위한 향후과제를 제시하였다. This study aims to draw limitations of community welfare theories by newly examining theories appeared in the recent community welfare literatures and further seek for future tasks toward establishment of the identity and theoretical systems of community welfare. To achieve these purposes, this study explored the recent trends of community welfare theories based on the community welfare literatures published in Korea and the United States approximately the last ten years through convenience sampling and further reclassified these main theories according to the scale of interaction. Finally, this study concluded by presenting the limitations of community welfare theories appeared in the literatures and the future tasks for development of community welfare.

지역사회복지의 실천주체로서 사회적협동조합의 의의

본 연구는 사회서비스 시장화의 경향 속에서 지역사회복지의 정체성과 사회서비스의 공공성을 확보하기 위한 새로운 실천주체로서 사회적협동조합의 의의를 밝혀보려는 목적을 갖는다. 이를 위해 먼저, 지역사회복지의 정체성을 공공성의 관점에서 재구성하였다. 다음으로 지역사회복지 사회서비스의 공공성을 강화하는 사회적협동조합의 네 가지 실천기제로서 지역사회 기반, 참여와 신뢰, 네트워크, 협동과 호혜를 제시하였다. 이를 분석틀로 삼아, 이탈리아 사회적협동조합과 안산의료복지사회적협동조합의 사례를 분석함으로써, 지역사회복지의 공공성을 강화하는 실천주체로서 사회적협동조합의 의의를 확인하였다. 사회적협동조합은 특히, 협동과 호혜를 통한 새로운 지역사회복지 패러다임을 제시한다는 점에서, 기존의 지역사회복지실천 주체들과 구별되는 새로운 실천주체로서 사회적협동조합의 함의를 적극적으로 고려해야 할 필요가 있다. 본 연구는 지역사회복지실천의 공공성과 사회적협동조합의 의의에 관한 후속연구를 촉진하는데 기여할 것으로 기대된다. This study aims to investigate the implications of social cooperatives as an agency to ensure public interest and to identify community welfare services in the context of marketization of social services. Suggesting that the publicness needs to be included in discussing and analyzing the identity of community welfare services, this paper presents four critical factors as community welfare practical mechanisms to enhance the publicness of community welfare services: community-based practices, participation and trust, networking, and cooperation and reciprocity. Then, by applying this framework into the case studies of the Italian social cooperatives` historical experiences and the Korean Ansan Health and Medical Welfare Social Cooperative, the study found empirical implications of social cooperatives in ensuring and strengthening publicness in community welfare services. Given that social cooperatives, in particular, present a new community welfare paradigm based on cooperation and reciprocity, this paper emphasizes that social cooperatives need to be actively considered as a new practical agency which can accomplish the publicness of community welfare services. It can be expected that this study contributes to facilitating the following research to look into roles and implications of social cooperatives in terms of identity and publicness of community welfare.
