Suggestion of Policy through Analysing Performance of Humanities and Social Science based Interdisciplinary Convergence Research

The purpose of this study is to present policy directions for the interdisciplinary convergence research support projects by analyzing the results of the interdisciplinary convergence research support projects and comparing them with the results of other research and development support projects. Analyzing the results of the interdisciplinary convergence research projects showed that first, academic achievement and manpower performance showed high performance, whereas the intellectual property rights performance and industrial support performance were very low. Second, the results of the convergence research are shown in terms of public participation and public relations, convergence researcher network. Third, quantitative results of academic journals outperformed other R&D support projects, but the quality index of the Impact Factor (IF) was low. Fourth, the subsequent generations of scholars showed higher performance than other R&D support projects. Fifth, intellectual property (patent) rights performance and industrial support performance were very low compared to other R&D support projects. Through these, the policy suggestions are as follows: First, it is necessary to expand the research support project through the allocation of additional budget, because it provides high-quality results in line with the purpose of the interdisciplinary convergence research project. Second, it is necessary to further expand the research stage to create intellectual property right performance and industrial support performance. Third, it is necessary to develop a model that can develop a performance index suitable for humanities and social sciences interdisciplinary convergence research projects and model the effectiveness of the various outcomes generated during the research process.

International Collaboration in Library and Information Science Research in Korea

This study sought to examine five theses from major journals concerning Korea’s Library and Information Science, published from 1970 to 2018, so as to diagnose the current stage of International Research collaboration in the field of Korea’s Library and Information Science which researchers from two or more different nations jointly conducted. Furthermore, it proposed measures for activating International Research collaboration in the field of Korea’s Library and Information Science. First, related conferences should be held and education need to be offered in terms of elevating the awareness of the need and importance of international research collaboration. Second, relevant policies need to be developed and projects should be implemented to strengthen the practical international research collaboration. Third, collaboration with various countries should be pursued in the area of detailed majors of library and information science of greater diversity than now in terms of the detailed majors and countries. Fourth, a research environment supporting the collaboration with various research institutions overseas moving forward will need to be created around the universities.

A Study on the Facilitation of the Humanities and Social Science Based Convergence Research

In this study, we have attempted to find a way to revitalize the convergence research based on humanities and social science centered around the cases and current status of the humanities and social science based convergence research. To this end, we have investigated cases of the projects that have implemented humanities and social science based convergence research and discussed them with experts related to the convergence research. Through which, in this study, we proposed ways of facilitation such as develop top down agenda for strengthening demand oriented R&D, build a linkage structure of foundation-application-commercialization for the humanities and social science based convergence research, strengthen the foundation for cooperative system for creative research, nurture expert manpower for the humanities and social science based convergence research through systematic education, expand the budget for revitalizing the humanities and social science based research, improve the evaluation system for the performance research results of the humanities and social science based convergence research, and expand the roles for the institutes supporting humanities and social science based convergence research.

A Study on Current Status Analysis of NPOs

In this study, 12,795 NPOs, including both registered and terminated in the Ministry of the Interior and Safety (MOIS), were surveyed to reorganize the current status of Non-Profit Organizations. This study was conducted to analyze the past and present of NPOs and to be used as policy data for the revitalization of NPOs. This study analyzed NPO’s current status into three categories: basic information, business contents, and organizational status. First, the basic information status was subdivided into the status by detailed types, regions, cities, counties, districts, sub-ministerial departments, organizational types, authoritative agencies, and established years. The status of the business contents was divided and analyzed as the business subject, purpose, area and organization type by items. In addition, the organization status included the relevant agencies and supporting entities, support methods, operation status, abolition year, certification year, support year, relevant laws, establishment foundation law and salary payment. The workforce status and structure included the number of employees, members, number of volunteers, other personnel, average age, and average education. Finally, the decision-making structure was analyzed by dividing details into general meetings, boards of directors, operating boards, other meetings and corporate governance. As a result, we found that the majority of NPOs had high operating rates, and NPOs were heavily distributed around the Seoul metropolitan area, Gyeonggi, and North Jeolla Province. In addition, social welfare was concentrated in the business area and type of non-profit civic groups, and it was difficult to receive support regardless of region, type of organization, year of establishment, or type of detail as a support method. Therefore, it is important to find a way for NPOs to be established in various types and fields of business in the future, and above all, it will be important to find ways to increase the support method and support ratio so that NPOs can perform their roles well.

The Network Characteristic Analysis of Research Projects on International Research Cooperation

In this study, the network analysis of researchers, institutions, and research principal agent was conducted to understand structure characteristics of international cooperation research project implemented from 1997 to 2018. The network of researchers and institutions were decentralized structure. On the other hands, the network of research principal agent was centralized structure. The Soul National University is the leading organization of international cooperation research project. In terms of research principal agent, corporation is the leading principal agent. In additions, the results of the network centroid analysis of the researchers and institutions were correlated with the research funds. As a result, it was confirmed that the network centroid of research organization was linearly related to research funds.

A Study on Comparing the Perception between Librarians and Users about Libraries’ Value

This study comprehensively draws a conclusion using factors of economic, social, and educational value and performed a survey on librarians and users to compare and analyze the difference in perception between the two groups. The result are as follows: First, Libraries had the social value not only on research and personal learning but also on establishment and vitalization of communities, provision of opportunities to share ideas between local residents and create something new, and provision of recreation to improve the residents’ capability. Second, both groups evaluated the libraries’ educational role and function relatively highly. In particular, the librarians scored very high for the items that the libraries’ educational role was expanding, the libraries were a part of the educational system, and the libraries’ value on reading and literacy was great, and the users thought that libraries had an value because they were a part of education and the educational system. Third, economic value part also obtained relatively lower scores than other values; the mean of the librarian group was 3.46 and the user group was 3.43. Among the economic values, the librarian group scored the highest for the area of economic value for local communities, and the greatest scores were given to manpower development by the users.

Research on the Development of Economic Value Evaluation Indices for Public Libraries

The purpose of this study is to develop an evaluation index for evaluating the economic value of libraries. To this end, a preliminary evaluation index was derived from analyzing a total of approximately 60 domestic and foreign papers that examined the value of libraries. Based on the derived preliminary evaluation index, 11 experts were selected and the final evaluation index was developed by conducting the Delphi survey for 3 times. The final evaluation index consists of four evaluation areas, such as the economic value of the public library, economic revitalization, manpower development and job creation, and the improved investment value, seven evaluation items, and 22 evaluation indices. In the future, it will be necessary to conduct research to measure the economic value of public libraries.

A Study on Librarian Service Providers’ Awareness and Perceptions of Library Services for the Disabled

The purpose of this study is to improve library promotional marketing for the disabled by identifying requirements of public library disability services. This study aimed to investigate librarian service providers’ awareness of library programs for the disabled in order to prepare a systematic plan for promoting such library services. Research methods used are a literature analysis and survey. First, the ratio of respondents with experience promoting activities and services for the disabled was less than 50%. Second, regarding methods for promoting library disability services, the respondents used library homepages, press releases, library user guides, library newsletters, and library pamphlets in that order. Third, when asked what kind of PR media the library disability service providers had experience with and how often they use it, library boards and banners were the most common response. Fourth, suggested improvements to the current design and content of PR materials included: clearer word choice (or greater understandability), more detailed descriptions, simpler layouts, and more interesting or eye-catching content in that order. Fifth, the library disability services which are in the most need of public relations were guide information for library disability services, Library and Information Service (DOI services and search services), using alternative materials and the library collection, and aiding the information search. Overall, when evaluating the promotion of disability services in Korea, the library’s public relations for disabled services needs to improve because currently neither librarians nor the disabled community they are targeting has frequent or quality experience with it.. Thus, the policy department for the library disability services must develop a variety of promotional strategies adjusted for each type of the disability and distribute PR materials to service providers individually, making sure to utilize effective PR methods.

The Moderating Effect of Digital Human-Based Safety Education on the Relationship between Safety Culture, Safety Awareness, and Safety Participation Behavior of Foreign Workers

This study aimed to investigate the effect of safety training measures to reduce the fatality rate from accidents among foreign construction workers and to provide a safer work environment, in conjunction with the Serious Accidents Punishment Act. A face to face interviews survey was completed by 171 foreign workers in the construction sector in Korea. Workers’ safety culture, safety consciousness, safety participation behaviors, and human-based safety training were measured. In the multiple regression, the most significant revealed, first, that safety culture has a positive impact on safety consciousness, clearly demonstrating the relationship between workers’ safety culture and their safety consciousness. Second, in terms of the relationship between safety culture and safety behavior, it was found that safety culture, especially communication and work environment, significantly positively affects safety participation behaviors. Third, regarding the relationship between safety consciousness and safety behavior, safety consciousness was found to have a very high positive impact on safety participation behaviors. This study marks an important milestone in the research on safety culture among foreign workers in the construction industry. It confirmed that strengthening workers’ safety culture leads to an improvement in safety consciousness and a direct increase in safety participation behaviors, highlighting the role of safety consciousness and the importance of human-based safety training in this process. Construction industry stakeholders and policymakers should base their strategies for more effective safety management on these findings.

A Study on Perception of Librarians Job Prospects

The purpose of this study is to investigate awareness of librarian’s job prospects, and to do this a survey was conducted with 502 college students in 14 Departments of Library and Information Science around Korea and 753 librarians in libraries and related agencies. The study results are as follows. First, satisfaction with educational curriculum was higher in students than librarians. Second, both students and librarians regarded workplace based practical training as employment requirements and also evaluated certifications and academic performance as important requirements. Third, both groups asked that information on employment rates be available in a timely manner, and perceived that the librarian’s job prospects were not bright. Therefore, in order to improve employment of librarians, it will be necessary to establish a job information system, reorganize the current educational curriculum into a practice-oriented curriculum, and introduce the national curriculum statements (NCS)-based curriculum.
