Risk Communication Networks in South Korea: The Case of the 2017 Gangneung Wildfire

Wildfires have become increasingly common and intense in South Korea because of climate change, but few have recognized the catastrophic level of the problem. Given the significant impact of wildfires, emergency management stakeholders must have effective risk communication structures for rapidly responding to such phenomena and overcoming geographical difficulties. Despite the country spending billions of dollars to build a big databased early warning system, risk communication flow during the 2017 Gangneung wildfire was ineffective, thereby causing substantial economic, social, and environmental losses. To examine the patterns of information exchange in South Korea's risk communication networks and their structural characteristics during the wildfire, we conducted semantic and network analyses of real-time data collected from social media. The results showed that the inefficient flow of risk information prevented emergency responders from adequately assessing the emergency and protecting the population. This study provides new insights into effective risk communication responses to catastrophic events and methods of research on webometric approaches to emergency management.

Laser Brazing was suggested to automotive manufacturers for its outstanding performance and cost reduction, only a few leading competitive car builders successfully set this technology in mass production up until now. In this study, backlogs and pitfalls are revealed for roof-side panel joining application. A comprehensive research, including basic knowledge for microscopic analysis of laser brazing section, will focus on practical issues such as parts accuracy, jig-fixture repeatability and process optimization.
국제 협업 연구를 위한 글로리아드(GLORIAD) 활용

마이크로 칩의 저장능력은 매18개월마다 두 배로 늘어나고, 네트워크 속도 역시 매 9개월마다 두 배로 빨라진다고 하는 보고는 대용량의 데이터와 초고속네트워크를 필요로 하는 웅용 연구자들에게 있어 네트워크는 더 이상의 장애물이 아니며 동시에 이러한 응용연구자들의 연구가 네트워크속도의 발전을 더욱 가속화 시킨다고 할 수 있다. 지난2005년, 한국은 대전-시애틀과 대전-홍콩을 10기가 급의 광 네트워킹으로 연결하는 글로별 과학기술 협업연구망(GLORIAD)이 개통되면서 대용량의 데이터를 다루는 국내 응용연구자들이 네트워크 속도에 제한받지 않고 다양한 국제 협업연구에 참여할 수 있게 되었다. 본 논문에서는 글로리아드 망을 통해 진행되고 있는 국제 협업연구를 소개하고 특히 지난 슈퍼컴퓨팅 컨퍼런스(SC06) 기간 중에 진행된 VMT시연을 비롯하여, 고에너지물리 시연, 천문데이터전송 및 KISTI와 광주과학 기술원이 공동으로 개발한 저비용 고화질 비디오 재생시연 등을 소개한다. The Moore's law states that the number of transistors on a chip doubles about every 18 months. And it was reported that the network speed has been doubled about every 9 months. This indicates that computing power and network is no longer the obstacles for the high performance applications requiring terabits networks. We believe that the application motivates the network and vice versa. This presentation will introduce the GLORIAD which is the first ring network connecting six countries around the world and provides scientists with advanced networking tools that improve a communications and data exchange. The GLORIAD trans-Pacific link started its service on August 1, 2005. Since then, there has been remarkable demonstrations were performed through major conferences like Supercomputing Conference. This paper will introduce the global collaborative works on demonstrations of VMT, high energy physics, SDSS and HID video transmission during SC'06 in Tampa, FL.

<P>Objective: Donepezil, a widely prescribed drug for Alzheimer's disease (AD), is now considered to have multimodal actions beyond cholinesterase inhibition. We aimed to see whether donepezil enhances mitochondrial biogenesis and relevant signaling pathways since mitochondrial dysfunction is a key feature of the hypometabolic AD brain. Methods: As a metabolic gauge, AMP-activated protein kinase (AMPK) was investigated as a tentative mediator of neurometabolic action of donepezil. Changes in phospho-AMPK levels, mitochondrial biogenesis, and ATP levels were measured upon donepezil treatment using neuroblastoma cells, primary cultured neurons and ex vivo hippocampal tissue of adult mice. Results: Donepezil dose-dependently increased mitochondrial biogenesis and ATP levels as well as expression of PGC-1 alpha and NRF-1 in neuroblastoma cells. Donepezil dose-dependently activated AMPK; however, inhibition of AMPK abolished the observed effects of donepezil, indicating that AMPK is a key mediator of donepezil's action. Notably, mitochondrial biogenesis upon donepezil treatment was mainly observed within dendritic regions of primary cultured hippocampal neurons. Levels of synaptic markers were also increased by donepezil. Finally, AMPK-dependent mitochondrial biogenesis by donepezil was confirmed in organotypic hippocampal tissue. Conclusions: Our findings indicate that AMPK/PGC-1 alpha signaling is involved in beneficial actions of donepezil on neurometabolism. Pharmacological activation of AMPK might be a promising approach to counteract AD pathogenesis associated with brain hypometabolism. (C) 2016 S. Karger AG, Basel</P>
