Implementation of Antitrust Law in Emerging Markets: A Case Study of China

Since the beginning of the new century, several emerging markets have modernized and reformed their national competition laws. China is a good example of growth and maturity of emerging economies in antitrust enforcement. Just in a period of six years, the implementation of the AML becomes increasingly sophisticated and has already surpassed the infancy stage. China’s experiences of antitrust regime undergo at least three phases: at the outset, merger control was the key area of enforcement, then monopoly agreements were gradually extended, and now the new territory . being the most controversial issues . the abuse of dominance has also been occupied. Due to a development approach instead of a pure efficiency approach, China does not directly copy the experiences of mature jurisdictions. Sometimes, local enforcement agencies have to make compromises among many different and even contradictory objectives. It is a sign of transition period. In the long run, enforcement of antitrust law should be autonomous from and prevail over the industry policy and other non-competition concerns.
Distributed Compressive Sensing based Near Infrared and Visible Images Fusion for Face Recognition

In this paper, we propose a novel face recognition method based on fusing the near infrared and visible images of face images with distributed compressive sensing. The near infrared image and visible image of one same subject constitute an ensemble. Both images in one ensemble share a common sparse component while each individual image has an innovation component. To better capture the complementary information of the ensemble, the distributed compressive sensing is used to obtain the common component and the innovation component of near infrared and visible image. The obtained common component contains the complementary information of near infrared and visible image effectively. So the sparse coefficients of the common component obtained by distributed compressive sensing can better capture the intrinsic structures of each image and therefore can obtain better performance than that of only using near infrared image or visible image. The experimental results on several benchmark datasets demonstrate the effectiveness of proposed method.

In this paper, a neural network based terminal iterative learning control(NNTILC) method is proposed for a class of discrete time uncertain linear systems to track run-varying reference point The zero error initial condition in most of the previous work on terminal iterative learning control(TILC) is removed by the use of neural network. A radial basis function (RBF) neural network is developed to approximate the effect of initial state and reference on terminal output iteratively. By involving these information as well as the reference signal in the control scheme, the proposed NNTILC can drive the system to track run-varying reference point fast and precisely beyond the initial state variance and reference change. Stability and convergence of this approach are proved and computer simulation results are provided to confirm its effectiveness further.

An alkaliphilic, moderately halophilic, bacterium, designated strain X10-1T, was isolated from saline-alkaline soil in Daqing, Heilongjiang Province, China. Strain X10-1T was determined to be a Gram-positive aerobe with rod-shaped cells. The isolate was catalase-positive, oxidase-negative, non-motile, and capable of growth at salinities of 0–16% (w/v) NaCl (optimum, 3%). The pH range for growth was 7.5–11.0 (optimum, pH 10.0). The genomic DNA G+C content was 47.7 mol%. Its major isoprenoid quinone was MK-7 and its cellular fatty acid profile mainly consisted of anteiso-C15:0, anteiso-C17:0, iso-C15:0, C16:0, and iso-C16:0. The peptidoglycan contained meso-diaminopimelic acid as the diagnostic diamino acid. The predominant polar lipids were diphosphatidylglycerol, phosphatidylethanolamine, and phosphatidylglycerol. Phylogenetic analysis based on 16S rRNA gene sequences showed that X10-1T is a member of the genus Bacillus, being most closely related to B. saliphilus DSM15402T (97.8% similarity) and B. agaradhaerens DSM 8721T (96.2%). DNA-DNA relatedness to the type strains of these species was less than 40%. On the basis of the phylogenetic, physiological, and biochemical data, strain X10-1T represents a novel species of the genus Bacillus, for which the name Bacillus daqingensis sp. nov. is proposed. The type strain is X10-1T (=NBRC 109404T =CGMCC 1.12295T).
