Public utility projects implemented as part of a planned national land development project that enabled Korea's economic development have continued to receive compensation-related complaints due to changes in awareness of public interest acceptance and improvement of people's awareness of rights. For this reason, the operator tries to illegally accept and secure land from the natives by using land expropriation rights to expedite the project and reduce costs, and landowners (inmates) are illegal or unfair to receive more compensation for property rights because the compensation does not reflect the current market price. Therefore, this paper understood the concept of the Land Compensation Act, examined cases of mutual illegal and unfair acts between project operators and owners in the process of being accepted for public interest purposes, and sought the role and measures of detectives to solve them. In the case of illegal and unfair cases in the process of land expropriation, there are cases in which the project operator evaluated the actual use situation at the time of consultation compensation without reviewing related laws, unfair selection of the standard land price in calculating the price of land compensation, and unfair compensation for items that cannot be transferred and missing. Second, it is an act of installing illegal facilities inside greenhouses and buildings from the owner and related parties, and an act of illegal residence by falsely moving into a public service district. These unfair and illegal acts not only cause waste of national finances, but also encourage distrust of national policy and conflict among the people, so countermeasures are required. As a countermeasure, land compensation detective experts were used to present the role of detectives in terms of landowners and project implementers, strengthening their capabilities as detectives experts, and presenting techniques for field visit activities.
