        The purpose of this study was to understand the genesis background and physical characteristics of Multi-Family Housing in the Western world, and to compare with our Housing Estate. Major findings of this study are as follows: First, In the Western world high-rise housing has become the symbol of the deficiencies and failure of post-war public housing policies and management. A widely held view has emerged that post-war high-rise housing estates are the problem areas and slums of the 1980s and the 1990s. Second, Multi-Family Housings are less popular than houses and possess a generally poorer reputation. Equally, however, Multi-Family Housings constitute such a high proportion of the local authority housing stock that they cannot be written off in favour of extensive demolition. Finally, It is clear that Multi-Family Housings are vulnerable type of housing. Thus we want to improve a decent social climate under actual conditions, we have to focus on newly collective housing with high density.

        규제비용관리제의 운영 성과와 한계: 공무원과 전문가 성과평가를 중심으로

        The purpose of this study is to comprehensively evaluate the performance and the limitations of the regulatory cost management system(CICO, Cost In Cost Out) in the past three years, and to make policy suggestions for more effective operation of the regulatory cost management system. For this purpose, the performance assessment was conducted in structured questionnaire, which involved 49 government officials in charge of the regulatory cost management system for each of the 26 ministries, and 20 scholars who experienced the regulatory cost management system and regulatory impact analysis(RIA). The evaluation results showed that although the purpose and direction of the regulatory cost management system were agreed, the overall operation system was insufficient, including expertise of the government officials in charge, support for the regulatory cost management system, education and training system and information provision. In addition, it was assessed that the regulatory cost management system was not only ineffective in terms of easing the regulatory burden of small businesses but also underutilized in practice. In addition, negative assessments were predominant in terms of the limitations of the cost benefit analysis, the consistency and validity of the scope of the exemption, and the cost-banking effects of the plan. On the other hand, there was a big gap in the evaluation results of government employees and experts in regulatory reform, deregulation and quality of regulations. The government needs to provide policy prescriptions to enhance the effectiveness of the regulatory cost management system by overcoming the proposed limitations based on these evaluation results in the future. 본 연구는 지난 3년여 동안 규제비용관리제가 운영되어 오면서 그 성과를 종합적으로 평가하고 한계점을 파악하여 보다 효과적인 규제비용관리제의 운영을 위한 정책적 제언을 하는데 그 목적이 있다. 이를 위해서 규제개혁 및 규제정책의 성과평가에 관한 선행연구를 살펴보고 이를 통해 규제비용관리제의 성과평가 모형을 도출하여 구성하였다. 그리고 규제비용관리제의 도입배경 및 추진방식, 그리고 부처별 성과에 대한 논의를 정리하였다. 마지막으로 구조화된 설문지로 성과평가를 실시하였으며 이를 위해서 각 26개 부처별 규제비용관리제 담당 공무원 49명, 규제비용관리제 및 비용편익분석을 경험한 학자 20명이 참여하였다. 평가 결과, 규제비용관리제의 취지, 방향 등에는 공감하였으나 담당 공무원의 전문성, 규제비용관리제를 위한 인적・물적 지원, 교육체계 및 정보제공 등이 운영체계 전반이 미흡한 것으로 나타났다. 그리고 규제비용관리제가 규제완화 및 폐지, 중소기업 및 소상공인의 규제부담을 완화한다는 측면에서 그 효과성이 낮을 뿐 아니라 실제 활용도 역시 미흡한 것으로 평가되었다. 또한 비용편익분석의 한계, 적용제외 범위의 일관성・타당성 문제, 비용적립제도의 비용상쇄효과 측면에서 부정적 평가가 우세하였다. 이에 반해 규제개혁, 규제품질수준, 규제부담완화에 있어서 공무원과 전문가의 평가 결과에 차이가 크게 나타났다. 향후 이러한 평가결과를 토대로 제시된 한계를 극복하여 규제비용관리제의 효과성을 제고하기 위한 정책적 시사를 제공하고자 한다.

        Multi-family housings caused several problems related to physical form such as isolation of housing estate, inhumanity of the exterior space, and mismatch with the urban structure. To handle these problems, the purpose of this study is to analyse density elements which have a direct impact on physical forms, thereby understand the characteristics of physical form and also identify a meaning of inter-relationships between them. Therefore both formal constituents and density elements are reformed into respective analyzing indices. From the analysis, physical form and the spatial layout of buildings were more uniform in large-scale housing estates than in medium or small housing estates. However, small-scale housing estates showed various form and the spatial layout of buildings in order to increase the building density.

        환경분야의 규제영향분석에 관한 연구

        본 연구는 환경분야의 규제 합리화를 위한 방안으로 환경분야의 규제영향분석제도의 의의, 구성요소, 절차에 관한 이론적·실무적 논의를 탐색적·기술적으로 연구하는 것을 목적으로 한다. 정부의 환경규제가 정당성을 획득하는 이유는 환경재 이용에 있어서의 '시장실패'(market failure) 현상이 존재하기 때문이다. 즉, 한정된 환경자원을 사회가 적정하게 이용하는 것을 어렵게 하는 시장실패가 존재하는데, 여기에는 외부효과, 공공재의 존재, 정보의 부재, 환경피해의 역진성 등을 들 수 있다. 그렇다고 환경규제이기 때문에 무조건 정당화되는 것은 문제가 있다. 실제로 기존 혹은 신설·강화 중인 환경 규제 중에는 문제 있는 것이 많고 이에 대해서는 합리화가 필요하다. 이러한 환경규제 합리화의 중요한 방안이 환경분야의 규제영향분석의 실시이다. 본 연구는 환경분야의 규제영향분석의 의의, 내용, 절차에 대해 나름대로의 틀을 제안하였고, 미국 환경청(EPA)에서 실시한 규제영향분석서를 사례로 그 내용을 분석하였다.

        The purpose of this study is to analyse formal constituents and design elements which have a direct impact on physical forms, thereby understand the characteristics of physical form and planning and also identify a meaning of inter-relationships between them. Therefore both formal constituents and desing elements are reformed into respective analyzing indices. This study analyzes formal constituents and design elements based on analyzing indices. Major findings of this study are as follows : · Formal constituents analyzed from 606 samples of housing estates differed from the contents shown at the previous review. · Physical form of buildings were more uniform in large-scale housing estates than in medium or small housing estates. However, small-scale housing estates showed various form of buildings in order to increase the building density.

        The spine is a pillar of human body. The lumber connects upper body and lower body, protects spinal marrow, and sustain body weight. The relative posture of the discs changes according to the spine's movement and body's postural transformation, The pain, pressure, and temperature are felt through the spinal nerves, When a certain posture or a movement is maintained for a long time, the spinal nerves are extended too much and pain occurs, So, the normal right arrangement of the discs cannot be maintained, A certain movement is sometimes restricted partly or wholly. when the movement is tried, severe pain is felt, To recover normal flexibility of the spines, we should do proper exercise. The general reason of low back pain is the failure of maintaining proper spinal curve. When you stand, sit clown, or lie in a tensed posture or in a bad posture too long, you are prone to have low back pain When your working position requires you to bend your spine for a long time, the same problem occurs, The furniture of which design ignores human body engineering consideration also causes low back pain. Everyday life posture guidance includes the posture guidance of human dynamics, the posture instruction on the bed, using medical gymnastics, and the postural instruction at the recreational events as a sport activity. To prevent low back pain, the normal right spinal curve should be maintained according to each posture and the relative muscles of the lumber should be trained, Spinal muscles, abdominal muscles, and back muscles should be strengthened all together to decentralize body weight that is usually loaded onto the spine, The burden on the spine should be distributed to the waist or abdominal muscles, The muscle training is a very important and effective method to prevent low back pain.
