        전자계약증서용 전자검인 시스템 도입방안 연구

        This study is about the Approval Seals of Contracts System introduced in October 1988 under the Special Act on Real Estate Registration to secure transparency in real estate transactions in Korea. The acquirer has been submitting a written contract of real estate transaction in a paper form to the municipal office for the approval seal, and the official in charge of the inspection formally reviews and stamps. This is because the electronic contract with different physical properties can not be stamped. Therefore, with the electronic contract, the real estate registration has not been allowed and the registration of transfer of ownership has not been legally possible. In this regard, this paper reviewed similar systems and cases to study the method of introducing an Electronic Approval Seals System for an Electronic Real Estate Transaction Contracts. As a result, a new Electronic Approval Seals of Contract System has been proposed in which an Electronic Real Estate Transaction Contracts and the Written Approval Seals Input System cooperate. This study included the step-by-step process, information flow, and function development of the business processing system for electronic approval seals. From the study, it is found that the electronic approval seals for Electronic Contract Certificate and Digitized Contract Certificate requires legal supplementation, Also it was confirmed that in order to prepare for a contract for the transfer of the status, not only the development of the necessary technical features but also the ability to interface electronic revenue stamp. 이 연구는 부동산거래 투명화를 위해 1988년 10월에 「부동산등기특별조치법」에 따라 도입된 검인제도에 관한 연구이다. 검인계약서 제도는 이중계약서 사용방지를 위해 서면 계약증서에 ‘검인’ 인장을 날인하고, 해당 계약증서를 세금신고 및 부동산등기에 사용하도록 했다. 전자계약증서는 서면 계약증서와 성질이 다르므로 현행 제도하에서 검인할 수 없어 문제가 발생한다. 대표적으로 아파트 단독분양을 전자계약으로 체결한 자가 증여에 해당하는 부부 공동명의 변경 시 전자증여계약증서에 검인할 수 없으므로 부동산등기 전자신청(소유권 이전 전자등기)이 불가능하다. 이에 연구자는 전자계약증서에 전자검인할 수 있는 제도와 시스템에 관하여 연구했다. 연구결과, 첫 번째, 「부동산등기특별조치법」 및 관련 규칙을 검토하여 필요한 전자계약증서의 요건 및 정보처리시스템에 의한 검인 신청 초안을 제시하였다. 두 번째, 대국민 서비스인 ‘부동산거래 전자계약시스템(IRTS)’과 시·군·구 담당 공무원용 ‘검인입력시스템’이 상호 연동하는 ‘전자계약증서용 전자검인시스템’을 구성하고 단계별 처리절차, 정보 흐름, 필요한 기능요소를 도출하였다. 세 번째, 검인이 형식적 요건의 심사인 점을 고려하여 초기 단계 공무원의 직접승인에서 자동승인 기능의 정비를 제시하였다. 마지막으로 지위 이전에 대한 계약인 경우를 고려하여 전자문서용 수입인지 연계 필요성을 확인하였다.

      • 진자 시스템에서의 새로운 도약 현상의 실험적 관측과 이론적 해석

        This paper introduces a newly designed pendulum system that enables the more accurate boservation of dynamic behaviour arising from both horizontal and vertical(i.e. two dimension) excitation. First, experiments were carried out to examine the frequency responses of the devised pendulum system. Interestingly, experimental results for the three excitation angles of 22, 32 and 48 degree show 'new' jump phenomena. For the further understanding of these phenomena, experimental investigationhas been made to identify the equation of motion of the pendulum system from experimental data. This attempt has revealed that the viscous, coulomb and aerodynamic damping factors are involved in the equation of motion. By applying the Ritz averaging method to the equation, it becomes apparent that the jumping phenomena of the pendulum system in this work is more theoretically understood.

        급성기 중풍환자에서 음주습관이 중풍의 발생양상에 미치는 임상적 영향

        Objectives : This study investigated the clinical effect of a drinking habit in acute stroke patients. Methods : 409 acute stroke patients were included from October 2005 to October 2006. Patients were hospitalized within 14 days after the onset of stroke at DongGuk University International Hospital, Kyungwon University In-cheon Oriental Medical Hospital, or Department of Cardiovascular and Neurologic Diseases (Stroke Center), Kyung Hee University Oriental Hospital. We investigated general characteristics, drinking habit, and stroke subtype by TOAST classification. Results : Among drinking subjects, hemorrhagic stroke was more frequent than ischemic stroke (odds ratio 3.04), and less in small vessel occlusion than others (odds ratio 1.84). Ischemic stroke was associated with a longer (30 yrs) drinking habit than hemorrhagic stroke. Conclusions : To acquire more concrete conclusions on this theme, we need further and larger scale research.

        Related Party Transaction and Revenue-Expense Matching

        This study examines the effect of firms’ related-party transactions on the contemporaneous relationship between revenues and expenses. Given that related-party transactions adversely affect earnings quality and stimulate earnings management by firms, this study predicts that related-party transactions negatively affect revenue-expense matching. Using data on Korean-listed firms for the period 2012-2019, a negative association was observed between related-party transactions and revenue-expense matching. Classifying related-party transactions into operating and non-operating related-party transactions, the results show that non-operating related-party transactions adversely affect revenue-expense matching. Furthermore, the negative association between related-party transactions and revenue-expense matching was more pronounced for firms with poor financial health. Specifically, for financially weak firms, non-operating related-party transactions adversely influenced revenue-expense matching. This study provides practical implications for investors and regulators by showing that related-party transactions critically influence the fundamental quality of earnings. Thus, it could impact investors’ valuation process. Moreover, the results suggest that regulators and standard setters should take related-party transactions into account to assess the regulations and accounting standards.

        CNN Mobile Net 기반 악성코드 탐지 모델에서의 학습 데이터 크기와 검출 정확도의 상관관계 분석

        At the present stage of the fourth industrial revolution, machine learning and artificial intelligence technologies are rapidly developing, and there is a movement to apply machine learning technology in the security field. Malicious code, including new and transformed, generates an average of 390,000 a day worldwide. Statistics show that security companies ignore or miss 31 percent of alarms. As many malicious codes are generated, it is becoming difficult for humans to detect all malicious codes. As a result, research on the detection of malware and network intrusion events through machine learning is being actively conducted in academia and industry. In international conferences and journals, research on security data analysis using deep learning, a field of machine learning, is presented. have. However, these papers focus on detection accuracy and modify several parameters to improve detection accuracy but do not consider the ratio of dataset. Therefore, this paper aims to reduce the cost and resources of many machine learning research by finding the ratio of dataset that can derive the highest detection accuracy in CNN Mobile net-based malware detection model. 현재 4차 산업혁명을 맞이하여 머신러닝과 인공지능 기술이 급속도로 발전하고 있으며 보안 분야에서도 머신러닝 기술을 응용하려는 움직임이 있다. 많은 악성코드가 생성됨에 따라 사람의 힘으로는 모든 악성코드를 탐지하기 어려워지고 있기 때문이다. 이에 따라 학계와 산업계에서는 머신러닝을 통해 악성코드나 네트워크 침입 이벤트를 탐지하는 것에 관한 연구가 활발히 진행되고 있으며 국제 학회와 저널에서는 머신러닝의 한 분야인 딥러닝을 이용한 보안데이터 분석 연구가 논문 발표되고 있다. 그러나 해당 논문들은 검출 정확도에 초점이 맞추어져 있고 검출 정확도를 높이기 위해 여러 파라미터들을 수정하지만 Dataset의 개수를 고려하지 않고 있다. 따라서 본 논문에서는 CNN Mobile net 기반 악성코드 탐지 모델에서 가장 높은 검출 정확도를 도출할 수 있는 Dataset의 개수을 찾아내어 많은 머신러닝 연구 진행에 비용과 리소스를 줄이고자 한다.
