지방정부 행정개혁의 목적과 수단에 관한 연구 : AHP의 상대적 중요도를 중심으로 Focused on the Analytic Hierarchy Process(AHP)

본 연구는 지방정부가 추진하는 행정개혁의 목표와 수단을 규명하고, 이들 목표와 수단을 서로 비교하여 중요도의 차이를 알아보고, 각 행정개혁의 목표(목적)에 따른 개혁수단들의 중요도를 분석한다. 요인들 간의 중요도 분석을 위한 연구방법은 Expert Choice(EC)의 Analyic Herarchy Process(AHP) 2000년 Trial Version을 사용하였다. 본 연구에서는 지방정부의 행정개혁을 추진하는 근본적인 목적을 크게 3개(생산성제고, 주민만족제고, 투명성제고)의 요소와 5개의 수단요소(인사/조직개선, 신예산제도도입, 업무방식개선, 전자정부구축, 민간위탁)로 범주화 하였다. 분석결과는 다음과 같다. 첫째, 지방정부가 행정개혁을 추진하는 목적에 대한 중요도의 우선순위는 생산성제고(55%), 주민만족제고(24%), 투명성제고(21%)의 순으로 나타나 행정개혁을 통해 생산성을 제고시키는 것이 가장 중요한 것으로 분석되었다. 둘째, 지방행정개혁을 통해 생산성을 제고시키기 위한 각 수단의 중요도는 업무방식개선(38.8%). 전자정부구축(32.4%), 인사/조직개선(12.0%), 민간위탁(9.2%), 신예산제도도입(7.6%) 순으로 나타났다. 셋째, 지방행정서비스의 고객인 지역주민의 만족감을 극대화시키기 위한 각 수단들의 중요도는 업무방식개선(33.5%), 민간위탁(30.3%,), 전자정부구축(22.0%), 인사/조직개선(8.0%), 그리고 신예산제도 도입(6.2%)의 순으로 나타났다. 넷째, 지방행정개혁을 통해 지방정부 및 행정의 투명성을 높이기 위한 수단의 중요도 분석결과는 전자정부구축(35.9%), 업무방식개선(27.2%), 신예산제도도입(21.1%), 인사/조직개선(9.4%), 민간위탁(6.5%)의 순으로 나타났다. 종합적으로 볼 때, 지방정부의 행정개혁의 최우선적인 목적을 생산성 향상에 두고 이러한 생산성 향상을 위해서는 지방행정의 일하는 방식(업무방식)에 대한 획기적인 개선이 선행되어야 한다는 결론이다. This article is to examine goaMpromoting productivity, promoting residents' satisfaction, and promoting transparency) and tools(improving personnel/organization, introducing new budget system, improving performance process, establishing electronic government, and contracting-out) of administrative reform in local government, and to analyze the important rate of its goals and tools. This study uses both data obtained by surveying sample local government, and literature relating to local government reform. The literature includes domestic and foreign publications and local government statistics. And then, the methodology to analyze the relative important rate uses the Analytic Hierarchy Process(AHP) of Expert Choice program(Trial Version 2000). The AI-IP results show the followings. First, it is promoting productivity(55%). promoting residents' satisfaction(24%), and promoting transparency(21%) that the relative important rate to goals of local administrative reform shows the order of priority. Second, it is the improvement of performance process that the relative important rate to tools for promoting local government productivity through administrative reform shows the first of five elements. Third, it is improvement of performance process that the relative important rate to tools for promoting residents' satisfaction through administrative reform shows is the first of five elements. Finally it is the establishment of e-government in local government that the relative important rate to tools for promoting transparency through administrative reform shows the first of five elements. 지방공기업 경영품질 제고요인에 관한 연구 Malcolm Baldrige에 대한 대전지방공기업 직원들의 인식을 중심으로

The purpose of this article is to obtain a policy implication throughout analyzing a recognition of staffs in Daejeon Metropolitan City's six enterprises to seven categories and eighteen sub-categories of Malcolm Baldrige Model for improving management quality. The analysis tool used in this study is Analytic Hierarchy Process(AHP). It finds that the priority order important fact in improving management quality of local government's enterprise is customer focus(0.167%); workforce focus(0.143%); strategic planning(0.123%); leadership(0.111%); Measurement⋅Analysis⋅knowledge management(0.089%); result(0.080%); process management(0.076%). Because almost employees in Daejeon Metropolitan City's enterprises have recognition that customer focus and workforce focus are important in improving management quality of local government's enterprise. So I suggested policy implications that managerial orientation has to focus customer satisfaction and to improve employee's welfare and work environment. -
