In recent years, responding to population extinction has become a national topic in Korea. The purpose of this study is to present policy implications for overcoming the population extinction of local governments by examining the actual conditions of population extinction in the 14 local governments in Jeollabuk-do, focusing on big data analysis and demographic factors. In this study, big data analysis using ‘BIGKinds’ and trends in 8 major population indicators(extinction risk index, moving-in and moving-out population trends, resident registration population trends, vacant houses, GRDP, number of manufacturing businesses, number of marriages and marriage rate, financial independence and financial independence) were analyzed. The analysis results are as follows. First, issues highly related to population extinction were aging, low fertility, regional economy, jobs, and balanced regional development. Second, it was analyzed that Jeonju, Gunsan, Iksan, and Wanju among the 14 cities and counties in Jeollabuk-do were in the stage of extinction warning, and the remaining cities and counties entered the stage of entering the extinction risk. Third, the characteristics of the time series trend are a decrease in the moving-in population, an increase in the moving-out population, an increase in vacant houses, a stagnant GRDP, a slight increase in the number of manufacturing businesses, a decrease in the number of marriages and marriage rates, and a weakening of financial independence and financial independence. The implications of the study are as follows. First, in order to respond to population extinction, a specialized response strategy for each city and county is required. Second, it is necessary to discover various indicators highly related to population extinction and perform an in-depth analysis on population extinction. Third, policies such as strong fertility promotion policies, promotion of regional self-reliance growth through the implementation of balanced regional development policies, establishment and implementation of regional vitality policies, and strengthening of cooperative governance between local governments, local universities, and public institutions are necessary.

In the era of local autonomy, the role of local public officials is increasing day by day. Therefore, education and training to strengthen the capabilities of local public officials is very important for the continuous development of local governments and to provide quality services to citizens. The purpose of this study is to find efficient ways to strengthen education and training through a survey of local public officials' perceptions of education and training, which is the foundation for the growth and development of local governments. For this purpose, a survey was conducted targeting local public officials working at Geoje City Hall from July 25 to August 8, 2023. The subjects of the survey were 248 people, and the analysis variables were divided into training satisfaction, training operation content, group and online training, insight and intuition training, and long-term training, and frequency analysis was performed. As a result of the analysis, first, satisfaction with education and training was found to be relatively high, and the need for education and training was also highly recognized. Second, job competency strengthening and personal competency development were considered the most important elements of education and training. Third, more than half of the respondents preferred group education, but online education and training were the main focus. Fourth, it is important for local public officials to develop insight into the core of pending problems and to suggest alternatives. Fifth, local public officials need self-development and insight into solving local problems. Accordingly, this study presented the following policy implications. First, it is necessary to provide customized education and training. Second, improvement in leadership and problem-solving skills is required. Third, it is necessary to guarantee practical education and training time. Fourth, humanities knowledge and healing education are needed. Fifth, the establishment of educational governance through private sector participation is required.
셀룰로오스 기반 생분해성 고분자 복합재의 물성 증가에 관한 연구

Growing environmental concerns regarding pollution caused by conventional plastics have increased interest in biodegradable polymers as alternative materials. The purpose of this study is to develop a 100% biodegradable nanocomposite material by introducing organic nucleating agents into the biodegradable and thermoplastic resin, poly(lactic acid), to improve its properties. Accordingly, cellulose nanofibers, an eco-friendly material, were adopted as a substitute for inorganic nucleating agents. To achieve a uniform dispersion of cellulose nanofibers (CNFs) within PLA, the aqueous solution of nanofibers was lyophilized to maintain their fibrous shape. Then, they were subjected to primary mixing using a twin-screw extruder. Test specimens with double mixing were then produced by injection molding. Differential scanning calorimetry was employed to confirm the reinforced physical properties, and it was found that the addition of 1 wt% CNFs acted as a reinforcing material and nucleating agent, reducing the cold crystallization temperature by approximately 14oC and increasing the degree of crystallization. This study provides an environmentally friendly alternative for developing plastic materials with enhanced properties, which can contribute to a sustainable future without consuming inorganic nucleating agents. It serves as a basis for developing 100% biodegradable green nanocomposites.
