글로벌 한인 통일네트워크 구축에 관한 연구: 미주동포를 중심으로

과거 1세대 재외동포들은 경제적 측면에서 정착하는데 급급하였으나 이제 2∼3세대에서는 거주국의 주류사회에 진출함으로써 이들의 위상과 역할에 대한 기대감이 높아지고 있다. 또한 한국경제가 발전하면서 재외동포들의 자긍심과 조국에 대한 관심도 높아지고 있다. 본 연구는 재외동포들이 한반도를 둘러싼 국제정치의 주요한 현장인 미국, 중국, 러시아, 일본 및 유럽 등지에서 통일의 전령사 역할을 한다는 것의 이론적 배경을 설명하고 역할을 분석했다. 또한 재외동포들을 본국과 긴밀하게 연계시키는 글로벌 한인 네트워크의 형성방안과 새로운 역할을 제시함으로써 본국의 통일 정책과 담론 형성에 참여하는 방안을 모색했다. 이를 위해 미주 동포 1,000명을 대상으로 설문조사를 실시하여 그들의 대북, 남북관계 및 통일에 대한 역할 인식과 정책적 시사점을 통계적으로 도출하였다. 미주동포들은 통일에 적극적인 관심과 역할을 표명했기 때문에 국제사회의 통일 여론을 형성하는 데 크게 기여할 수 있다. 재외동포들의 통일에 대한 인식을 파악하고 이를 통해 재외동포의 통일 역할과 활동 방향성을 모색하는 작업은 주재국의 여론 선도층을 설득하고 우리의 입장을 대변하여 한반도 평화통일의 국제적 합의를 도출하는데 기여할 것이다. Overseas Koreans and their advancement into their resident countries`` mainstream communities can become an important human capital for enhancing Korea``s political and diplomatic status. In particular, overseas Koreans are increasingly active politically within their resident countries, and this not only contributes to promoting Koreans`` rights but also to functioning as a useful diplomatic intermediary between Korea and foreign states. This research examines the theoretical and analytical backgrounds of overseas Koreans playing contributory roles in Korean unification. Also, this research proposes a global Korean network which closely links overseas Koreans with their home country while seeking to suggest their widening roles in Korea``s unification and overseas opinion formation. For this purpose, this research has conducted a survey of one thousand Koreans living in the United States to statistically determine their perception of North Korea, inter-Korean relations and unification of the two Koreas. As a result, it is revealed that Koreans living in the US are actively and expressively interested in their roles in Korean unification, and that the establishment of a Global Korean network will become a central pivot in forming international sentiments positive to Korean unification. The findings of this research on the perception of overseas Koreans on unification to explore their respective roles in advocating for Korea``s position will contribute to identifying policy implications and in turn induce international support for the peaceful reunification of the two Koreas.

북한의 급변사태 이후 효율적인 안정화와 통합전략: 미군의 안정화작전 교훈을 중심으로

본 연구는 북한의 급변사태 이후 적용가능 한 효율적인 안정화와 통합의 전략을 제시하고자 한다. 미군이 수행한 안정화작전의 경험에서 교훈을 도출하고자 했다. 북한의 급변사태가 발생할 경우 동북아의 지정학적 구조 및 남북한 특수성으로 인해 주변지역의 위기로 확산되거나 또는 한반도 통합의 기회를 촉발할 수도 있다. 다만 주변국 개입과 불안정 요인의 잔존등 다양한 위협에 직면할 것이다. 따라서 한국은 다층적이고 근본적인 문제를 해결할 효과적인전략을 마련해야 한다. 안정화 전략은 대내외의 군사, 외교 그리고 행정 분야의 다양한 요인을 포괄해야 한다. 한국의 효율적인 안정화 전략을 마련하기 위해서는 안정화작전의 유사한 사례와 비교하여 북한에 적용 가능한 전략을 추론할 수 있다. 미군의 안정화사례에서 도출된 안정화 변화 원인과 한반도 안정화의 결정요인을 비교 및 고찰하여 안정화 전략을 제시했다. This research seeks to put forward an effective stabilization and integration strategy applicable after a North Korean contingency. Lessons were drawn from the US military’s stabilization operations. In the event of a North Korean contingency, northeast Asian geopolitics and the particular inter-Korean relations will cause regional crises and also trigger an opportunity for Korean peninsula’s reintegration. Various risks such as third party intervention and internal insurgencies are expected to be faced. South Korea must therefore plan an effective strategy to tackle the various challenges. Stabilization strategy must include the military, diplomatic and administrative considerations. For this purpose, previous stabilization operations can be studied and relevant lessons drawn for North Korea. Factors of stabilization in the US military’s stabilization operations and determinants of Korean peninsula’s stabilization were comparatively analyzed to put forward a stabilization strategy for North Korea.
