신고리 5·6호기 공론화 과정의 사회적 이슈 분석: 토픽모델링을 활용한 언론보도 분석

최근 중앙정부는 물론 지방정부 차원에서도 공론화를 통한 시민참여가 크게 확산하고 있다. 공론화에 대한 높은 관심에도 불구하고 공론화 과정을 거치면서 해당 정책문제에 대한 사회적 이슈와 논의가 어떻게 변화되는가에 관한 연구는 매우 미미하다. 본 연구는 신고리 5·6호기 공론화와 관련된 언론보도를 토픽모델링으로 분석하고, 공론화 과정에서 어떤 사회적 이슈들이 중요하게 언급되었는가 확인하였다. 더 나아가 이슈에서 드러난 사회적 요구들이 무엇인지 분석하였다. 이를 위해 본 연구는 공론화 이전, 진행 중, 이후의 단계로 구분하여 국내 주요 언론의 신고리 원전 관련 보도를 분석하였다. 분석결과, 공론화 이전단계에서는 의제선정 과정, 위원회 구성 및 공론화 절차가, 진행단계에서는 숙의성, 중립성 및 공정성이, 공론화 이후 단계에서는 결정의 수용방식, 공론화의 성격 등이 주요 이슈였다. 분석결과를 토대로 본 연구는 공론화 절차의 설계과정에서 단계별로 고려할 사항을 논의하였다. Recently, the participation of citizens through public consultation at the level of local government as well as the central government has been spreading. Despite the high interest in public consultation, only a few studies have examined how social issues and discussions on the policy issues are changed through the public consultation. This study analyzed changes in the topics of social discussions in the process of public consultation using topic-modeling analysis of newspaper articles related to Shin-Gori nuclear plant. For this, it analyzed newspaper articles reported before, during, and after the public consultation, respectively. Before public consultation, it was found that the process of selecting agenda, composition of the committee, and the process were identified as primary topics. During the public consultation, deliberation, neutrality, and fairness were drawn as major topic. Finally, In the post public consultation phase, the acceptance of decisions and the nature of public consultation were derived as the main topics. Drawing on these findings, this study suggested important implications for the improvement of public consultation.

사무행정학과 학제 실용화 방안을 위한 정책제언 : 미래사회에 대응하는 새로운 교과과정 모색

본 연구는 4차 산업혁명, 인구구조 등 미래사회에 대응하기 위한 사무행정학과 발전방안을 모색하는 데 목적이 있다. 이를 위해 연구에서는 먼저 사무행정학의 개념을 확인하고, 국가직무능력표준의 사무행정직의 업무범위와 직무기술을 정리하였다. 이어 경인지역 사무행정학과 교육과정을 분석하여 사무행정학과 학제 실용화 방안을 모색하고 어떠한 정체성을 가져야 하는지 확인하였다. 분석 결과 사무행정학과의 교육과정은 실무교과목을 중심으로 운영되는 것을 확인할 수 있었으며, 문서작업이나 회의 운영, 인사관리 등의 교육을 하는 것으로 나타났다. 그러나 변화하는 미래사회에서 필요한 역량은 공동업무수행 역량이며, 연구에서는 미래사회 대응을 위한 새로운 교육과정으로 데이터 관리, 의사소통, 조직 갈등관리 등이 교육될 필요가 있다는 것을 제안하였다. 또한, 미래사회의 변화에 대응하기 위한 국가직무능력표준 체계의 변화와 교육과정 모색이 필요함을 규명하고, 이를 정책적으로 제언하였다. The purpose of this study is to find a plan for the development of office administration department of colleges to respond to future society such as the 4th industrial revolution and population structure. To this end, the study first confirmed the concept of office administration, and summarized the work scope and job skills of the office administration office in the national competency standard. In addition, in order to prepare a plan for the development of the department of office administration, this study analyzed the curriculum of the department of office administration in GyeongGi-Do and Incheon confirmed what identity the department of office administration should have in order to cope with the future society. As a result of the study, it was confirmed that the curriculum of the Department of Office Administration was operated mainly on practical subjects, and it was found that education such as document work, meeting operation, and personnel management were provided. However, the competency required in the changing future society is to develop the ability to perform joint work, and this study suggested that data management, communication, and organizational conflict management are essential competencies as a new curriculum for responding to the future society. In addition, it was identified that it was necessary to change the national competency standard system and to seek a curriculum to respond to changes in the future society, and this was suggested in a policy.

문화체육관광부의 예산분석을 통한 정부의 주요 문화정책 방향 도출

본 연구는 2000년부터 2022년까지 문화를 전담하는 정부부처인 문화체육관광부의 예산의 변화 추이를 중심으로 정부의 문화정책을 분석하는 연구이다. 본 연구는 정부재정과 문화체육관광부의 예산 규모를 살펴보고 문화체육관광부의 각 실국별 예산을 살펴본다. 각 실국별 예산의 배정과 예산 변화를 통해 문화예산과 정책과의 관계를 규명 하고자 한다. 문화에 대한 관심이 증가하고, 문화예산 2%에 육박하는 현재 문화예산을 분석하고 각 부문별 예산의 추이를 살피는 것은 매우 중요하다고 생각한다. 본 연구를 통해 정부가 내세우고 있는 문화정책의 방향과 주요정책사업이 부처의 부문별 예산과 부합하는지를 살펴보고 더 나아가 정부가 문화정책을 수립하고 문화예산을 배정하는데 도움이 되고자 한다. This study analyzes the governments cultural policy, focusing on changes in the budget of the Ministry of Culture, Sports and Tourism, a government ministry dedicated to culture from 2000 to 2015. This study examines the budget size of the government finance and the Ministry of Culture, Sports and Tourism, and examines the budget of each real country of the Ministry of Culture, Sports and Tourism. The purpose of this study is to investigate the relationship between cultural budget and policy through budget allocation and budget changes for each real country. I think it is very important to analyze the current cultural budget, which is close to 2% of the cultural budget, and to look at the trends in the budget for each sector. This study aims to examine the direction of the governments cultural policy and whether major policy projects match the ministrys sectoral budget, and further help the government establish cultural policies and allocate cultural budgets.
