애그플레이션(agflation)의 원인과 그 확대에 따른 국가정책대응 연구: 바이오 에탄올 생산 사례를 중심으로

Agflation is a new compound word of `agriculture` and `inflation`, which denotes general goods` price increase as agricultural products` prices are enhanced. It gives a strong economic impacts on many agricultural products importing countries because agricultural products exporting countries raise their custom either. This study examines major reasons of agflation and a desirable direction of national energy policy as the agflation expands around the world. Agflation happens from the following three reasons: supply factor, demand factor, and external factors. Supply factors include poor harvest, food weapon principle, while demand factors include grain demand rise triggered from economic growth. External factors happen when there is international oil price upsurge or global economic recession. Therefore, we suggest five principles for the government`s national energy policy. First, the government should make efforts to awaken Koreans about the significance of food. Second, the government has to reserve some food for future emergency. Third, the government had better make various policy measures for aiding farmers and their households. Fourth, the government should support to develop bio-fuel industries and their institutions. Fifth, the government has to consider global development of agricultural resources. Finally, current government`s low carbon green growth strategy will provide very practical and effective policy tools for preparing agflation.
