The purpose of this study is to derive the requirements and core strategies for building a competitive resale platform by comparing and analyzing the service characteristics provided by each platform targeting domestic and foreign resale platforms. The research method combines theoretical research and empirical research. First, in the theoretical study, the limited edition MZ generation, the resale phenomenon, and the formation background and elements of the resale platform are considered, focusing on previous studies and related literatures. And in the empirical study, we analyze at the current status and service of domestic and foreign sneaker resale platforms, and the elements that attract the interest of the MZ generation. As a result of analyzing the resale platform, the strategy of each platform could be summarized as differentiated resale process according to the type of resale platform, product information and service characterization considering users, community building and event holding through multi-directional communication. The above research is meaningful in that it provides basic data for establishing a consumer-oriented resale platform and deriving a strategy, and can serve as a basis for consumer research and related research on limited edition fashion products and resale services.

북한이탈주민 신변보호담당관 제도 개선방안: 북한여성에 대한 이해도 제고를 중심으로

‘먼저 온 통일’이라 불리는 국내 입국 북한이탈주민 3만 3천 명 시대에 성공적인 정착 지원의 중요성은 더욱 커지고 있다. 탈북여성의 비율은 1998년 12.2%에서 2020년 9월 기준 72%까지 급증하며 탈북여성 사회통합이 가장 중요한 정책 과제로 부상했다. 북한이탈주민의 정착지원과정에서 신변보호담당관의 도움을 받는 경우가 가장 많음에 따라 신변보호담당관 역할의 중요성이 커지고 있다. 그러나 신변보호담당관 81% 이상이 남성 경찰관들로 이루어져 있고, 탈북여성 양성평등의 인식 결여 및 이에 대한 신변보호담당관의 이해 부족 등으로 인한 여러 문제점이 발생하고 있다. 본 연구는 신변보호담당관 제도운영에 있어서 북한여성의 특성에 대한 이해를 바탕으로 ‘제도 구체화’와 ‘양성평등에 대한 인식 제고 및 교육 확대’ 두가지 주제로 정책제언을 한다. 먼저 ‘제도 구체화 및 세분화’를 위해서 첫째, 신변보호담당관의 업무에 대한 법제화와 매뉴얼에 대한 제작 및 공개, 둘째, 다급 보호대상자에 대한 업무의 지방자치단체와의 업무분장, 셋째, 신변보호담당관 2인 1조 근무 원칙의 도입 등이 필요하다. 다음으로 ‘양성평등에 대한 인식 제고 및 교육 확대’를 위해서는 첫째, 신변보호담당관 근무조 편제 성별 분산배치, 둘째, 담당부서의 북한이탈주민에 대한 양성평등 교육 신설, 셋째, 신변보호담당관에 대한 양성평등과 북한여성 이해 교육실시 등의 정책개선 방향을 제시한다. In the era of 33,000 North Korean defectors settling down in South Korea, the importance of supporting successful settlement for "first-come-on unification" is growing. The proportion of North Korean defectors surged from 12.2% in 1998 to 72% as of September 2020, making social integration of North Korean defectors the most important policy task. The importance of the role of the personal protection officer is growing as the person in charge of personal protection is most often helped in the process of supporting the settlement of North Korean defectors. However, more than 81% of the personal protection officers are male police officers, and various problems arise due to the lack of awareness of gender equality for North Korean defectors and the lack of understanding of the personal protection officers. Based on the understanding of the characteristics of North Korean women in the operation of the personal protection officer system, this study provides policy suggestions on two topics: "Formulation of the system" and "Improving awareness of gender equality and expanding education." First of all, it is necessary to legislate and disclose the work of the personal protection officer, produce and disclose the manual, second, to divide the work with local governments for multi-level protection, and third, to introduce the principle of working in groups of personal protection officers. Next, to "increase awareness and expand education on gender equality", the policy improvement direction is presented, such as first distributing gender distribution of personal protection officers, second, establishing gender equality education for North Korean defectors in the department in charge, and third, understanding North Korean women.

AI 챗봇을 활용한 정부 및 지자체의 혜택·복지·소식 정보 제공 및 추천 서비스에 관한 연구

본 연구에서는 Google Dialogflow 자연어 처리 엔진(NLP 엔진), 정보수집(크롤링), iOS 챗봇 애플리케이션을 통해 정부 및 지자체 혜택 및 정보 추천 서비스를 제공하는 챗봇 구현을 제안한다. 해당 챗봇은 디지털 기기 사용이 능숙하지 않은 중, 장년층 사용자가 쉽게 이용할 수 있도록 접근성을 높이고, 정부 및 지자체에서 제공하는 다양한 혜택 및 정보의 불균형과 격차의 해소를 목적으로, 사용자가 선택한 지역에 따른 혜택·복지·소식 정보를 제공 및 추천한다. 이 과정을 통해 사용자는 자신이 원하는 분야의 정부 및 지자체의 적절한 복지 정보를 추천 받을 수 있다.
