Empirical mode decomposition(EMD) method has been recently proposed to analyze non-linear and non-stationary data. This method allows the decomposition of one-dimensional signals into intrinsic mode functions(IMFs) and is used to calculate a meaningful multi-component instantaneous frequency. In this paper, it is assumed that each mode of damped vibration signal could be well separated in the form of IMF by EMD. In this case, we can have a new powerful method to calculate natural frequencies and dampings from damped vibration signal which usually has multiple modes. This proposed method has been verified by both simulation and experiment. The results by EMD method whichhas used only output vibration data are almost identical to the results by FRF method which has used both input and output data, thereby proving usefulness and accuracy of the proposed method.

책임 있는 연구수행에서 연구자의 역할

연구의 경쟁력이 국가의 경쟁력으로 직결되는 21세기 제4차 산업사회에서 한 연구의 성과가 아무리 새롭고 누구보다도 앞서 달성되었다고 하더라도 연구윤리를 담보하지 않았다면 그 가치를 인정받을 수 없을 뿐만 아니라 관련 연구를 하는 다른 연구자와 연구 공동체 더 나아가 국가에 커다란 부정적 영향을 미치게 된다. 연구윤리란 연구자가 연구를 수행하는 전 과정에서 반드시 알고 지켜야 할 규칙이나 규범으로 이것의 핵심은 책임 있는 연구수행(responsible conduct of research, RCR)이라고 할 수 있다. 책임 있는 연구수행이라는 용어는 연구자의 바람직한 연구에 대한 인식과 태도, 지켜야 할 규칙이나 규범, 추구해야 할 가치 및 원칙 등과 밀접하게 관련되며 연구윤리(research ethics), 연구진실성(research integrity)을 포함하는 포괄적인 개념이라고 할 수 있다. 본 연구에서는 책임 있는 연구수행을 위해 연구자에게 요구되는 역할 내지 책임이 무엇인지를 규명하는 데 초점을 두었으며 그 주요 내용은 다음과 같다. 첫째, 연구 활동의 3가지 유형을 구분하고, 이 중 책임 있는 연구수행의 의미와 특성을 연구윤리, 연구진실성과의 비교를 통해 탐구하고 연구자가 연구수행 전 과정에서 반드시 알고 지켜야 할 바람직한 연구수행의 가치나 원칙을 개관해 보았다. 둘째, 이 원칙을 연구의 기획, 수행, 결과 보고 등 연구의 진행 단계별로 적용하여 연구자에게 요구되는 역할에 따른 책임을 구체적으로 제시하였다. 셋째, 책임 있는 연구수행을 위해 연구자의 높은 연구윤리 의식 제고를 위한 연구윤리 교육이 지속적이고 내실 있게 추진되어야 하며, 이를 위해 연구자가 속한 대학 등 연구기관의 연구윤리 지원 시스템의 구축과 책임 있는 연구를 수행하는 연구자가 정당하게 인정받는 연구윤리 문화가 정립되어 연구 생태계가 건강하게 순환될 필요가 있음을 강조하였다. For 21st century societies at the forefront of the Fourth Industrial Revolution, in which the competitiveness of research is directly linked to the competitiveness of the country, no matter how new and advanced the achievements of the research enterprise, the value of the research cannot be recognized if it is not supported by research ethics. In addition to its effects on other researchers and research communities, unethical conducts can have a huge negative impact on nations as a whole. Research ethics includes rules and norms that a researcher must understand and follow throughout the research process. The core of this practice can be called responsible conduct of research(RCR). The concept of responsible research conduct is closely related to the researcher’s perceptions and attitudes toward desirable research, the rules or norms to be followed, and the values and principles that underpin the process. All of these components serve as an umbrella that encompasses research ethics and integrity. This study focused on identifying the roles and responsibilities required for researchers engaged in responsible research. The main contents of the paper are as follows. First, based on research into the meaning and importance of responsible conduct of research, I outline the values or principles of desirable research performance that must be understood and followed throughout the research process. Second, these principles are applied to each stage of the research, including planning, implementation, and dissemination of results, with specific attention to the responsibilities inherent in different researcher roles. Third, to facilitate the responsible conduct of research, education in research ethics should be continuously promoted to raise researchers’ awareness of relevant standards and guidelines. Such ongoing programs require institutional support to assure that universities and research institutions in which researchers operate provide the resources necessary for compliance with responsible research requirements. I also emphasize the importance of fostering a culture of research ethics in which the responsible researcher is justly acknowledged within a research ecosystem that is robust and healthy.

MPEG-4 기반 대화형 복수시점 영상콘텐츠 저작 시스템

This paper introduces interactive multi-view contents authoring system based on MPEG-4. The MPEG-4 standard, which aims to provide an object based audiovisual coding tool, has been developed to address the emerging needs from communications, interactive broadcasting as well as from mixed service models resulting from technological convergence. Due to the feature of object based coding, it has been considered that MPEG-4 is the most suitable for interactive broadcasting content production. This feature is suitable for creation of the content which provides multiple views of object or scene in interactive manner. In this paper, we categorize the multi-view visual content into two types: panoramic multi-view content and object multi-view content. And design and implementation of the authoring system for interactive multi-view contents is presented. We believe that the proposed method can be effectively used for further deployment of MPEG-4 content to various interactive applications.

지상파 DMB 대화형 서비스를 위한 MPEG-4 바이너리 컨버터 설계 및 구현

방송과 통신의 융합, 방송서비스의 다양화와 더불어 방송의 디지털화는 기존의 아날로그 방식에 비해 고화질 및 고음질의 방송 서비스 제공 및 타 매체와의 호환성 그리고 다양한 부가 서비스의 제공 등에 있어서 많은 이점을 제공할 수 있다. 또한, 디지털방송 방식은 기존 아날로그 방식의 이동수신 문제점을 해결하고자 디지털 오디오 방송(DAB: Digital Audio Broadcasting)에 멀티미디어 서비스를 제공하는 디지털 멀티미디어 방송(DMB: Digital Multimedia Broadcasting)을 제안하였다. 지상파 DMB 방송은 유럽의 Eureka-147 방식의 DAB를 기반으로 하며 디지털 라디오방송과 함께 오디오 외에도 다양한 멀티미디어를 전송하고, 콘텐츠에 대화형 기능을 포함하는 서비스 형태를 목표로 하고 있다. 현재 지상파 DMB 서비스에서는 기본적인 AV 서비스를 위해 비디오는 AVC, 오디오는 BSAC에 대해 규정하고 있다. 또한 AV 규격 외에 대화형 서비스를 제공하기 위한 보조 데이터로서 장면기술 데이터와 그래픽 데이터를 지원하고 있다. 따라서 본 논문에서는 지상파 DMB를 이용한 대화형 서비스를 제공하기 위해 요구되는 초기 객체 정보, 객체 정보, 장면 구성 정보를 바이너리 형태로 생성해 주는 MPEG-4 바이너리 컨버터를 설계하고 구현하였다.

고용보호의 법경제학 : 노사관계법·제도 선진화 방안의 비판적 검토

본고는 ‘노사관계법 · 제도 선진화 방안’에서 제시하고 있는 고용보호 법제의 개정방안을 비판적으로 검토한다. 고용보호법은 노동시장에 다양한 경제적 영향을 미친다. 본고에서는 법경제학적 분석방법을 이용하여 고용보호법이 고용, 실업, 실업기간, 고용분배 및 고용형태에 미치는 영향을 분석하였다. 고용보호는 해고를 제한함으로써 기존의 일자리의 안정성을 증가시키는 긍정적 기능을 하지만 새로운 일자리의 창출을 저해하는 부정적 기능도 가지고 있다. 고용보호의 강회는 고용을 감소시키고, 실업기간을 늘리며, 노동시장 소수자인 여성과 청년으로부터 핵심 남성근로자로 고용을 재배분함으로써 고용배분의 형평성을 저해한다. 또한 높고 정규직 고용보호는 비정규직 활용의 경제적 유인을 증가시킨다. 선진화 방안은 고용보호 법제의 근본적인 재구성이라는 관점에서 접근하였다기보다는 기존의 법체계를 기반으로 몇 가지 문제점들을 손질하는 수준에서 이루어졌다. 현행 고용보호 법제를 유연화하면서도 근로자의 보호를 강화하고자하는 방향성은 엿보이지만 해고법제의 근간을 이루는 정규직 해고 제한 문제가 검토되지 않았다는 점에서 현행 고용보호법 체계의 비용과 편익에 대한 근본적인 검토가 미흡하다고 평가할 수 있다. This paper examines the reform proposal for the advancement of employment protection legislation, which were drawn up as part of a government-led reform program to advance laws and regulations on industrial relations. Using a law and economics approach, we analyze costs and benefits of legal regulations governing dismissals and other features of employment protection. Employment protection legislation has the benefits of long-term employee-employer contracts including greater willingness to invest in firm-specific human capital. However, the concern is that workers hired on regular contracts may enjoy a high degree of employment security to the detriment of minority groups in the labor market and other workers hired on temporary contracts. The reform proposal tries to strike a balance between protecting workers and increasing labor market flexibility. However, the proposal fails to assess the costs of strict job protection of workers with regular contracts under the existing labor laws.

Development of a Driver for BLDC Motors Using Smart Communication Platform

This paper presents the design of a BLDC motor driver applicable to various valve control systems using smart devices. BLDC motors are relatively small in size and have better performance than other motors. They help in reducing maintenance cost, installation costs and power consumption in plant facilities. The proposed driver is specially designed for BLDC motors using Smart Communication Platform. It adds smart features in the valve control system using BLDC motors such as multi-management, control, networking and monitoring in real time with the help of smart devices.
