공적보험의 지속 가능을 위한 보험-체육계 민·관 협력 모델 개발

Purpose This study explores the legitimacy of the collaboration involving National Health Insurance Service, Korea Sports Promotion Foundation and private insurers with intent to derive a three-party collaboration model. Methods We analyzed more than 10 reports on related fields published by National Health Insurance Service and Korea Sports Promotion Foundation as well as relevant literature and books, and sought advice from the persons concerned in the foregoing agencies in relation to the literature analysis data. Result 1) in response to the ‘early care syndrome’ against the backdrop of the paradigm shift in healthcare from treatment to prevention, the collaboration between National Health Insurance Service and Korea Sports Promotion Foundation is increasingly needed. 2) private insurers emerging as free riders need to play certain roles and cooperate with the public sector. 3) a collaboration model involving those three parties is viable for promoting the national health and maintaining the social safety net. Conclusion The collaboration between insurers and sports entities is ultimately to establish a sustainable national health safety net and a virtuous cycle of household finances. 연구목적 이 연구는 국민건강보험공단, 국민체육진흥공단, 민간보험사 간 협업의 당위성을 탐색하고, 삼자간 협업 모델을 도출하는 것이 목적이다. 연구방법 본 연구를 실시하기 위해 연구자들은 분야별 약 10편 이상의 국민건강보험공단의 연구보고서, 국민체육공단 발간 연구보고서, 학술논문 및 단행본을 분석하였으며 해당 기관 관계자들에게 문헌분석 자료 관련 자문을 요청하였다. 결과 첫째, 최근 치료에서 예방으로 건강 패러다임이 바뀌어가며 ‘얼리케어 신드롬’에 대응하기 위해 국민건강보험공단과 국민체육진흥공단의 협업 필요성 증대, 둘째, 무임승차자로 등장한 민간보험사의 역할과 협력의 필요성 대두, 셋째, 국민건강 증진과 사회 안전망 유지를 위한 삼자 협업 모델의 구축이다. 결론 본 연구의 결론은 보험과 체육계의 협업은 궁극적으로 국민들의 지속가능 건강안정망 구축과 가계재정의 선순환구축이 가능하다는 것이다. 이를 위해 본 연구는 삼자간 협업 모델을 도출하였으며, 향후 해당 모델을 활용해 지속가능 협업을 위한 정책 및 제도가 탄생할 수 있기를 기대한다.

청소년스포츠한마당 문제점 및 개선방안 도출

Objectives The purpose of this study is to analyze the problems of Youth Sports Hanmadang organized by the Korean Sport & Olympic Committee(KSOC) and to derive improvement suggestions. Methods In-depth interviews were conducted from 15 selected individuals using the snowball sampling method. Results First, there is a huge gap between the purpose of project and students' participating motivation. Second, the original goal of the event is distorted due to the intervention of the university entrance system. Third, the recruitment method does not reflect the participants’ needs properly. Fourth, detailed promotion effort is insufficient. Given that situation, it is required to meet the demand for participating students using a retired national athlete as a role model. Also, a strict application of the KSOC's regulation has to be suggested. Third, recruitment channels should be diversified effectively. Lastly, the event organizer needs to actively stage online promotion campaign. Conclusions Based on the findings of this study, the event organizer is advised to develop contents that meets students’ demand. In addition, to ensure the sustainable sporting event, it is necessary to prepare institutional supplementary measures to achieve the original meaning of the project. 목적 이 연구는 대한체육회 주관 청소년스포츠한마당 사업의 문제점 분석 및 개선방안 도출을 위해 시도된 연구이다. 방법 이 연구를 수행하기 위해 3개 지역 시⋅도체육회 사업 담당자, 학생선수 및 일반학생, 학생 인솔자 총 15명을 대상으로 눈덩이표집법을 이용하여 심층면접을 실시하였다. 결과 연구결과 문제점과 개선방안을 네 가지씩 도출할 수 있었다. 문제점으로는 첫째, 사업 취지와는 다른 참여 학생 간 관점의 차이가 존재하였다. 둘째, 대학 입시의 사업 개입으로 인해 대회 본래 의미가 훼손되고 있었다. 셋째, 참여자의 상황을 고려하지 못한 참가자 모집 방식의 문제가 있었다. 넷째, 홍보 및 전달 방법의 문제가 있었다. 개선방안으로는 첫째, 롤 모델로서 지역 내 종목 은퇴 국가대표선수를 활용한 참여학생 수요 충족 프로그램 시행이 필요하다. 둘째, 대한체육회의 사업 실시 규정 강화가 필요하다. 셋째, 참가자 모집 방식의 다변화가 필요하다. 넷째, 온라인 홍보 콘텐츠 개발 및 활성화가 필요하다. 결론 이 연구에서 도출된 내용을 토대로 학생의 수요에 부합하는 콘텐츠의 개발 및 사업 본래 의미를 달성할 수 있는 제도적 보완책마련 등을 통해 사업의 질적 제고를 도모해 나가야 할 필요가 있다.

대한체육회 주관 선수진로지원사업 및 교육프로그램 문제점과 개선방안

Objectives The purpose of this study was to present the improvement measures of athlete career support program implemented by Korean Sport & Olympic Committee by analyzing the program and the problems. Methods For the purpose, literature review and interview for 8 stakeholders were performed. In-depth interviews were conducted from November to December 2021. In-depth interviews were conducted for business managers of the Korea Sports Association, external users of the program, and former and current athletes. The analyzed programs were those for career education for youth athletes, career events, promotion activities, career counseling, career competency education, and mentoring. Results The identified problems were top-down type lecture in career education for youth athletes, students' avoidance due to coercion in career events, a gap in contact path between promotion provider and consumer in promotion activities, lack of counselors who can communicate empirical facts in the field of sports in career counseling, inconsistency with the skills practically required by the society in career competency education, and lack of systematization of the mentoring curriculum in mentoring. The presented improvement measure were opening of career education program and modifying the lecture method into them centered on participation in career education for youth athletes, complementary to induce voluntary participation in career events, production of promotional contents mainly of short videos in promotion activities, placement of counselors specialized in sports area in career counseling, education through regular internship agreements with local companies in career competency education, and establishment of mentor management process in mentoring. Conclusions It is necessary to operate a career support project for athletes and develop an educational curriculum that does not lag behind the times. In addition, it should be established as a career and education project centered on student athletes and retired athletes who are consumers, not for the project. 목적 본 연구는 대한체육회 선수진로지원사업 프로그램 분석과 문제점 분석 실시를 통해 개선방안 도출을 목적으로 한다. 방법 연구 수행을 위해 문헌분석과 함께 8명의 이해관계자 인터뷰를 실시하였다. 심층인터뷰는 2021년 11월부터 12월까지 진행하였으며 대한체육회 사업 담당자, 프로그램 실행 외부 용역사, 전⋅현직 선수를 대상으로 심층인터뷰를 실시했다. 분석 대상 사업및 교육프로그램은 청소년선수 진로교육, 진로행사, 홍보활동, 진로상담, 진로역량교육, 멘토링 사업이다. 결과 선수진로지원사업의 문제점으로는 탑-다운방식의 강의식 진로교육, 강제성 행사 및 교육참여 거부감, 홍보 공급자와 수요자간 접촉 경로 괴리, 스포츠영역 내 경험적 사실 전달 상담사 부재, 멘토링 커리큘럼의 체계화 부족 문제, 일반사회 요구 진로역량 교육커리큘럼의 부족 문제가 있었다. 개선방안으로는 진로교육 사업 개방화 및 참여 중심의 강의 방식으로 수정, 자발적 참여 유도를 위한 프로그램 보완 시도, 숏컷 동영상 위주의 홍보 컨텐츠 제작, 스포츠영역에 특화된 상담사 배치, 멘토관리 프로세스 마련, 지역 기업과의 정기적 인턴쉽 체결을 통한 진로역량 교육의 실시가 도출되었다. 결론 시대 변화에 뒤처지지 않는 선수진로지원사업 운영 및 교육커리큘럼 개발이 필요하며, 사업을 위한 사업이 아닌 수요자인 학생선수, 은퇴선수 중심의 진로 및 교육사업으로 자리매김 해야 한다.

레저스포츠를 활용한 태백시 도시재생 방안 연구

본 연구는 레저스포츠를 활용한 태백시 도시재생 방안을 알아보기 위해 실시하였다. 이를 달성하기 위해 문헌연구를 토대로 10명의 이해관계자 심층면접을 실시하였다. 해당 연구방법을 통해 연구를 시행한 결과 레저스포츠 활용 태백 도시재생 방안으로는 첫째, 다양한 컨셉의 러닝이벤트 개최, 둘째, MTB산악자전거 연계 관광, 셋째, 중소 도로 사이클대회 개최, 넷째, 캠핑·글램핑의 메카화가 도출되었다. 각기 도출된 레저스포츠 활용 방안에서 공통적으로 요구되는 도시재생은 환경재생이 필수적으로 수반되어야 함이 밝혀졌다. 현재 태백시는 레저스포츠를 실시하기 위한 천혜의 자연환경 속에 있다. 그러나 레저스포츠 이벤트 코스의 재정비, 음식점 및 숙박업소 등 레저스포츠를 활용한 관광 유인요소에 반드시 포함되어야 하는 인프라 재정비가 필요한 상황이다. 이와 함께 태백시는 탄광촌 등 산업유산을 활용한 역사·문화적 콘텐츠를 도시재생 영역에 포함함으로써 방문객을 정량적으로 증가시킬 수 있어야 하며 이를 통해 지역 경제의 선순환 체계를 만들어야 한다.

강수열전(强首列傳) “본(本)”의 재해석을 통한 임나가량(任那加良) 위치비정

한국사연구에 있어서 가야(伽倻)는 『일본서기』에 기록되어 있는 임나(任那)와혼용되어 인용되고 있다. 한국사에서 임나 존재를 거론하는 주된 논리는 다음세 가지 자료를 근거로 든다.「광개토왕태왕비」의 ‘임나가라(任那加羅)’와 『삼국사기』강수열전의 ‘임나가량(任那加良)’, 그리고 창원에서 발굴된 「진경대사탑보월능공탑비」의 ‘임나왕족(任那王族)’이란 기록이다. 현재 가야 관련 학술 대부분의논지는 한반도에 임나가 존재하였고 그것이 가야라는 바탕을 깔고 지명 비정과삼국과의 연계 논리로 전개된다. 본고에서는 가야지역에서 사민정책에 의해 중원으로 이동한 인물이 강수였다는 기존 연구결과에 대해 강수의 성(姓)씨가 석씨로 석탈해 18세손임을 논증하여 관련된 문헌을 토대로 강수열전의 임나가량은 가야와는 일체 관련성이 없는것임을 고증하고자 한다. 또한 강수의 본(本)인 임나가량의 위치를 『삼국사기』 및 『삼국유사』 기록과 한반도 남부 해류를 비교하면서 확인하였다. 그 결과 임나가량은 『삼국사기』에 다파나국으로, 『삼국유사』에는 용성국 혹은 완하국으로 기록하고 있는데 이 지역은 왜와 인접지역으로 가야지역과는 명확히 구분되었다. 이를 토대로 『일본서기』에서 언급하고 있는 임나가 한국의 가야와는 다른 고대 정치체제였음을 밝히고자 한다.

SWOT분석을 통한 포항해양스포츠아카데미 발전방안 연구

This study aims to suggest Pohang marine sports academy development plans through literature review, in-depth interviews with interested parties and SWOT analysis. The development plans extracted are as follows. First, it is required to develop the Pohang marine sports academy as a Mecca of non-powered marine leisure tourism. Second, there is a need to construct an integrated school sports model through collaboration among the Pohang marine sports academy, Pohang Sports Council and elementary, middle and high schools in Pohang City. Third, four-season programs should be developed. Fourth, it is needed to implement education programs on a regular basis in collaboration with schools in Pohang City. Fifth, problems caused by water pollution should be improved by using artificial surfing grounds. Sixth, there is a need to create a collaboration structure with private organizations by developing the Pohang marine sports academy’s own independent programs. Seventh, the academy needs to focus on attracting visitors during the summer season in collaboration with similar competitors. Eighth, marine academy management plans for schools and companies have to be devised by remedying the infrastructure of the Pohang marine sports academy.

프로 축구 팬의 사회 및 국가 인식이 축구 국가대표 의미 형성에 미치는 영향

본 연구는 축구 팬들의 사회공정성, 사회신뢰성, 국가정체성 인식이 축구 국가대표 인식에 어떠한 영향을 미치는 지 알아보기 위해 시도된 연구이다. 2021년 2월 27일부터 4월 7일까지 서울, 수원, 전북에 위치한 프로축구 경기장 세 곳을 찾은 축구팬을 대상으로 총 390부의 설문지를 배부하였으며 356부를 최종 분석 자료로 사용하였다. 최종 연구를 위해 사용한 표본은 탐색적 요인분석과 신뢰도 분석, 상관관계분석, 그리고 다중회귀분석을 실시하였다. 연구결과에 따르 면 첫째, 축구 팬의 사회공정성, 사회신뢰성, 국가정체성 인식이 국가 가치에 미치는 영향은 사회공정성과 국가정체성 인식이 정(+)적인 영향을 미쳤다. 둘째, 사회공정성, 사회신뢰성, 국가정체성 인식이 제도적 개인가치에 미치는 영향은 사회공정성, 국가정체성 인식이 정(+)적인 영향을 미쳤다. 셋째, 사회공정성, 사회신뢰성, 국가정체성 인식이 선수 주관 적 개인가치에 미치는 영향은 사회신뢰성 중 대인신뢰성과 국가정체성이 정(+)적인 영향을 미쳤다. 본 연구는 프로축구 팬들의 사회인식과 국가 인식이 축구 국가대표 의미 형성에 어떠한 영향을 미치는지 알아봄으로써 현대 사회상이 반영된 축구 국가대표 의미 담론 형성 토대를 마련했다는데 연구의 의의를 찾을 수 있겠다. This study was attempted to find out how professional soccer fans' perception of social fairness, social reliability, and national identity affects the perception of the national soccer team. From February 27 to April 7, 2021, 390 questionnaires were distributed to soccer fans who visited three professional soccer stadiums in Seoul, Suwon, and Jeonbuk, and 356 were used as final analysis data. The samples used for the final study were exploratory factor analysis, reliability analysis, correlation analysis, and multiple regression analysis. According to the research results, first, the impact of soccer fans' social fairness, social reliability, and national identity perception on national values had a positive(+) effect on social fairness and national identity perception. Second, social fairness, social reliability, and national identity perception had a positive(+) effect on institutional individual value. Third, the influence of social fairness, social reliability, and national identity perception on the subjective personal value of players had a positive(+) effect on interpersonal reliability and national identity among social reliability. The significance of this study can be found that it laid the foundation for the formation of discourse on the meaning of the national soccer team reflecting the modern society by examining how professional soccer fans' social perception and national perception affect the formation of the meaning of the national soccer team.
