인공지능을 활용한 영유아 보육·교육기관 CCTV 관리방안

Child abuse is a serious crime that hinders the healthy development of children. In 2015, as a video of a childcare teacher assaulting a child at an infant education institution in Incheon became known to the public through the media, Article 15 of the Infant Care Act, which mandates the installation of closed-circuit televisions (CCTV) in daycare centers, was newly established and applied. CCTV prevents child abuse and makes it possible to cope with various risks and safety accidents that may occur within educational institutions. CCTV is the minimum safety device that parents can entrust their children with peace of mind as it can identify problem situations with video data and use it as evidence. However, installation and operation are still not free from issues such as privacy and invasion of personal information, and surveillance through CCTV can lead to negative effects such as increased job stress for teachers, lowered trust between teachers and parents, and reduced relationship between teachers and children. . Against this background, this paper proposes a CCTV management framework using artificial intelligence to minimize the adverse function of CCTV and to be used only for the safety of children. Based on comprehensive consideration of CCTV in infant education institutions, related laws, actual conditions, and technologies, realistic operating system composition and management guidelines were designed. 아동학대는 아동의 건강한 발달을 저해하는 심각한 범죄이다. 2015년 인천의 한 어린이집에서 보육교사가 아동을 폭행하는 영상이 언론을 통해 대중에게 알려짐에 따라 어린이집 내 폐쇄회로 텔레비전 이하 CCTV 설치를 의무화하는 영유아보육법 제15조 가 신설되어 적용되고 있다. CCTV는 아동학대를 예방하고, 교육기관 내에서 발생할 수 있는 다양한 위험 및 안전사고에 대한 대처를 가능하게 한다. 영상 데이터로 문제 상황을 식별하고, 증거자료로 활용할 수 있어 CCTV는 학부모가 안심하고 아동을 맡길 수 있는 최소한의 안전 장치이다. 하지만 설치 및 운영은 여전히 프라이버시, 개인정보 침해 등의 이슈에서 자유로울 수 없으며, CCTV를 통한 감시는 교사의 직무 스트레스 증가, 교사와 학부모 신뢰관계 저하 및 교사와 아동의 관계 위축 등 부정적 영향으로 이어지기도 한다. 이러한 배경에서 본 논문에서는 CCTV의 역기능을 최소화하며 아동의 안전을 위해서만 사용될 수 있도록 인공지능을 활용한 CCTV 관리 프레임워크를 제안한다. 영유아 보육·교육기관 CCTV와 관련 법안, 실태, 기술 등에 대한 종합적인 고려를 바탕으로 현실성 있는 운영 시스템 구성과 관리 가이드라인을 설계했다.

In the context of modernism, which acknowledges that art can not establish a unique category of ’work’, narrative art criticizes the arbitrary fictitiousness inherent in the representational plot and concentrates on the uncertainty. This thesis explores the possibility of narrative arts having a direction to be connected with life beyond representational fictions, and resulting in uncertainty in form and content. To this end, I pay attention to the concept of Maria Montessori, which reveals the vitality of the child as the origin of the human being, in order to reconsider the view of life as being uncertain in the first place. Montessori, unlike modernist skepticism, affirms the meaning of human existence and life, beginning with children and nature. Nobody Knows (2004), directed by Hirokazu Kore-eda of Japan, makes the life vitality of children expressed by Montessori as ”Horme” as the origin of the narrative. The point to be noticed is how the work embodies this aim. The work shows the tragic reality of the children who have been taken away from their parents, but it does not place the adults on the confrontation of the narrative, but allows the adults and children to coexist in parallel with each other in different dimensions. It shows how essential the vitality of children is in it. However, Yuki, the youngest creature, ends up dead. This ending is a tragedy when viewed on the surface, but if the intrinsic value of life that has been treated so vilified is to awaken and question the audience outside the work area, the direction of the work will be maintained. The aim of this work goes beyond the interior of the work and is directed toward the audience, who is in the area outside the work.
