Taegu subway fire accident happened on 18th February this year, which was recorded as the 2nd biggest subway accident in the world. The accident was inspected and reviewed by Task Force Team of MOCT and KRRI, which results in the integrated safety plan for subway system. Among the safety plan, this report describes the analysis of the accident causes and safety plan in the field of rolling stock.

According to "Monthly report of train accidents and incidents" of KNR, 184 numbers of derailment accidents/incidents had happened during last five years(from 1999 to 2003). Among them, there have happened only four injured accidents such as West Daejeon derailment accident, Jungang line, Pyegje station, and Daejeon station one. But it is necessary to consider a countermeasure for derailment, as its accident/incident have big risk which might produce a large scale damage and lots of injured persons. This paper analyzes the derailment accidents/incidents which have happened for last five years in KNR, and suggests their countermeasures.

For ensuing rolling stock safety, it is necessary that safety management should be made systematically through its whole life cycle. That is to say, safety management activities for every steps of rolling stock life cycle should be defined, and the roles of managers such as executor, assessor, and certificator should be shared clearly. This paper defines the safety management activities based on IEC 62278, analyzing foreign and domestic safety regulation systems, and suggests the reformed safety management system for rolling stock in Korea,

철도차량의 생애주기비용(LCC: Life Cycle Cost) 중 유지보수비는 30%로서 가장 많은 비중을 차지하고 있으므로 안전과 서비스 품질뿐만 아니라 유지보수의 효율성이 매우 중요한 요소가 되고 있다. 국내 철도차량에 적용하고 있는 주기적 예방정비 체계는 몇 가지 비효율적인 요소를 가지고 있다. 즉, 부품의 노화 및 열화상태를 고려하지 않고 정상적인 부품마저도 일률적으로 교체 또는 분해/조립한다는 점, 유지보수부품을 종류에 따라 과다 또는 과소 보유함으로써 차량 고장시 대응조치가 지연되거나 자원낭비를 한다는 점 등이며, 이를 개선하기 위한 대안으로서 차량 및 부품의 상태에 따라 유지보수를 시행하는 기법인 상태기반 유지보수(CBM : Condition Based Maintenance)가 제안되고 있다. 본 논문은 CBM 의 추진 방향 및 전략, 유지보수 빅데이터를 활용한 유지보수의사결정, 유지보수부품 보유최적화, 주요 부품의 상태기반 유지보수 기법에 대해 기술하고 있다. 상태기반 유지보수체계가 철도차량에 성공적으로 적용된다면, 안전성과 서비스 신뢰성, 가용성이 향상될 뿐만 아니라 생애주기비용도 대폭 절감될 것으로 기대된다. It is known that maintenance fee accounts for 30% of the total life cycle cost for urban railway vehicles. Therefore, it goes on requiring that maintenance cost effectiveness should be ensured as well as safety and service quality. A periodic (time-scheduled) preventive maintenance, which is applied to domestic rolling stocks, has some following problems. Most components are uniformly exchanged and repaired without considering the degree of their aging or deteriorated condition. Even though the components are in normal status, they are also disassembled, repaired, or replaced. Despite the periodic change of the components, service delay or accidents have been occurring due to continuous component failure. Overabundance of spare parts or insufficient timely supply of required components has become a main issue in logistics of spare parts. In order to improve these inefficiency, condition based maintenance (CBM) is suggested. This paper presents the direction and strategy for CBM, big-data based maintenance expert system, maintenance resources optimization, CBM models for main components. Successful implementation and operation of the challenging CBM for rolling stocks shall enhance safety, service reliability and availability, and reduce the total life cycle cost as well.

Among them, there have happened only one injured accident which happened at Whamyung station in 1999. But it is necessary to consider a countermeasure for fire accidents/incidents, because they have big risk which might produce a large scale damage and lots of injured persons as the Taegu subway fire accident last year. This paper analyzes the rolling stock fire accidents/incidents which have happened during last five years in KNR, and suggests their countermeasures.

This paper describes how to measure the running safety using vibration accelerometers theoretically, and considers the effect of vibration parameters, such as amplitude and period, on the running safety by numerical analysis, which shows that the running safety are decreased as those parameters are increased.

It is necessary to analyze the railway accidents and incidents for the purpose of understanding present safety state and enhancing its system. Korea National Railroad has its accident/incident reporting codes, but it is relatively not sufficient for detail classification and investigation of accident and incident compared with foreign countries. This paper suggests how to classify the railway accident/incident, and describes the analysis result for domestic recent railway accidents and incidents according to the new suggested classifying system.
