우리나라 방염 작업복의 역사는 매우 짧다. 외국의 선진 사례에 비교하여 전기아크에 대한 보호구 기준 및 제도가 미비한 현실에서 한전이 국내 최초로 방염 작업복을 전직원에게 도입하면서 난연성 작업복의 중요도와 개인 안전에 대한 인식이 새롭게 자리매기고 있다. 한전 방염 작업복의 현주소는 한국을 대표할 뿐만 아니라 세계적 수준에 도달하였으나, 몇가지 풀어야 할 과제를 안고 있다. 디자인을 좀 더 발전시켜 시대적 흐름에 부합하는 좀더 기능적이고도 세련된 작업복의 구현이 그것이다. 이를 위한 원단 및 디자인 개발을 위한 다양한 시도는 앞으로도 꾸준히 계속될 것이다.

동북아 국제정치지형과 한반도 : 20세기 영일동맹과 21세기 미일동맹을 중심으로

본고는 20세기 영일동맹 축의 동북아 국제정치 지형과 21세기 미일동맹 중심의 정치지형을 분석하고 그 유사성과 차별성에 주목한다. 이것이 한반도 안보와 동북아 지역질서에서 지니는 정치적 함의 및 정책적 시사점을 탐구한다. 영일동맹이 러시아의 위협에 대처하기 위한 유효한 수단으로 선택 되었다면, 현재의 강화된 미일동맹은 부상하는 중국을 염두에 둔 전략적 선택의 결과물로 읽혀진다. 차이점은 21세기 미일동맹의 전환이 한국을 배제하고 전략적 선택의 희생물로 삼았던 20세기 영일동맹의 재현은 아닐 것이다. 따라서 한국의 배제를 막기 위 해서는 한국이 전략적으로 한미동맹을 양국간 긴밀한 협력이 원활하게 작동되는 관계로 심화시켜야 한다. 그러나 한편으로 한국이 과거 러시아 대상의 영일동맹처럼 전적 으로 중국 대상의 미일동맹의 일방적 틀에 편승하기는 어려울 것이다. 장기적으로는 다자주의의 틀에서 중국의 협력적 참여를 배제하지 않아야 할 것이다. This study analyses the security environment in Northeast Asia between the 20th century Anglo-Japanese Alliance and the 21st century U.S.-Japan Alliance. This study focuses on the similarities and the differences between two historical events. The results are as follows: first, the Anglo-Japanese Alliance is an effective means to respond to the Russian threat. The U.S.-Japan Alliance currently much more reinforced is a strategic step to cope with the advent of China as a great power in this region. Second, there was an exclusion of Korea from their alliances. It is also showed that the U.S.-Japan Alliance does not reconstruct the event of the Anglo-Japanese Alliance with respect to Korea. Third, to avoid an exclusion of Korea from their alliance, the ROK-U.S. Alliance should be gradually transformed into a more deepening mechanism. In the mean time, Korea could not be jumping on a bandwagon of the U.S.-Japan Alliance which is one-sided framework confronting China. Moreover, for the long term a multilateral security cooperation framework including China is needed to peacefully resolve the current problem on the Korean peninsula.

보훈외교의 정치 경제

웨스팔리아 체제가 지배하는 과거의 국제관계가 명령적 능력에 기반을 둔 하드 파워적 국가의 힘을 중심으로 한 패러다임에 기초했다면, 오늘날 탈근대의 국제사회는 개방된 상호 공감 과정을 통한 설득과 이미지 교환, 그리고 매력에 근거한 영향력을 바탕으로 하는 소프트 파워를 중시하는 새로운 관점으로 이행되고 있다. 이러한 변화는 현상적으로 나타나고 있다. 이제 국가 간의 관계도 소프트 파워와 연계된 소위 공공외교의 함의가 현실적 중요성을 갖게 되고 있다. 보훈 외교는 이러한 공공외교의 속성을 다양한 차원에서 함축하고 있다. 특히 한국전쟁에 참가한 국가들과 참전용사들은 우리의 보훈정책 수행의 중요한 외연을 이루고 있다. 이들과의 외교적 유대와 네트워크의 형성은 보훈을 통한 공공외교 수행의 중요한 기반일 것이다. 이러한 문제의식 속에서 본고에서는 우선 국력의 속성이 변화되고 소프트 파워가 강조되면서 부각된 공공외교의 의미를 탐색한다. 또한 한국전쟁이라는 한국적 경험이 체화되면서 소프트 파워의 중요한 원천으로 기능할 수 있는 보훈외교의 제 측면을 공공외교의 차원에서 살펴본다. 새로운 외교 영역의 확장과 실천으로서 보훈외교의 정치 경제적 맥락과 의미를 살펴본다. 나아가서 한국 보훈외교에 대한 정책적 함의를 도출해본다. The dominant paradigm of international relations in the past was founded on hard power in terms of commanding capability. Today international community of post modern era have been shifted to a new perspective based on the image exchange, mutual empathy which can have an open process through persuasion and attraction. This change is a phenomenon. Thus, the significance of soft power is emphasized. That is the reason to have practical implications of the major implications for so-called public diplomacy. Veterans diplomacy implied public diplomacy at different levels of the property. In particular, countries and War veterans which was attended to Korean War have achieved important extension of policy implementation. These diplomatic ties with them and the formation of the Veterans Affairs will be an important basis of the implementation of public diplomacy. This thesis with a sense this problem explores the meaning of the public diplomacy which surfaced, while the property of the national power have changed and soft power will be highlighted. We try to see the various aspects of the Veterans diplomacy that can function as an important source of soft power in the level of public diplomacy. This article is to examine a Veterans diplomacy as foreign expansion and the practice of the new diplomatic zone. This paper shall analyze the implications of such a political economic context of Veterans diplomacy. Finally, This paper shall try to shape the policy implications for Veterans diplomacy.

동북아 국제정치질서 변화의 동태성 : 함의와 전망

국제정치질서의 현재적 변화를 잉태하고 촉발시키는 중요한 요인은 국가들 간의 국력 성장속도의 차이로 인한 국가 간 역학관계의 유동성일 것이다. 또한 동북아 지역의 변화를 촉발시키는 변수는 역내 동맹체제의 전환에 따른 동태성에서 유발될 것이다. 질서변환의 가능성이 중대된 동북아질서에 관한 논의는 최근 국제정치의 주요 담론을 형성하고 있다. 이러한 역동적인 힘의 변화에 따른 국제질서의 속성을 설명하는 이론적 논의들로서 세력균형론, 세력전이론 등을 꼽을 수 있을 것이다. 본 연구에서는 이러한 담론에 입각하여 동북아 국제정치 현실에 대한 적절한 설명적 타당성을 탐색하기 보다는, 동북아 질서 전환의 원인과 현상적 의미를 추적하면서 그러한 이론적 관점이 제시해줄 수 있는 정책적 함의가 무엇인지를 살펴볼 것이다. 또한 주요국들의 동맹 변화 등에 따라 전개되고 있는 국제정치지형의 변화가 한반도에 주는 정치적 다의성을 검토해보기로 한다. 이를 바탕으로 한국의 전략적 선택에 대하여 분석해보기로 한다. International political order in Northeast Asian region is a reflection of the fluidity of power distribution between great powers surrounding the Korean Peninsula. The motivational transformation of the regional alliance relationship provoked the change in Northeast Asia. The U.S.-China relations by considering China"s rise will take a role as the significant cause in the formation and change of power structure in Northeast Asia. Moreover, The change of U.S.-Japan alliance and Korea-U.S. alliance cause a change of this regional order. There has been a considerable discussion on this increasing dynamics of regional structure, which reserved a political discourse for international politics and affairs. The logic behind balance of power or power transition give an useful policy implication of that particularly complex international politics, which has experienced a current change in this regional system. This thesis looks for some policy implication through the examination about change in the Northeast Asian regional order. On the basis of this, the paper makes a profound understanding about the strategic options of Korea"s point of view.

소프트 파워로서의 스포츠

21세기에 들어서면서 소프트 파워(soft power)는 새로운 시대의 화두처럼 부각되고 있다. 이제 힘의 패러다임이 군사력, 경제력 등과 같은 하드 파워(hard power)에서 소프트 파워로 전환되고 있다. 소프트 파워의 중요성이 점증되고 있는 현실 속에서 스포츠의 소프트 파워적 속성이 주목받고 있다. 본고의 문제의식은 소프트 파워로서의 스포츠에 대한 정치적 함의를 찾는 것이다. 이러한 맥락에서 우선 변환의 과정을 겪고 있는 힘의 속성 변화 과정을 살펴본다. 이를테면 정보에 기초한 초국가적 상호의존 시대가 도래하면서 권력의 무형화(intangible), 비강제적 속성이 중요하게 부각되고 있으며, 이에 따라 문화·가치·정보력·제도 등의 힘이 점차 중요시되고 있다. 소프트파워에 대한 심층 이해를 바탕으로 스포츠의 소프트 파워적 속성에 논의 초점을 맞춘다. 결국 소프트 파워와 스포츠와의 접점을 탐색해 보려는 것이다. 특히 한국의 매력을 보여주고 전파·확산하는 일이 외교적 영역에서 시의적절한 의제로 부상하고 있다. 이를테면 평화촉진자, 평화창안자로서의 국가이미지를 적절하게 투사하여야 한다. 이러한 차원에서 보면 소프트 파워와 등치시킬 정도로 친화성을 갖는 스포츠의 역할이 중요한 함의를 갖는다. Soft power is being magnified as the most-talked-about categories of the twenty-first century. A paradigm shift toward soft power from hard power is being reached. Soft power is the ability to obtain what you want through co-option and attraction. It is in contradistinction to hard power, which is the use of coercion and payment. An increasingly large amount of academic attention is being given to the study of soft power. As an essential element of soft power, Sports assumed an increasingly important role in societies and international relations. The government intended to make greater use of sports in promoting state`s image abroad and advancing economic development at home. Sports has come to play an important place in terms of soft power. This thesis explores political significance of sports as a soft power and studies the attributes of sports from soft power`s perspective. Particularly, sports in the context of soft power is of great importance to Korea`s diplomatic relations.

세계화 과정이 가속화 하면서 이른 바 연성권력의 중요성이 더욱 강조되고 있다. 특히, 스포츠는 연성권력의 구성요소로서 국가의 안과 밖을 넘나드는 사회적 현상으로 부각됨에 따라 많은 국가들은 스포츠를 사회 경제적 발전, 국가 이미지 구축, 그리고 정치 경제적 자유화의 지원 등 국가의 다양한 목적으로 활용하였다. 이 과정에서 국가의 역할이 증대되고, 스포츠를 활용한 대외행위와 관련된 스포츠 외교정책의 문제는 중요하게 부각되었을 뿐만 아니라, 스포츠가 다양한 외교적 기능을 수행하게 되었다. 이러한 맥락에서 본 연구는 한국의 경우를 상정하여 스포츠 외교정책의 분석을 위한 개념적 틀의 모색에 집중하였다. 말하자면 한국의 스포츠 외교정책을 보다 잘 이해하기 위한 이론적 분석틀을 시론적 차원에서 탐색해 보고자 한다. 이를 위해서 스포츠와 국가와의 맥락 속에서 스포츠 외교정책을 살펴본다. 외교정책의 이론화 과정에 대하여 개괄적으로 탐색한 후 로제노의 논의를 바탕으로 한국의 스포츠 외교정책의 이해를 위한 이론적 함의를 갖는 요인들을 탐색해 보고자 한다. As a globalization is being deepened, international relations are about regularized, cooperative behaviour and institutions and arrangements. An increasingly large amount of academic attention is being given to the study of soft power. As an essential element of soft power, Sport assumed an increasingly important role society and international relations. The government intended to make greater use of sport in promoting state`s image abroad and advancing economic development at home. Many scholars confirmed a large role for government in the international sport movement. Sport had come to play an important place in korean foreign policy. This study explores the relationship between sport and korean foreign policy on the basis of Rosenau`s theory and sets the conceptional framework for analysis in the context of tentativeness.

작금의 동북아시아 지역의 국제체제는 구조적 변동이 촉발되고 있다. 말하자면 기존의 구조가 붕괴되고 새로운 행위자가 구조변화의 촉매적 역할을 하게 되면서 역내 안보구조의 불안정이 나타나고 있다. 이는 중국의 군사현대화, 북핵문제, 일본의 집단자위권 확장 움직임 등과 같은 다양한 요인들에 의해 영향을 받고 있다. 이 때문에 동북아 지역 정세의 불확실성은 그 어느 때보다 증대되고 있다. 동북아 국제질서는 다른 지역보다 훨씬 복합적이고 다층적 구조 속에서 변화의 양상이 전개되고 있다. 이러한 가운데 미국 오바마 행정부가 대외정책의 초점을 아시아·태평양 지역으로 전환하면서 미국과 중국 간의 역내 질서 재편과정을 둘러싼중층적 상호작용이 진행되고 있고 역내 질서 전환 과정의 중요한 축으로 작용하고 있다. 본 연구는 정치·경제·안보 등의 차원에서 협력과 경쟁이라는 이중적 특성을 노정하고 있는 미·중관계가 복합적이고 다층적인 세력관계를 형성하고 있는 동북아 정세와 어떻게 연계되어 있으며, 특히 지역 패권경쟁 가능성 차원에서 미국 오바마 행정부와 중국 시진핑체제의 군사·안보전략이 지역 과정에 어떤 식으로 투영되고 있는지 분석하는 것을 목적으로 하고 있다. 이를 위하여 우선, 21세기 들어 새로운 양상으로 전개되고 있는 미중관계의 역사적맥락을 추적한다. 둘째, 양국의 상호인식의 저변과 인식의 실제에 관하여 분석한다. 셋째, 이를 바탕으로 전개되고 있는 양국의 정책 투사와 정책 지향성을 탐색한다. 결국 역내 과도적변환의 가능성을 내재하면서 조성되고 있는 미·중의 구조적 세력구도에 관하여 분석 및 전망하고 그 정치적 함의를 살펴본다. The current situation in the region has been affected by several factors such as China``s military modernization, the North Korean nuclear issue, Japan``s collective self-defense as the expansion moves. Because of the uncertainty of the situation in the region it has been increasing more than ever. In addition, the Northeast Asian international order is being deployed in a multi-layered structure in much more complex, than in other regions . Among these , while switching the focus of the Obama administration``s foreign policy in the Asia- Pacific region, the United States and around the middle interaction between regional orderly reorganization process is underway in China and has been an important axis of regional order in the conversion process. This study analyzes the political, economic and security that the US-China relationship, which exposed the dual nature of cooperation and competition in the context of such a complexity, form a multi-layer power relationships in Northeast Asia and how are linked. In particular the military and security strategy of the Obama administration and the US regional hegemony, China Xi Jinping Leadership from potential competition dimension aims to analyze whether the project is in some way to the local course. First To do this, the 21st century will trace the historical context of the US-China relationship is being developed as a new aspect. Second, with respect to the actual analysis of the underlying and the recognition of mutual recognition of the two countries. Third, deploy them, and explores the policy based on the projection and policy orientation of the two countries. Finally analysis and prospect about the structural composition of US-China forces, as it implied the possibility of transient transformation.

한반도 주변 국제지형의 현상변경 가능성: 북한의 4차, 5차 핵실험과 미ㆍ중 변수를 중심으로

한반도를 둘러싼 정세변화의 유동성이 증대되어 기존의 질서가 근본적인 변환의 조짐이 나타나고 있다. 한국의 입장에서는 국제 환경의 변화에 따른 적응과 발전을 위한 새로운 활로의 방향성이 안개 속에 놓여 있다. 특히 2016년 연이어 감행된 북한의 4차, 5차 핵실험과 미국과 중국의 관계 변화가 동북아 세력질서의 현상유지를 변화시키는 요인으로 작용하고 있다. 본 연구에서는 이러한 문제의식을 공유하면서 우선, 한반도 정세의 동태성이라는 차원에서 최근의 북한 핵 문제에 따른 한반도 주변 정세의 불안정성에 대하여 살펴본다. 둘째는, 동북아 정세 변화의 중요한 변수로서 미중관계의 갈등적 변환 가능성의 중요한 요소들을 짚어본다. 또한 동북아 정치지형의 불확실성이 커지면서 나타나고 있는 질서 변화의 양태에 대하여 살펴본다. 마지막으로는 기존의 관성적 역학관계에서 탈피하면서 가변성이 증대되고 있는 동북아 지역정세 변환의 과정속에서 한국의 전략적 입장과 함의를 탐색해본다. As the variability of political situation surrounding the Korean Peninsula is increasing, a possibility of fundamental transformation in existing political order in the region is also growing. Korea`s new direction to adjust to these changes in the international environment is not clear, yet. In particular, the fourth and the fifth nuclear test in North Korea plays as a factor changing the status quo of Northeast Asia. In addition, structural changes in the US-China relations may have impacts on the status quo in Northeast Asia. In this context, this study looks at the relative instability of the situation around the Korean Peninsula due to the recent North Korean nuclear issue. Second, I would discuss US-China relations as an important variable which makes impacts on the Northeast Asia conflict structure. Finally, I look at the process of transformation, moving away from the existing relations of inertia, and try to explore the implication of the transformation to Korea and South Korea’s strategy to cope with it.

동북아 질서의 전환 가능성

There has been a change of international order in Northeast Asia. It has been caused by the fact that an unpredicted crisis has been amplified since the emergence of the Kim Jung-eun regime. In particular, the 3rd nuclear test committed by North Korea regarded as one of the nuclear haves has an effect on the dynamic situations of political change in Northeast Asia derived from the North Korean variables. Based on this critical mind, this study explores the nature of the nuclear power influencing an international political order in Northeast Asia and analyzes the implications of the 3rd nuclear test initiated by North Korea. This study also looks over the nature of change in the state of affairs of the region surrounding the Korean peninsula. This paper focuses on the possibility of transformation in the security environment initiated by USA and China regarded as independent variables in the international political affairs in Northeast Asia. Lastly, this thesis looks for South Korean government's enthusiastic reactions on this issue.
