특수교육지원센터 보조공학 실태 및 요구 탐색을 통한 관련 서비스 개선 방안에 대한 연구

보조공학은 특수교육 관련 서비스 중 기본적인 서비스로서 장애아동의 기능적인 활동 증진을 위해서 반드시 고려되어야 한다. 그래서 보조공학 기기와 서비스 관련 제반 업무를 시도교육청 특수교육지원센터에서 담당하고 있으며, 이를 위한 인적, 물적 지원이 지속적으로 국가차원에서 이루어 지고 있다. 하지만 특수교육현장에서는 보조공학 관련 실제 요구를 특수교육지원센터에서 제공받는데 어려움을 호소하고 있다. 이러한 배경으로 본 연구는 각 시도교육청의 특수교육지원센터 중 보조공학 관련 업무를 지속적으로 실시하고 있는 17개 특수교육지원센터를 목적 표집하여 보조공학 실태를 조사하였고 보조공학 관련 서비스를 질적으로 제공할 수 있는 현실적 방안을 제시하였다. 연구의 결과는 다음과 같다. 첫째, 특수교육지원센터의 보조공학 실태를 조사한 결과 보조공학 업무 공간, 보조공학 관련 서류는 대부분 갖추고 있었으나 보조공학 전문가와 관련 정보제공 정책을 몇몇 특수교육지원센터에서는 가지지 못하고 있었다. 각 특수교육지원센터마다 보조공학 관련 예산, 보유기기 유형과 수는 각기 다른 양상을 나타냈었다. 둘째, 효과적인 교육지원을 위해 특수교육지원센터에서의 보조공학 관련 업무를 담당해야 할 하는 당위성은 아주 높았으며, 보조공학을 체계적으로 운영하고 적절하게 관련 업무를 진행하기 위하여 보조공학 전문가가 필요하다고 인식하고 있었으며, 보조공학 관련 예상의 편성 및 집행 필요성도 높게 생각하고 있었다. 셋째, 특수교육대상자들에게 효과적으로 보조공학서비스를 제공하기 위한 실제적인 방안을 다양한 보조공학기기를 지원 환경 조성 측면, 전문성이 확보된 보조공학서비스 제공 체제 측면, 실제적인 보조공학 교육 및 프로그램 운영 측면, 국가수준의 보조공학 관리 체계 측면에 대하여 제안하였다. Assistive technology is the basic services among special education related services and must be considered for promoting functional activities of student with disabilities. Therefore, special education support center is in charge of all tasks related to assistive technology devices and services, and human and material support for this is continuously being carried out at the national level. However, in the field of special education, it is difficult to receive the actual needs related to assistive technology at the special education support center. In this study surveyed the 17 special education support centers that are continuously performing the assistive technology related tasks among the special education support centers of each provincial office of education, and investigated the actual condition of assistive technology. The results of the study are as follows. First, as a result of the survey on the assistive technology of the special education support center, most of the documents related to the assistive technology work space and the assistive technology were provided, but the assistive technology specialist and the information providing policy were not provided. For each special education support center, the AT budget, the type of equipment and number of devices were different. Second, there was a high degree of need for assistive technology related work at the Special Education Support Center for effective educational support. It was recognized that an AT specialist was needed to systematically operate assistive technology and to carry out related tasks appropriately. Also, the need for budgeting and execution of AT budget was high. Third, in order to appropriately provide assistive technology to students with disabilities, it is necessary to support a variety of assistive technology devices, to provide professionalized assistive technology services, and to provide actual assistive technology education and programs.
