UNFCCC체제에 대한 중국정부의 정책대응과탄소세 제도 도입방향에 관한 연구

UNFCCC체제란 1992년 합의된 UN의 기후변화협약(UNFCCC)을 근간으로 하는 국제환경레짐이다. 중국정부는 UNFCCC체제의 성립에 따라 이에 대한 직·간접적인 대응노력을 강화하고 있다. 행정적으로 중국정부는 1998년 국무원직속기관인 국가환경보호총국을 장관급 기구로 격상함으로써 환경보호와 관련된 국가사무를 국가정책의 목표로 분명히 하였다. UNFCCC체제 성립에 따른 중국정부의 기본원칙은 2008년에 발표된 “중국의 기후변화 대응을 위한 정책과 행동(China``s Polices and Actions for Addressing Climate Change)”을 통해서 6대 대응원칙을 분명히 하였다. 그 후 2013년 제19차 당사국 총회에서부터 중국정부의 대응전략인 “국가 기후변화 대응전략”을 발표하면서 UNFCCC체제에 대한 중시와 존중, 기존의 정부 대응원칙의 유지와 함께 자국의 대기오염을 개선하기 위한 자금지원정책을 공표하였다. 본고에서는 연구의 목적을 달성하기 위해 UNFCCC 체제의 주요 내용과 변화에 대해 살펴보았다. 그리고 본고에서는 이러한 UNFCCC체제의 성립에 따라 중국정부가 추진해 오고 있는 직·간도적 대응노력을 행정관리부분의 변화와 환경관련 법제도의 변화, 5개년 규획에 대한 반영내용을 중심으로 한 간접적 대응과 UNFCCC에 대한 국내외의 직접적 대응노력을 분석하였다. 마지막으로 본고에서는 UNFCCC 체제 성립에 대한 중국정부의 근본적 대응으로 추진되고 있는 탄소세 제도의 도입노력에 대해 그 배경과 효과, 도입방향을 중심으로 분석하였다. UN Framework Convention on Climate Change Regime is considered as international environmental regimes which based on the specific international regimes called UNFCCC adopted by UN in Rio de Janeiro. This Regime is known as creeds that reduce and stabilize the greenhouse gases in the atmosphere at the level where the climate system doesn``t receive an artificial interference. It is a specific regime that adopted principles that are “Common but Differentiated Responsibilities and Respective Capability". Chinese government is committed to strengthening the active response according to the establishment of the UN Framework Convention on Climate Change Regime. Several major environmental administration measures and policy has been created and improved by chinese government. In order to achieve the object of the study, this paper is analyzed the main contents to the change of the UNFCCC Regime. And this paper is presented chinese government``s efforts in accordance with establishment of this UNFCCC regime focusing on the direct and indirect correspondences. Finally, This paper analyzed the direction and the efforts of introducing a carbon tax system as a fundamental countermeasures of Chinese government. And On the basis of this study, this paper predicted the possibility of introducing a carbon tax.
