여성의 정치참여가 지역 여성정책에 미치는 영향에 관한 연구 : 고양시의회 여성의원의 의정활동을 중심으로

지방자치는 여성의 정치참여 확대에 중요한 계기가 되었다. 특히 지방의회는 여성의 정치 참여에 결정적인 기회를 제공하고 있다. 여성의 지방정치 참여는 지방정부의 정통성을 강화하고, 여성의 권익 신장을 위한 정책의 발전을 가져오며, 여성에게 정치교육의 기회를 확장한다는 것이 일반적인 주장이다. 과연 이러한 주장이 실제 설득력을 가지고 있는가 검증해 보는 것이 이 글의 연구목적이다. 연구 결과 고양시의회 여성의원들의 활동은 이러한 주장에 가장 부합된 사례라고 할 수 있다. 지역의 여성들이 가지고 있는 다양한 문제점들을 지방의회에 제기하고 이에 대한 해결책을 적극적으로 제시하여 왔으며, 그 성과 또한 괄목할 만 했다는 것이다. 하지만 여타 지역 여성의원들이 모두 이러한 기능을 하고 있다는 일반화에는 아직 무리가 있다고 연구자는 판단하며, 이를 위해서는 여성의 양적 참여의 확대뿐만 아니라 성인지적 의정활동이 더욱 중요하다는 점을 강조하고 있다. Local governments play important roles in expanding the women’s political participation. Especially local councils provide lots of great opportunities for women who are trying to get involved in political matters. It is widely accepted that the women’s participation in a local government strengthens the legitimacy of the government, protects the women’s rights, develops policies for women, and furnishes more opportunities for women’s political education. The purpose of his study is to validate the assertion from data gathered from one local council. The result shows the assertion holds in a Goyang city council case. The women in Goyang city council actively raise lots of diverse issues, and propose ways to resolve the problems. The results from the women’s active participation in a Goyang city council were tremendous. It is, however, too early to conclude that the results can be generalized to other local councils. It concludes that gender-seansitive congressional activities are more important than the expansion of women’s political participation.

1997년 치러진 창의100주년 제천의병제의 전후로 제천의 지역문화는 큰 변화를 겪는다. 제천의병제는 새로운 형식과 파격적인 퍼포먼스, 전 시민적 공감대를 무기로 기존의 문화예술지형을 흔들며 지역문화의 새로운 지평을 열었다. 제천의병제가 성공적인 평가를 받을 수 있었던 가장 큰 이유는 지역의 지역민에 의한 지역민의 축제였다는 점이다. 자발적인 시민참여는 지역문화의 가장 큰 동력이다. 로컬의 시대, 점점 매머드화되어 가는 축제에서 지역민은 점점 더 고립되고 소외된다. 진정한 지역문화는 지역에서 생산되고, 소비되고, 유통되는 문화여야 한다. 작고 초라해도 독특하고 경쟁력 있는 제천만의 문화가 필요하다. 창조적 영감을 불어넣을 더 많은 ‘실패’가 필요하다. 제천의병제를 돌아보며 우리도 장기적 안목을 가지고 하루 빨리 지역성을 가진 문화콘텐츠와 문화산업의 경쟁력을 길러야 할 때라고 생각했다. Before and after the ‘Jecheon Righteous Army Festival’ held in 1997, the 100th anniversary of creation, the local culture of Jecheon undergoes great changes. The ‘Jecheon Righteous Army Festival, opened a new horizon for local culture by shaking the existing cultural and artistic terrain with new forms, unconventional performances, and a common consensus among citizens. The biggest reason why the ‘Jecheon Righteous Army Festival’ was able to receive a successful evaluation is that it was a local festival by local residents. Voluntary citizen participation is the biggest driving force of local culture. Local people are increasingly isolated and alienated in the local era and increasingly mammoth festivals. A true local culture must be a culture that is produced, consumed, and distributed locally. Even if it is small and shabby, it needs a unique and competitive Jecheon culture. We need more “failures” to inspire creativity. Looking back at the ‘Jecheon Righteous Army Festival’, we thought it was time for us to develop the compdihveness of cultural contents and cultural industries with regional characteristics as soon as possible with a long-term perspective.
