지리정보DB의 효율적 유통관리 방안 연구 - 지적재산권 설정을 중심으로 -

지리정보DB는 구축하는데 많은 비용과 노력이 수반됨에도 불구하고 비교적 간편하게 복제하여 활용할 수 있기 때문에 유통관리에 있어 법적 보호체계가 마련되어야 한다. 그러나 우리나라의 저작권법은 보호기준을 소재의 선택 또는 배열에 창작성으로 규정하고 있어 소재의 선택 또는 배열에 창작성이 낮거나 없는 데이터베이스는 보호받을 수 없는 실정이다. 본 연구는 이러한 현실적인 법 체계하에서 데이터베이스 제작에 따른 자료수집과 구성에 대한 노력 그리고 유통 및 활용에 따른 관련집단간의 이해갈등을 조정하기 위한 보호방안을 마련하기 위해 시도되었다. Geographical data sets are expensive to create and are very easy to copy because the intellectual property rights for the distribution should be protected. The main object of copyright law is to encourage expression of ideas in tangible form and it extend only to original works, it is limited to control the balance of interests between data producers and user. Because the development of a useful legal framework for both private and public activity in this field is an important issue. This paper presents an intial attempt at such a the effective management strategy intended to support continuing research into the legal protection of geographical information.

지방자치단체의 지리정보데이터베이스 유통특성 분석 : 광주광역시를 대상으로 the case of Kwang-Ju Metropolitan City

In recent years, there has a been a steady rise in the use of Geographic database by a variety of organizations in accomplishing their tasks. Because National Geographic Information Clearinghouse(NGIC) is tring to provide service to the need for increased sharing of geographic database. In attempting to understand the issue of Geographic database-using among GIS user, it is first necessary to provide a context within which such information is often needed. This study suggests a taxonomy for research into geographic database-using activities. On the basis of the empirical evidence, the paper present the characteristics that identify geographic database-using activities such as type of partner, data use functon, and using medium. The political issues are suggested to promote the diffusion of Geographic database sharing in local government.

저스트성장(Just Growth) 특성을 고려한 지역발전 유형 분석연구: 수도권을 중심으로

경제성장으로 인한 누적효과가 빈곤과 불평등의 감소를 위해 효율적이라는 인식에도 불구하고 경제성장에 따른 빈곤의 문제는 완화되고 있지 않다. 때문에 지역발전의 중요한 이념과 가치인 사회적 형평성이 공간적 수준에서 실현될 수 있는 환경을 조성하는 방향으로 지역정책의 패러다임이 전환될 필요가 있다. 이러한 배경하에서 본 연구는 저스트성장 특성에 따라 지역발전 유형을 분석하고 유형별로 경제성장과 사회적 형평성의 상관관계를 분석하였다. 분석결과가 우리나라의 지역정책에 시사하는 바는 다음과 같다. 첫째, 경제성장과 사회적 형평성의 연계수준을 근거로 새로운 지역정책의 목표와 전략을 수립할 필요가 있을 것으로 판단된다. 둘째, 지역사회의 협력과 더불어 지역문제 해결을 위한 기업가정신과 지역 관리력을 통해 사회적 형평성을 향상시키기 위한 노력이 요구된다. 셋째, 지역의 경제성장과 사회적 형평성의 연계를 통한 지역발전 유형을 고려하고 지역별 차등지원을 위한 정책기준을 마련할 필요가 있다. 마지막으로 광역적 차원의 협력적 지역개발을 통해 지역의 경제성장과 사회적 형평성의 연계성을 강화할 수 있는 방안이 마련되어야 할 것으로 판단된다. It has traditionally been presumed that economic growth reduces poverty mainly through tricklingdown effect, but it also has a deleterious effect on the level of inequality in a society. Because new paradigm is necessary to change regional policy which social equity, as a ideology and value for regional development, can be improved in spatial planning. From this perspective, this research was to analyze a regional development level and a correlation between economic growth and social equity using “Just Growth” Concept. Four policy directions are suggested. First, it is necessary to set up new goals and strategies for regional policy with regional development level. Second, the local governments are oriented mostly regional policy for enhancing social equity. This indicates that social cohesion and regional stewardship to improve the social equity are strongly required. Third, this study found that new political guideline can be introduced using regional development level. Firth, policy directions should be suggested to enhance the cooperative regional development.

The recent discussion of Korea is an interesting example of an issue facing investment activities of business corporation and discrepancies between developed and undeveloped regions. It's what I call 'company town syndrome' and it exists here in Korea. The Company Towns were urban settlements, cities of production capitalism, created from the company's initiative, in contiguous spaces to those of the manufacture or products extraction, whether factory building or mines extraction. Because company town is a term used for large development that have a integrated concept of the economic production and the consumption of housing and other facilities. This paper presents the results of evaluation of korean and foreign company town model to developing the korean company town. For it, the definition and the theoretical backgrounds for company town were presented. On the basis of the relation between urban elements and functional characteristics of company, the paper present an evaluation methods for company town. In conclusion, the policy issues how a various political issues have been dealt with in korean company town development.

지리정보가 정보화시대의 중요한 사회간접자본으로 인식됨에 따라 지리정보를 활용한 다양한 서비스가 제공되고 있다. 본 연구는 지리정보서비스 활성화를 위한 민간투자사업 활용방안을 제시하기 위해 시도되었다. 이를 위해 지리정보서비스에 대한 이론적 논의를 수행한 후 서울시 사례연구를 통해 지리정보서비스의 민간투자사업 추진절차, 사업방식 그리고 운영현황 및 문제점을 분석하여 향후 지리정보서비스 활성화를 위한 민간투자방식의 정책과제를 결론으로 제시하였다. Geographical Information Service of local authorities is already considerable interest to private and public organizations. This paper presents the application of private investment aimed to promoting the extent of geographical information services in local authority. For it, the theoretical backgrounds of geographical information services are represented. On the basis of the empirical evidence, the paper represent a policy how a various issues should be dealt with promotion of geographical information services in the private investment.

AHP분석을 활용한 연계협력형 지역계획사업의 결정요인 분석

Cross-regional and cooperative projects is a very useful regional development strategy to maximize the value of local assets. This study was conducted to analyze the determinant factors for cross-regional and cooperative projects. To achieve this goal, this study develops evaluation areas and criteria to analyze the determinant factors for cross-regional and cooperative projects using analytic hierarchy process. In the analysis of determinant factors for cross-regional and cooperative projects, the four issues were identified as followed: Socio-economic impact were evaluated as a significant determinant factors of cross-regional and cooperative projects; the institutional tools for environmental friendly land use and growth management should be established; the guidelines for government financial assistance in connection with cross-regional and cooperative projects should be required; the cross-regional and cooperative planning is included in national land planning system.
