The Korean train control system (KTCS-2), developed as a national R&D project, satisfies international standards for reliability, availability, maintainability, and safety in the railway field, and is compatible with the standardized European train control system (ETCS). Evaluation by domestic and foreign conformity assessment (ISA) bodies has been completed. In addition, the Korean-style train control system, which has been verified in function, reliability, and safety by carrying out a pilot project on the Jeolla Line, has become an alternative to aging high-speed train control systems introduced with foreign technology. The European Union Railroad Safety Act mandates quantitative management of safety by applying Common Safety Technique (CSM) risk assessment (RA) when constructing or improving a system closely related to railroad safety, such as a train control system. In this paper, safety due to improvement is evaluated by quantitatively evaluating the risk of the existing high-speed rail train control system and KTCS-2.

This paper is about the study on the failure mode identification of railway signaling embedded system thru which quantitative reliability and safety can be compared reciprocally. Frequency of each failure mode makes possible to compare the reliability of each system and frequency of dangerous failure is used as the measurement standards for system safety. Therefore, this paper provides both reliability-related failure mode and safety-related failure mode by modeling the railway signaling embedded system.

In this paper we identify the hazard using HAZOP study for ATSRX which is a subsystem of the ATP system, and we study a safety management method for the mitigation of the risk to the acceptable level. ATSRX is a device that make a train which has a ATP system operate in ATS line. For this ATSRX send a induction signal with ATS system to vehicle controller. Thus ATSRX can be said as a safety equipment that makes a train operate safely. In order to identify the hazard for the internal faults in ATSRX system, we employ HAZOP study method which is recommended as hazard identification in IEC 62278, RAMS requirements in railway signal, and also it provide the detail activity in IEC 61882. Thus, in this paper we perform HAZOP study based on ATSRX related standards and using the assessment of the identified hazard we study a method to guarantee the system safety through the change of the design to mitigate the risk to the acceptable level.

In this paper we develop the model for applying ALARP(As Low As Reasonably Practicable) into train system. We develop the quantitative judgment model considering cost-benefit before and after applying safety measures with the application of ALARP theory to safety facilities whose need for installation is reviewed by past experience, the relevant legislation, etc. We also apply the developed model to safety system, established for the purpose of maintenance staffs and citizens to train collision at vulnerable locations on railway and protecting train accidents caused by terrorism or sabotage, and review feasibility. With the ALARP application model presented in this paper the need for safety equipment to ensure the railway safety. We present the model to allow for the quantitative review by cost analysis

This paper for the Train control system which has been used in the railway system for the purpose of headway control is regarded as safety-critical system, which is based on embedded controller. Therefore, for the maintainability, the maintenance time shall be predicted correctly in order to improve availability of railway system and the predictive values shall be proved through the test. In conclusion, for the maintainability of train control system, the solution for exact prediction based on related international standard and the system for justification of derived predictive values shall be proposed.

This paper is presented to a theory comparing each different systems by quantitatively analyzing reliability, availability, maintenance and safety. Reliability R(t) produced by the method here is used for MTBF calculation of system as reliability of normal state. It is possible to produce the failure rate of unsafety state through modelization of system only to use the failure rate, after yielding the failure rate of failure mode to each un safety sate in case that unsafety state is defined with the function of systems applied.
