According to Railway Safety Act Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railroad Safety Audit (IRSA) and has implemented the safety audit to the railroad operation agencies such as Korea Railroad (KORAIL) and the railroad facility management organization such as the Korea Rail Network Authority (KR Network). The target of IRSA is to establish the effective rail safety management system and to raise the safety level of the railroad operation and facility agencies by checking synthetically their performance of safety duties with sincerity according to the Railway Safety Act. Even though newly introduced IRSA is conducted smoothly it is necessary to study the methodology and criteria of the state's safety audit system. The purpose of this paper is to improve the efficiency of IRSA by the comparative research between IRSA and other similar safety audit system and to establish the consecutive improvement concept of IRSA. Second purpose is to confirm the effectiveness of IRSA by the analysis of the relationship between audit results and the safety level of the rail operation agencies.
다변화된 뉴스 소비가 의제 일치도(consensus)에 미치는 영향

This study analyzes the increasing degree of public consensus on importance of social agenda. The analysis focuses on user’s news consuming patterns in a contemporary news media environment as the user factor on Agenda-setting effect. This study attempts to empirically examine the relations between news use pattern and public agenda consensus. The characters of current news consumption are considered using multi news channels and consuming news frequently and selectively. This study compares the degrees of public agenda consensus among several news user groups sorted according to the news consuming patterns and also examines a number of public agenda on individual level. The results show that contemporary news use pattern, consuming news frequently and selectively with many news channel, doesn’t decrease the degree of public consensus on importance of social agenda even though it is expected that the pattern reduces Agenda-setting effects. Furthermore, the public consensus seems to be an agreement on agenda importance rather than simplification.
철도종합안전심사 결과분석을 통한 철도차량 관리체계 개선

정부에서는 철도산업구조 개혁으로 철도의 건설과 운영이 분리됨에 따라 기존의 철도안전관리체계를 정비하고 안전관리체계의 한계 및 문제점을 보완하기 위해 2004 년 철도안전법을 제정하였다. 교통안전공단에서는 철도안전법에 따라 14 개 철도운영기관 등을 대상으로 2006 년부터 2013 년도까지 8 개년의 철도종합안전심사를 수행하였다. 본 논문에서는 8 개년의 철도차량분야 철도종합안전심사 결과를 분석하여 개선필요사항에 대한 년도별 추이 및 개선사항에 대한 분석을 통해 효율적인 철도차량 관리체계에 대해 살펴보고자 한다. Reforms of the railway industry has separated construction and operation of the railroad. Railway Safety Act were enacted in 2004 in order to overhaul the existing railway safety management system and to supplement with the limitations and problems of the existing railway safety management system. Korea Transportation Safety Authority carried out comprehensive evaluation of the railway safety from 2006 to 2013 in accordance with the Railway Safety Act. In this paper, efficient management system for railway vehicles will be discussed through yearly trend analysis on improvements by analyzing the results of eight years" comprehensive safety audit of the railroad vehicle in railway sector.

This study propose a model for railway safety evaluation with which the safety of whole railway system can be evaluated. The evaluation model is to generate a safety index which quantitatively represent the degree of railway safety. Safety index is proposed a function of three indexes; an accident index, safety management index, and safety culture index. This paper describes the first result from the study on the safety target which will be a key starting point toward the development of safety evaluation model. It is recommended that the safety target be composed of several sub-targets that are apportioned to constituent components. It is concluded that the classification of safety target influence on deciding components or attributes that constitute each sub-indexes; an accident index, safety management index, and safety culture index. Based on this study, a railway safety evaluation model will be developed in the next study.

There exist several ways to analyse the accident causal analysis. Selection of a method and procedure depends on the characteristics of the system being analysed. Moreover, the selection should take into account of how the accidents causes are classified, since analysis model should make use of the classified causes to identify factors contributing to the risk of accidents. For railway case, a relational analysis as well as statistical estimation of significant hazard frequencies is applied to identify the dominant causes of accidents. This paper introduces outline of the causal analysis system, which is a significant part of the railway accident information and analysis system.

Using transportations like railway, aviations and roads has been increasing continuously. Traffic accidents have been increasing as well. To prevent or lessen these accidents become a big issue to solve. Therefore, more enforced safety levels are being required to meet. In railway field, continuous efforts of railway safety are being executed to prevent traffic accidents. In present, a railway accident has been decreasing since subway accident happened in Daegu Subway in 2003. However, safety levels in railway field have not yet achieved as much as in advanced countries. Basic concept for enforced safety level in railway system is to prevent or minimize accidents by managing systems like related facilities, management method, organization, education. This is the same concept to minimize error rate in six sigma theory. In this paper, we are to apply six sigma techniques used in manufacturing industry to railway safety and go through ways to make more efficient railway safety system.
