아프리카의 한국학 및 한국어 교육현황과 발전 방향 모색

본 연구는 한국의 경제 성장과 국제 질서 내 위상 강화 및 한류의 영향으로 인하여 한국에 대한 인식의 변화에 따른 기대와 관심이 한국의 문화와 한국어에 대한 관심으로 변화함에 따라 한국 정부의 국책 지원 정책에 따른 한국(어)학 보급 및 확산이 아프리카 내 어느 정도인지를 살펴보고 아프리카의 미래 성장성과 한국(어)학의 보급 확산의 필요성에 대해 살펴보고자 한다. 이를 위하여 아프리카를 5개 권역별로 나누고 북부, 동부, 서부, 중부, 남부아프리카에서 한국(어) 학이 진행되는 국가를 살펴보았다. 아프리카 내에는 한국(어) 학 교육에 대해 정부산하기관 외 대 학기관, 시민사회단체를 포함한 민간단체 및 종교 후원으로 많이 이루어지고 있지만 본 연구에서는 정부산하기관을 중심으로 살펴보았다. 한국과 아프리카는 지리적으로 먼 거리에 있음에도 불구하고 아프리카 내 한국(어)학에 대한 관심이 꽃피기 시작하였지만, 내전 등 치안상의 문제로 인하여 타국가에 비해 한국(어)학의 전파와 보급이 가장 늦게 시작된 대륙이지만 국내 아프리카 유학생의 수는 3,000명에 가깝고 한국어능력시험(TOPIK)의 보급 또한 아프리카 내 7개 국가에서 실시되며 매년 응시율이 높아지고 있다. 이는 아프리카 내 한국(어)학의 수요가 높아지고 그만큼 한국어의 활용가치가 커짐에 따라 한국도 아프리카와의 교류와 협력을 심화 확대시킬 필요가 증가되었다는 것을 의미한다. 따라서 아프리카 내 한국(어)학의 전파와 보급을 확산하기 위한 전략적인 방안을 본 연구를 통해 제시해 보고자 하였다. This study examines the extent of the spread of Korean language and Korean studies education in Africa in accordance with the Korean government’s national policy, in response to the growing expectations and interests in the Korean culture and language which is a result of the impact of the Korean Wave and the changes in perception about Korea due to the economic growth of Korea. The study further examines the future growth potential of Africa and the need to spread the Korean language. For this purpose, we explore into the countries of Africa in which Korean language and Korea studies are actively in progress by dividing them in to the five regions of Northern, Eastern, Western, Central and Southern Africa. There are many governmental affiliated universities, private institutes including NGOs and civil society organizations as well as religious patronage by which Korean language and Korean studies is being carried out in Africa. Nonetheless this study is focused on the government affiliated institutions. Even though Korea and Africa are geographically distant, interest in Korean language and Korean studies in Africa has begun to bloom, but it is the slowest continent for the start of the propagation and dissemination of Korean language and Korean studies mainly due to security issues such as civil war and political unrest. the number of African students currently enrolled at Korean universities is close to 3,000, and the Test of Proficiency in Korean (TOPIK) is being conducted in seven African countries. This means that there is a need for Korea to deepen exchanges and cooperation with Africa as the demand for Korean language and Korean studies is on the rise. Therefore, we would like to present a strategic plan for the propagation and dissemination of Korean language and Korean Studies in Africa through this study.

The Conflict in the Tigray Region of Ethiopia : Political Economy Analysis

본 논문의 목적은 에티오피아 북부 티그라이 지역에서 발생한 분쟁의 배경과 원인을 분석하는 것이다. 무력 분쟁이 시작된 3개월 만에, 에티오피아 정부는 연방군이 티그라이 주를 관할하는 티그라이 인민해방전선(TPLF)에 대한 공세를 강화하며 메켈레로 진입해 점령 한 후 법과 질서를 회복하기 위한 작전을 종료했다고 발표했다. 이 분쟁의 원인은 정치경제학 분석을 통해 검토해야 할 다양한 차원을 가지고 있다. 본 논문은 에티오피아의 대한 간략한 역사적 배경과 티그라이 지역 분쟁에 대한 배경을 분석한 후에 갈등의 원인과 과정에 대한 세부 사항을 조사한다. 갈등의 원인으로 4 가지 요인이 확인되었으며 이 분쟁이 에티오피아의 국가 및 지역 안보 이익에 미치는 영향에 대한 설명을 제공하고자 한다.
