교정 및 측정능력(CMC)이 한국의 무역에 미치는 영향에 관한 실증분석

1995년 WTO 체제가 출범한 이후 전통적인 무역장벽 이외에 기술규정, 표준 및 적합성평가절차 등과 같은 비관세 기술장벽이 국가 간 교역의 중요한 이슈로 대두되었다. 본 연구는 무역기술장벽의 제거에 필요한 기술기반을 마련하기 위하여 국가측정표준기관(NMIs) 간에 체결된 국제도량형위원회 상호인정협정(CIPM MRA)의 이행이 한국의 교역에 어떠한 영향을 미치는지에 대하여 분석하였다. 국가측정표준의 동등성에 관한 자료인 CMC를 대용변수(proxy)로 중력모형을 활용하여 실증분석한 결과, CMC는 한국의 교역에 긍정적인 영향을 미치는 것으로 나타났다. 특히, 소득이 높은 국가의 CMC가 낮은 국가에 비하여 더 큰 영향을 주는 것으로 나타났다. 이러한 결과는 우리나라와 같이 무역의존도가 높은 국가의 경우, 공공재로 인식되고 있는 국가측정표준의 확립과 향상을 위하여 지속적인 자원투입을 하는 것이 경제성장에 중요한 역할을 할 수 있다는 점을 시사한다. With the advent of the WTO system in 1995, non-tariff barriers including technical barriers to trade(TBT) has become one of the important issues in world trade order. The purpose of this study is to analyse an impact of the calibration and measurement capabilities(CMC), the degree of equivalence of national measurement standards which is maintained by NMIs to provide governments with a technical foundation for wider agreements related to international trade. The results of the analysis using the gravity model with the proxy of the CMC shows that the CMC has a positive impact on Korean trade. Particularly, it was estimated that the CMC registered by high-income economies has more impact on Korean trade than those by low income economies. This implies that the countries highly dependent upon foreign trade like Korea need to have much more interest in the investment into measurement standards and science which is generally considered to be a public goods.

WTO체제하에서 적합성평가체계 개선을 통한 한국의 TBT 극복방안 - 시험ㆍ교정 분야를 중심으로

Technical barriers to trade(TBT) has been one of the significant non-tariff measures with the advent of the WTO system. The key issue in TBT is that technical regulations, standards, and conformity assessment should not be used as barriers to trade. Particularly regarding conformity assessment, WTO/TBT Agreement recommends members to enter into negotiations for the mutual recognition of results of each other"s conformity assessment as well as to permit participation of conformity assessment bodies located in other members so that it may not act as barriers to trade. The purpose of this recommendation is for members to obtain the reliability of conformity assessment results, which needs the establishment of a comprehensive national conformity assessment system on the basis of measurement science and technology.<BR> Although there exists a national conformity assessment system in Korea, it is not closely linked with measurement science which in turn, causes critical problems in the reliability of conformity assessment results. In this study, therefore, strategic policies were suggested on how to establish a national standards system to gain the reliability of conformity assessment results, especially in the areas of testing and calibration and the improvement of technical capabilities of conformity assessment bodies.

참조표준은 측정표준 및 성문표준과 함께 국가표준기본법에 명시되어 있을 정도로 중요한 표준분야이다. 참조표준은 엄밀한 평가 과정을 거쳐 그 신뢰성이 보장된 수치 데이터를 의미한다. 데이터의 신뢰성을 보장하기 위해서는 데이터의 평가기준 수립, 평가기준에 의거한 데이터 평가 과정을 거쳐야 한다. 이러한 체계를 갖추기 위하여 국가참조표준센터가 2006년에 설립되었으며 2009년 현재 12개의 데이터센터가 지정되어 각 담당 분야별로 참조표준을 확립하기 위한 작업을 수행하고 있다. 본 논문에서는 참조표준의 개념과 참조표준체계, 그리고 활용에 대해 간략하게 기술하였다.
