Our country has been implementing social insurance schemes to cope with economic insecurity problems which have been caused by social risks such as old age, disability, death, unemployment, and health problems. However, there are still many people who have not been entitled to the benefits of social insurance, as its history is very short. The eligibility and the amount of benefit of social insurance is proportional to the contribution records. As a result, a large number of people who lack the economic background were excluded from this system. The study result suggests that the capability of our society to cope with social risks is very weak in general, and the entitlement of social insurance benefits depends on the social and economic characteristics of household significantly.

It is a sharp difference between the government and the labour and civil organization in the perspective about the 10% point benefit reduction which is referred to the substance of amendments to the Nation Pension Act in 2003. The purpose of this paper is to suggest the reference criteria or standards of judgement that can be helpful to decide which of the two is more reasonable and more objective. In the context, this study analyzes the adequacy of aged income, the difference in the combination of its sources and the adequate income replacement rate among income classes, and the role of public pension in the economic security for the aged.

Those who have an invalidity which means a total or partial loss of any part of the body or of any physical or mental faculty are liable not to have sufficient income to purchase goods and services to meet basic needs because of the stoppage or reduction of income. As a prior countermeasures to eliminate and alleviate such a economic insecurity, NPS's invalidity benefit doesn't function properly for several defects in its design. Therefore, from the point of view of invalidity definition, benefit formula, benefit rates, and qualifying conditions, this study aims to analyse the characteristics of NPS's invalidity benefit and find out its problem. Furthermore, this study presents several reform measures in the direction of mitigating ineconomic security for the disabled. Firstly, in calculating the rate of invalidity benefit, it is proposed for credited years to be increased from 20 years to 30 years. Secondly, it is suggested that occupational disability and general disability benefits. Thirdly, for the disabled who satisfy minimum number of years of contributions, they should be endowed with benefit entitlement even if an invalidity occurred prior to an affiliation to NPS. Fourthly, pensionable age for the disabled is necessary to be decreased from 60 years to 55 years like a miner.
