        일본의 지역연구에 있어서 정치학의 현황과 과제

        본 논문은 일본 지역연구의 방법론과 연구경향의 변화를 분석하는데 있다. 특히 정치학적 분석에 주목하여 각 지역별 연구를 분석대상으로 삼았다. 지역연구의 대상, 방법론 그리고 지역연구자 집단의 변화 등을 살펴보고 최근에 진행되어 온 지역연구의 경향 변화에 대해서 경험적 분석을 실시하였다. 일본정치학에서 지역연구는 발전도상국에 대한 연구 내지는 제3세계에 대한 연구로 인식되었다. 이러한 인식의 결과, 주로 정치발전론, 근대화론, 제3세계론 등의 형태로 연구되어 왔다. 1980년대 이후, 분석방법에 있어서 일본정치학은 전통적으로 역사적 분석방법을 이용한 서술적 설명이 주류를 형성하여 왔으나 일본형다원주의자의 등장으로 인해 계량적, 실증적 연구방법이 증가하게 되었다. 지역연구 동향을 각 지역별로 살펴 본 결과, 정치학계에서는 여전히 유럽 지역연구가 많은 비율을 차지하고 있다. 그 다음이 동아시아 지역연구가 많다. 그리고 국제정치학 분야에 한정해 보면, 동아시아지역에 대한 연구가 가장 많고 그 다음이 미국을 중심으로 한 북미지역연구가 차지하고 있다. 이러한 연구동향은 일본과 지리적 문화적 인접성과 군사 안보적 의존은 물론 경제적 이해관계가 밀접하기 때문으로 생각된다. This paper focuses on the analysis of methodology in area studies and its trend in Japan. In particular, this paper traces empirical data in analysing the existing area studies in Japanese political science. Until recently, area studies in Japan has been mainly focused on the analysis of developing countries in the Third World. Especially, theories of political development and modernization have been main concerns of many scholars in Japan. It was not until the 1980s that a series of area studies with empirical and quantitative analyses have been accepted as a new research methodology in Japanese politics. Until the early 1980s, a descriptive and historical explanation has long been accepted as a traditional research methodology. This study found that the main concerns of Japanese area specialists have been given to European countries followed by East Asian countries. In the field of international politics, in particular, the majority of area studies were focused on East Asian countries followed by North American areas. These trend reflects Japan`s traditional concerns on military security and regional economic relations with its neighbouring countries.

      • 인공지능(AI)과 정치의 관계 맺기: AI는 통치수단일 수 있는가?

        The function has been improved by the development of artificial intelligence( AI) technology. AI is playing a bigger role in politics. In fact, AI plays an important role in the decision-making process. Furthermore, AI candidates’ candidacy in local elections is drawing renewed attention in terms of enhancing efficiency in local administration and budget execution. The purpose of this article is to discuss whether AI can be used as a means of governance. There are two different views that allow AI to participate in politics. The first is the view that recognizes AI as a means of governance. The second is to give AI the role of moral advisor. But they are opposed to recognizing the legal rights of future independent AI. Others object to the future recognition of legal rights of AI. The debate over the role of AI is polarized in two directions. AI can’t make the algorithms they need for their growth and activities. AI is a non-independent entity. But AI has the same role as humans. The role of AI may expand. It is necessary to pay attention to the role rather than the independence in the future.

        일본의 18세 선거권도입에 따른 선거교육과 시사점

        We analyze the contents of election education and the introduce process of eighteen suffrage in Japan. That suggests that a research also in Korea. In japan eighteen suffrage after the production was newly introduced election textbooks. In high school, classes are held for civic education. These classes are for a political participation and political interesting of students. The lessons are mainly discussion and participation. the election education is a discussion of the community issues. Students study politics and experience politics in the daily life. In japan, the election education of the school will be added to the participation of the vote. The voting rate of the upper House election is higher than nineteen years old at age of eighteen. The reason is that eighteen years old is a high school student. Such a result suggests the need of positive election education at school. They emphasize active learning by election education in Japan. Lessons that use active learning are also required in korea. The eighteen year-old vote rate is higher than nineteen years old. The reason is the influence of civil education at high schools. In high schools, mock voting and discussion classes are actively conducted. Politics and social participation in young people are increasing. Some schools run the prevoting polling place, and students are participating directly in the polling place management. The case of Japan implicate the necessity of civil education at high school.

        일본자민당 파벌의 정책성향과 대한정책의 우경화 배경

        This study has two main purposes. The first one is to investigate the policy characteristics of the intraparty factions. The second aim is to provide the political conservative shift for korea in Japan. Prime Minister Shinzo Abe was re-elected on Sept. 8 as president of the ruling Liberal Democratic Party (LDP) unopposed. He is set to serve another three-year term as leader of the governing party until September 2018. The LDP was supposed to increase the weight of votes casted by local chapters from the upcoming leadership race in a bid to demonstrate to the public that the ruling party attaches importance to its rank-and-file members as well as its regional organizations. However, the current trend within the LDP has given the public the impression that party members are trying to avoid heated debate because of a Cabinet reshuffle and appointments of party executives that will follow its presidential race. If so, it would be extremely introspective. The LDP has recently tended to avoid active policy discussions. The party has failed to have heated debate on the Act on the Protection of Specially Designated Secrets, reinterpreting the war-renouncing Constitution to open the way for Japan to exercise the right to collective self-defense and the security bills now being deliberated in the House of Councillors, among other issues that are related to the nation``s direction.

        일본 지방자치단체에서 AI/RPA 도입과 행정업무 자동화의 과제

        This paper analyzes the back ground, process and impact of AI and robotics technology adoption in Japanese municipalities. In Japan local government have seen a surge in AI and Robotic technology adoption since two thousand twenty. local government are using AI technology as a way to solve problems such as population decline, aging, economic decline and lack of financial resources. The goals of AI and robotics technology are to increase administrative efficiency, improve resident services, and ensure local sustainability. Japanese municipalities adopt AI and robotics technologies Mobilization varies by prefecture and city. The characteristic is that the request from the administrative organization is bigger than the responsibility of the chief of the local government. Especially in municipalities, several municipalities are cooperating as a means to solve the problems of insufficient financial resources and insufficient learning data. In Japanese local governments, RPA systems are mainly in the fields of finance, accounting and local tax. The RPA system is effective for routine work in which the same work is repeatedly processed. The effects of the introduction of AI and robotics technology are shown in the areas of administrative efficiency and resident services. In the accounting area, the working hours of civil servants have been reduced by 90 per cent. In addition, in relation to the working hours of civil servants, the processing time of veteran employees and newly appointed employees has been reduced from 2.6 times to 1.2 times. It has been reduced. The introduction of AI and robotics technology in Japanese municipalities is recognized as an optimal and new way to solve local problems.

      • 일본민주당의 성공과 실패, 그리고 유권자의 유동성

        This study has two main purposes. The first one is to investigate a growth process of The Democratic Party of Japan (DPJ). The second aim is to provide the change of party system and voter``s volatility in Japan. The Democratic Party of Japan (DPJ) lost its majority in Japan``s House of Representatives in 2012. The DPJ``s which had been in power for about three years until it lost last year``s lower house election, suffered a humiliating defeat, winning the smallest number of seats since its founding in 1998. Its leader Banri Kaieda``s responsibility for the loss is extremely grave as he failed to show clear policies to confront the Abe Cabinet or to dispatch clear messages to voters. The DPJ``s crushing defeat has even called its raison d``etre into question. The DPJ was once successful in becoming one of the two major political parties under the lower house electoral system centering on single-seat constituencies, and taking over the reins of government, but failed to properly run the government. It is inevitable for voters to view the DPJ as a “second LDP,” as it failed to work out specific measures to carry out the integrated reform of the tax and social security systems. DPJ should be aware of its responsibility as the largest opposition party for losing support from voters and failing to spark policy debate and causing politics to lose its dynamism.
