현직 국회의원의 국무총리・국무위원 겸직이 입법활동에 미치는 영향 : 제17∼20대 국회의원을 중심으로

This paper intends to analyze the effect of the current legislators holding the Prime Minister(PM) and Ministers on the legislative activities. The subjects were 1,075 congressmen from the 17th to the 20th. I compared the number of sponsored, passed bills, and proportion of passed bills for the current congressmen who were PM or Minister and those did not and analyzed the impact of serving these subsidiary duty on legislative activities. As a result of this analysis, holding the PM and ministerial affairs has a negative effect on the bill sponsorship. This study is empirically supporting a group of researchers who insist should be totally prohibited from concurrent office because they cannot concentrate on the duty of the legislator. 이 연구의 목적은 현직 국회의원의 국무총리・국무위원 겸직이 입법활동에 미치는 영향을 탐색적으로 분석하는 것이다. 이를 위해 제17대 국회부터 제20대 국회까지 의원 1,075명 을 대상으로 국무총리나 국무위원을 겸직했던 현직 의원들과 그렇지 않은 의원들의 법률 안 대표발의건수, 가결건수, 가결률의 수준을 비교하고, 겸직이 입법활동에 미치는 영향 을 경험적으로 분석하였다. 분석결과, 겸직은 의원의 법률안 대표발의에 부정적인 영향 을 미치는 것으로 나타났다. 이 연구는 국회의원이 총리나 장관을 겸하게 되면 의원 본연 의 직무에 전념할 수 없어 의석 공백 현상과 대표성의 배제가 발생하므로, 겸직을 전면 금지해야 한다는 일군의 연구자들의 주장을 경험적으로 지지하고 있다.

By gelation with sodium silicate and phosphorous oxide in binary system, we investigated the possibility to fix the volatile alkali metal chlorides in a highly stable matrix at high temperature if the product gel is further solidified to form glass or ceramic waste form. The binary system with different metal chloride(MCl) loadings underwent gelation reaction at 70℃ for 1 day and dried at 110℃ for 1 day. XRD analysis showed that all the dried gel contained NaCl and some unknown crystalline phase. From the experimental results, the reaction mechanism can be proposed as follows. Also, the possibility of Cs vaporization could be lowered by the application of the new gel-route stabilization/solidification to treat waste salt. (G,Na)+MCl→(G,M)+NaCl, (G.H)+MCI→(G,M)+HCl.
Aeroallergen Sensitization Status in South Korea From 2018 to 2021

Objectives. Studies on the aeroallergen sensitization status of South Koreans based on large-scale data are lacking. Methods. We analyzed data from 368,156 multiple allergosorbent tests collected by a domestic medical diagnosis company from 3,735 hospitals nationwide from 2018 to 2021. We additionally collected sex, age, and regional data. If the level of an aeroallergen was 0.35 IU/mL or more, the test result for that aeroallergen was defined as positive, and positive cases were defined as those where one aeroallergen was positive. The positive ratio (PR) for aeroallergens was calculated using positive cases. Results. In total, 347,996 cases were analyzed, excluding cases with missing data. The percentage of positive cases was 56.7%, which was highest in adolescents (74.1%) and lowest in the elderly (47.0%). All four types of mites had high PRs (0.382–0.655), and mold had low PRs (0.023–0.058). Among pollens, the PRs of grasses were generally high (more than 0.14), followed by weeds (approximately 0.10), and the PRs of woods was less than 0.1. For animals, cats and dogs had the highest PRs, at 0.231 and 0.183, respectively. The value for cockroaches was also high, at 0.211. The PRs of indoor aeroallergens, such as mites, molds, and animals, were high in adolescents, and those of pollen and cockroaches were high in the elderly. In Jeju, the PR of Japanese cedars was extremely high (0.222). Conclusion. Koreans were found to be sensitized to a wide variety of aeroallergens. There were significant differences in sensitization patterns according to age and region.

Effect of MgO, CaSO4, and CaF2 addition on the formation of clinker minerals in portland cement have been investigated by measuring the amounts of free-CaO and C3S in the fired specimens and analyzing the Mg and S concentration in C3S and C2S. It was found that CaSO4 inhibited C3S formation but MgO addition offset this effect of CaSO4. MgO addition also enhanced the mineralizing effect of CaSO4+CaF2, resulting in the acceleration of C3S formation. It was suggested that Mg might inhibit the formation of sulphate compounds rim around C2S and thus C2S+CaOlongrightarrowC3S reaction was facilitated.
Fatigue Behavior of Blast-treated Out-of-plane Gusset Fillet Welded Joints

Blast cleaning prior to coating has been applied in newly built steel structures for cleaning forged surface and increasing adhesive property of applied coating systems. However, the effect of surface preparations by blast cleaning treatment on fatigue behavior of welded joints is not considered in Fatigue Design Codes. In this paper, fatigue tests were carried out on four types of out-of-plane gusset fillet welded joints, as-welded gusset specimens and three types of blast-treated gusset specimens, and then the effect of the blast cleaning treatment on the fatigue behavior of the welded joints was studied. The radius of curvature at weld toe of the blast-treated specimens was larger than that of as-welded specimens. The fatigue test results showed that the fatigue life of the blast-treated specimens is longer than that of as-welded specimens in low stress ranges, even though there is no significant difference in fatigue life between the two types in high stress ranges. Over 167% increase in fatigue limit could be realized by using blast cleaning treatment.
