Objective : In this day and age with the increasing concern for health and skin aesthetics, there is a demand for comprehensive treatments that utilize the unique methods of Korean medicine for the primary purpose of enhancing physical and cosmetic health. Therefore, to promote the development of various aspects of Korean medicine skin aesthetics and dermatological treatment, the papers that have been published in the last 5 years are categorized and typified. Method : A total of 130 papers published between 2016 and 2020 were searched using "skin" as the search term. Among them, excluding 12 papers that were not related to skin, 118 papers were selected for the study. The papers were searched from the “Traditional Medicine Specialty Portal", and even if there was an overlap of one paper, it was repeatedly mentioned in various fields. ResuIt & Concision : 12 research papers, 5 clinical research papers, 24 case study papers, 46 experimental research papers, 2 comparative research papers, and 29 literature research papers. In the course of the data survey, studies related to atopic dermatitis were the most common. Korean medicine skin care is highly stable, with few side effects, good results, and easy methods. Therefore, Korean medicine skin cosmetology has been developed to meet the needs of many people for skin cosmetology.

It is believed that social overhead capital(SOC) is one of the essential contributors for economic growth in both developed and developing countries. Recently in Korea. public is irate over the problems caused- by insufficient investment in the social overhead capital(SOC). Congestion problems in harbour capacity as well as highway. urban main roads are in the public eye. Hence. with limited resources. government has to invest in infrastructure. Therefore. it is necessary to plan the SOC system properly to cope with the future challenging demands. This study develops the methods of estimating the stock of social overhead capital in Korea. Polynomial benchmark year approaches were used to derive the depreciation rate and increase in SOC stock was estimated. In Korea. stock in social overhead capital was not increased proportionally in relation to the amount of sectoral investment. This was caused mainly by rapid increase in land price.

벤치마킹 비용편익분석방법을 활용한 대청댐 비용 편익 분석과 정책적 시사점

일반적으로 공공사업을 추진하는 경우에 공익을 우선시 하다보면 해당지역이 피해를 보게 되는 경우가 있는데 이 경우 피해규모를 추정하고 피해를 보상하는 방안을 다양하게 검토 할 수 있다. 본 연구는 이와 같은 사례를 한국의 대청댐 사례로 분석한 연구이다. 본 연구에서는 벤치마킹 비용편익분석 방법을 적용하여 대청댐 건설 및 운영에 대한 비용 편익분석을 시행하였고 어떠한 경제적 성과를 남겼는지를 분석하였다. 정책의 사업 타당성 여부는 비용 편익 분석으로 나타낼 수 있는데, BM 편익 분석 결과 편익보다 비용이 더 크게 발생하는 것으로 추정되었다. 또한 피해 내용을 계량화하기 위하여 시장가치평가법을 사용하였다. 인근 유사한 성격을 지닌 소양강댐, 안동댐, 그리고 충주댐의 사례를 벤치마킹하여 주민 감소, 지방세 감소, 교통 불편, 농지 및 임야 소득 등의 피해액을 산정하였다. 비시장가치의 경우에도 대체시장이나 유사대체재를 이용하거나 주민들의 비용 지출 크기 등을 계량화하여 분석한 결과, 편익보다 비용 또는 피해가 더 큰 것으로 추정되었다. 음(-)의 순편익을 보전하기 위하여 주민 보상에 일조하는 사업을 시행하여 편익을 창출하는 방안이 필요함을 제시하였고 정책적 시사점을 도출하였다. This paper analyzed a certain economic performance of the construction and operation of Daechung Dam in South Korea. Instead of a direct cost- benefit analysis, we use benchmarking benefit analysis because of budget constraint. As a result, the cost generated from the dam seems to be greater than the benefit of it. Moreover, in order to quantify the damage, the market value of the contents was used as an evaluation method. Benchmarking the examples of Soyang-gang Dam, Andong Dam, and the Chungju Dam, we estimated the volume of the damages such as the population reduction, the local tax reduction, the transportation problems, and the earning reduction from the agricultural and the forest land. Also, negative effects were presented through the evaluation method of the market value. Finally, we suggest the business of the sightseeing ship in Daechung Dam to the local and the central government for the alternative of residents compensation and the efficient use of the budget. We drew some policy implication using this case.
