인류는 우월한 인종으로 선택받고자 했던 프로메테우스의 욕망을 포기할 수없어 일부 과학자들의 도움으로 우생학 프로그램을 수행했다. 과거의 우생학은 인간 존엄성을 훼손하는 수단으로 전락하고, 이 결과로 우생학의 명분은 점점 사 라져 갔다. 그러나 생명공학의 눈부신 활약으로 점점 새로운 우생학이 고개를 들기 시작했는데, 21세기 생명공학 기술과 손잡고 태어난 것이 바로‘자유주의 우생학’이다. 자유주의 우생학은 인간 유전자 개량과 깊은 관련이 있다. 이러한 우생학은 인간의 신체를 개량하여 보다 우수한 유전자를 확보할 수 있는 점에서 과거의 우생학이 가진 인간 존엄성 훼손과는 다른 윤리적 문제를 낳고 있다. 특히 인간 유 전자를 개량하면서 나타나는 문제는 태어나기 이전부터 인간을 길들일 수 있다는것 곧 생명정치와 깊이 관여된다. 게다가 유전자 개량은 인간 배아를 실험 도구로 보고 인간 신체개량이라는 점에서 이 실험을 통해 인간 신분이‘이미 정해진’상태 로 태어나는 생명정치 문제와도 연결된다. 우수한 유전자를 지니고 태어난 인간은 그렇지 못한 인간을 지배하기 때문에 태어나기 이전부터 인간 계급의 발생이 불가피하다. 뿐만 아니라 인간 유전자의 개량은 배아를 대상으로 실험이 전제되 기 때문에 배아의 존엄성과 인간 복제와도 깊은 관련이 있다. 따라서 이 글은 자유주의 우생학의 윤리적 문제점을 시작으로 그것과 생명정치와의 관련성 및 배아복제 문제를 다루게 될 것이다. 이러한 문제의식을 갖고 생명정치를 통한 계급 발 생에 대한 문제점과 유전자 결정론 및 배아와 인간 존엄성을 살펴보고 익명성으로서의 배아 존재에 대한 이해와 인간학적 보편성을 제시할 것이다. Humankind begins to embody eugenics program benefited from some scientists seeking Prometheus’ desire that wanted to be selected as superior race. For a decade, eugenics gradually degraded into a denigrating tool to destroy human dignity and its justification grew vague accordingly. With the emerging of biotechnology, eugenics began to revive in the name of “liberal eugenics” to cope with the 21st biotechnology. The liberal eugenics is deeply connected with improvement of human gene. Such a eugenics is now causing another ethical issue in terms of securing a superior gene by improved body that is quite different from former eugenics described above. The newly raised issue is also closely referred to bio-politics that claims human race can take its genes by means of bio-technology even before coming into the world. Bio-politics is also related to a ethical issue, so as to speak “predetermined clique.” It causes a serious social hierarchy in that a human with superior gene can rule over the inferior human. Since it requires a intentional experiment of embryo, manipulating of human gene might influence on dignity of embryo and human cloning. Bringing up such a problem, this study tried to examine some issues like ethical perspective on eugenics and its relation with bio-politics or embryo cloning. Based on this premise, this study raised some questions asking how we can preserve human dignity against gene determinism and predetermined social status, on which we can suggest a universal value of humankind and advisable understanding of anonymous embryo.
