        Objective of this study is to clarify the basis of theoretical and practical bases to improve human resource of Thanh Hoa province’s Social Security Industry. For this purpose of the study, based on the findings and applying academic issues related to human resource and human resource development combined with practical experiences gained from human resource management works, the thesis analyzed the human resource situation of Thanh Hoa province’s Social Security Industry. Through surveys, assessment, indicated good points and limitations of the operation, management and development of Thanh Hoa province’s Social Security Industry’s human resource. Research found out reasons caused the problems and recommended solutions for improvement of the Social Security Industry’s human resource quality and development.

        Human resources is an important factor determines the development of an organization, so “An Investigation into the determinants of Human Resources Management at Binh Thanh District" is truly necessary for the development of economic aspect and society of Binh Thanh district. To do this topic, we have studied several theories of governance and human resources survey conducted by some preliminary research experts at Binh Thanh district. On that basis, we recommended research model including 5 factors are: Demand, Planning, Recruitment, Maintenance and Development, Evaluation. With 5 hypothesis is:  Hypothesis 1: Planning human resources needs haves an influence on the development of human resources.  Hypothesis 2: The work of recruiting and attracting human resources have an influence on the development of human resources.  Hypothesis 3: The work of training human resources have an influence on the development of human resources.  Hypothesis 4: The work of using human resources have an influence on the development of human resources.  Hypothesis 5: The employees’ evaluation have an influence on the development of human resources. Then, we designed the survey questionnaires providing quantitative qualitative factors. We handed out 180 questions, collected 170 questions and has 10 unvalid question. We conducted a descriptive analysis panel statistics, analyzing factors, checking the reliability Cronbach's Alpha and then regression verification. From justice verification and regression analysis results from rotation matrix that from hypothesis 5 factors which affects “An Investigation into the determinants of Human Resources Management at Binh Thanh district”, we still have 5 factors which are: Demand, Planning, Recruitment, Maintenance and Development, Evaluation expressed by the following regression equation: Y =  1X1 +  2X2 +  3X3 +  4X4 +  5X5 From the research results, we have proposed a number of measures in order to develop human resources at Binh Thanh district as follows: 1. Need accurately determine training needs 2. Recruitment 3. Strengthening evaluation after effective training 4. Advanced training methods – development 5. Maintenance and development 6. Improved assessment Through the results of the research I found there are some certain shortcomings during the study period because of my limited experience. I really look forward to teachers’ comments to my master thesis.

      • 遺傳資源의 利益共有에 관한 法的 考察

        Genetic Resource, which is defined as a genetic material of actual or potential value, were considered a common heritage of mankind and, as such, were subject to a free-flow paradigm. However, with the increasing actual or potential value of genetic resources through the emergence of the new technologies, the principle concerning the equity of intellectual property is now applied in the issue of genetic resources. Ever since, discussions concerning genetic resources and benefit-sharing and their intellectual property have taken place in numerous international fora. Multilateral systems (MLS) for benefit-sharing is considered adequate in the area of plant genetic resources for food and agriculture in order. to ensure the sustainable agriculture and food security. Recently, MLS for benefit-sharing in the context of revision of International Undertaking on Plant Genetic Resources for Food and Agriculture was established by Commission on Genetic Resources for Food and Agriculture of the FAO. The provision stipulates that whenever the use of genetic resources accessed under the MLS results in a product which is covered by an intellectual property right that restricts utilization of that product for research and plant breeding, the right holder shall pay a certain royalty on the commercial exploitation of the product into a benefit-sharing mechanism. However, practical work have to be undertaken to develop possible legal and institutional frameworks for the implementation of this mechanism. Therefore, it seems urgently necessary for preparing expertise and experience with the administration of international intellectual systems to implement intellectual property-based benefit-sharing arrangement under MLS and thus to achieve the international harmony with the national system. Contractual agreements, referred collectively as "Material Transfer Agreements (MTAs)", are currently the most common legal tool for bilateral approach in benefit-sharing mechanism. An increasing range of stakeholders have made efforts to formalize and standardize their agreements in order to lower the transaction cost of negotiating agreement. However, increasing controversy and confusion have surrounded the intellectual property clauses of MTAs for genetic resources since changing environments of genetic resources policy requires that the intellectual property clauses of agreements reflect a crafted balance between the policy objectives of conservation, food security, etc, and the interests of various stakeholders. For the purpose of assisting stakeholders involved in the process of achieving mutually agreed terms, Bonn guideline is developed by an Ad-hoc Open-Ended Working Group on Access and Benefit-sharing under CBD. This guideline addresses essential elements which is relevant for benefit-sharing, such as terns for prior informed consent and mutually agreed terms. However, contractual agreements cover an almost limitless range of combinations of materials, actors, and uses of genetic resources as a result of the rapid developments in the field of biotechnology. Therefore, it would be necessary for stakeholders to develop the most appropriate model intellectual property right clauses for preparing their benefit-sharing contracts. This could be achieved if model intellectual property right clauses are developed in a way to elaborate the possible permutations of each variables (e.g., different types of genetic materials, different types of stakeholders, etc). Moreover, the above-mentioned frameworks, either M E or contractual agreements, for benefit-sharing would be more effectively accomplished through the national development of legislative, administrative and policy measures which are consistent with existing international intellectual property standards.

      • 중국 울현 전통촌락 어메니티자원 특성 및 평가체계 구축 연구

        Hebei Province in China is an area with distinct farming and settlement cultures, there are many traditional villages in the province, especially Yuzhou, located at the foot of the Great Wall, is now called Yu County, which is one of the birthplaces of eastern human beings 2 million years ago, and also an important part of Hongshan Culture, Yangshao Culture and Hougang Culture. As the seat of ancient country and ancient county, Yu County was one of the sixteen states in the Song and Liao dynasties, with a 6000-year civilization evolution history and a 3000-year establishment history, it was the crossroads of Chinese civilization. There are many traditional villages with important culture genes and passwords in Yu County. It has the cultural value and aesthetic value of inheritance and development, and also contains peopleʻs infinite nostalgia and hope today. Only by sorting out, analyzing and researching the Amenity resources of these traditional villages can we better inherit and protect local resources. Thus, the paper aims to study "Amenity resource elements" of traditional villages in Yu County, investigate and analyze its natural resources, cultural resources and social resources to summarize the development status of resource elements in tradional villages. To do a good job in the reasonable protection, development and utilization, and scientific management of Amenity resources in traditional villages with all resource elements evaluated. The paper takes 40 villages listed in the Chinese traditional villages including Yu County as the research object, masters the current resource elements and basic information of Amenity resource elements in traditional villages in Yu County through literature, field investigation and government official website and the average value, standard deviation value, etc. by the basic information data of traditional villages in Yu County, and summarizes the current situation of Amenity resources in traditional villages in Yu County.The villages with a good current situation of topographic resources account for 87.5% of total villages, the villages with a good current situation of traditional resources account for 30% of total villages, and the villages with a poor current situation of traditional resources, but good facilities and materials account for 37.5% of total villages. Traditional resources account for 45% of total resources and such proportion is the highest, while the water resources account for 1% of total resources and such proportion is the lowest. There are 122 village resource averagely and the standard deviation reaches to 50.39. There are 146 historical and cultural tourism village resources averagely and the standard deviation reaches to 73.29. The quantity of other traditional resources reaches to 107.7, and the standard deviation reaches to 20.49. There are the most historical and cultural tourism village resources with the largest deviation. The change in traditional resources is the largest, followed by facilities and materials and specialty resources, and the change in terrain resources and water resources is the smallest. The correlation of different types of resources in traditional villages of Yu County is obtained by related analysis, and the correlation of traditional resources and facilities and materials is 81.7% which is the largest. The correlation of water sources and facilities and materials is 65.1%, the correlation with landscape resources is 47.1%, the correlation with traditional resources is 46.4%, the correlation between terrain resources and traditional resources is 42.4%, the correlation between plant resources and community resources is 35.4%. In addition to the facilities and materials, the traditional resources are also related to community resources, landscape resources and specialty resources with the correlation reaching to 49.9%, 43.8% and 60.3%, respectively. The correlation between landscape resources and community resources is 76.5%, the correlation between landscape resources and facilities and materials is 44%, and the correlation between landscape resources and specialty resources is 38.5%. The correlation between specialty resources and facilities and materials is 45.4%, the correlation between specialty resources and community resources is 34.7% and the correlation between facilities and materials as well as community resources is 41.4%. The correlation between old castles and old pavilions is 40.3%, the correlation between old castles and ancient colleges is 37%, the correlation between old castles and inner streets is 50.4%, the correlation between old pavilions and inner streets is 42.4%, the correlation between old pavilions and other buildings is 33.3%, the correlation between ancient temples and geomantic geography and legend is 35.4%, the correlation between old temples and geomantic geography legends is 42.1%, the correlation between ancient colleges as well as courtyards, former residences and inner streets reaches to 34.1%, 34.9% and 52.4%, the correlation between courtyards and former residences is 38.9%, the correlation between courtyards and other buildings is 40.8%, the correlation between former residences and well-known personages is 33.8% and the correlation between former residences and other buildings is 35.9%. Through regression analysis again, I know the relationship between basic information data like population and area of traditional villages, etc. and various resource data in Yu County. The correlation between the total resources and the number of traditional village households reaches to 62.3% at the 95% significance level. The correlation between water resources and arable land area reaches to 74% at the 99% significance level. The correlation between plant resources and arable land area reaches to 50.8% at the 95% significance level. The correlation between traditional resources and permanent resident population and households reaches to 58.2% at the 95% significance level. The correlation between facility resources and households reaches to 72.3% at the 95% significance level. According to the result of separate analysis on traditional resources, the correlation between traditional residences as well as courtyard, well-known personages and streets reaches to 90.5% at the 99% significance level, and the correlation between traditional residences and other buildings reaches to 90.5% at the 95% significance level. Finally, by the questionnaire inquiry, the resource evaluation system of Yu County traditional village, Amenity is obtained by Delphi method, and the AHP method expert weight questionnaire and FCE method expert fuzzy comprehensive evaluation questionnaire are set to get the synthetic data for contrastive analysis of AHP method and FCE method. Based on Delphi method, the primary indexes are composed of natural resources, cultural resources and social resources; the secondary indexes include water resources, topographic resources, plant resources, traditional resources, landscape resources, specialty resources, facility resources and community resources; the tertiary indexes include 36 indexes used to evaluate the importance of traditional village resources in Yu County. The priority of the three primary indexes is cultural resources (0.637) > natural resources (0.2583) >social resources (0.1047). Experts have recognized the importance of the three indexes, and the cultural resources are very important, too. In the secondary indexes, traditional resources quality (0.4777) >quality of water resources (0.1645) >quality of landscape resources (0.1592). Experts agree that traditional resources are the most important, they are the cultural foundation of traditional villages. The quality of water resources is second important, so we should pay attention to the protection of water resources. The quality of landscape resources come the third. Landscape resources are an important resource for the economic development of a region, and the emphasis on landscape resources is good for the development of traditional villages Among the 36 tertiary index importance weights, the inheritance of architectural style (0.1872)>integrity of architectural style (0.1194)>water cleanliness (0.0864)>cultural landscape (0.0621)> coordination of old and new buildings (0.0536), classical style buildings (0.0529), management level of water resources (0.0459)>value of intangible culture (0.0363)>sustainability of landscape (0.035)>protection of ancient trees (0.0337), etc. All experts make an agreement on the importance of these 10 indexes. The results of AHP method have been verified by FCE method, and the membership degree of the evaluation index has been evaluated, showing the membership degree of Amenity resources of traditional villages in Yu County is 7.3546, which obtains the "important" grade. In conclusion, for the good development of traditional villages in Yu County, it is necessary to pay attention to the inheritance of traditional architectural style, the integrity of traditional architectural style, the protection of water environment, and the protection and inheritance of cultural landscape, etc. 중국 허베이성(河北省)은 농경문화와 정주문화가 뚜렷한 지역으로 성(省) 곳곳에 전통촌락(古村)이 많이 잔존한다. 특히 만리장성에 인접한 울주(蔚州) 즉 현재의 울현(蔚縣)은 이러한 특성이 더욱 강한 지역이다. 울현은 200만년 전부터 동양 인류의 발원지의 하나로 홍산문화(紅山文化). 앙소문화(仰韶文化), 후강문화(後崗文化)의 중요한 부분을 차지하고 있다. 뿐만 아니라 고대국가 고대군의 치소가 있는 곳으로 송료시기(宋遼時期) 연운16주(燕雲十六州之一) 중 하나이며 6,000년의 문명 진화사와 3,000년 건제사(建制史)를 가진 천년 고현으로 중화문명의 꼭짓점이기도 하다. 울현에는 수많은 전통촌락이 있고 문화의 중요한 유전자와 암호를 가지고 있다. 또한 율현에는 전승과 발전의 문화적 가치와 미적 가치를 가지고 있으며 오늘날에도 사람들의 무한한 향수와 희망을 담고 있다. 이러한 전통촌락의 어메니티자원을 정리하고 분석 연구하는 것은 향토자원을 온전하게 전승하고 보호할 수 있는 초석(礎石)이다. 따라서 울현지역 전통촌락의 자연자원, 문화자원, 사회자원 분야 등의 어메니티자원요소를 분석 및 고찰은 율현 마을의 보존과 경관 형성의 첩경(捷徑)이기도 하다. 이와 같은 배경에서 본 연구는 율현 전통촌락의 어메니티자원 요소들의 조사는 물론 어메니티자원의 합리적 보존과 개발 이용 그리고 과학적 보존관리를 목표로 시도되었다. 본 논문은 울현지역의 중국 전통촌락으로 지정된 40개 촌락을 연구 대상으로 문헌조사, 현지실사, 정부공식 홈페이지를 통해 울현 전통촌락의 어메니티자원요소 현황 데이터와 기본정보 데이터를 입수하였다. 이 자료를 토대로 울현 전통촌락 기본정보 데이터를 통해 데이터 간 평균치, 표준편차치 등을 파악하여 울현 전통촌락 어메니티자원의 현황을 종합 분석 정리한 결과, 지형자원의 현황이 비교적 양호한 촌락의 수가 촌락 전체의 87.5%를 차지하였다. 전통자원의 현황이 비교적 좋은 촌락은 총 촌락수의 30%를 차지하고 전반적으로 전통자원 현황이 부정적인 것으로 나타났다. 한편 시설물자원이 비교적 좋은 촌락은 총 촌락수의 37.5%를 차지하였으며 전통자원은 총 자원수의 45%로 비율이 제일 높고 수자원은 총 자원수의 1%로 비율이 제일 낮았다. 촌락의 자원 평균수는 122개, 표준편차는 50.39였다. 그리고 역사문화관광촌락의 평균 자원수는 146개이며 이에 따른 표준편차는 73.29였다. 기타 전통촌락은 107.7개, 표준편차는 20.49개이다. 역사문화관광촌락의 자원수가 가장 많고 편차가 제일 큰 것으로 밝혀졌다. 한편 전통자원의 변화가 가장 크고 다음은 시설물자원, 특산물자원, 지형자원, 수자원으로 변동폭이 점점 작은 것으로 드러났다. 울현 전통촌락의 유형별 자원 간의 상관성을 분석을 통해 전통자원과 시설물자원의 상관성을 계상한 결과는 81.7%이며 수자원과 시설물자원의 상관성는 65.1%, 경관자원과의 상관성은 47.1% 그리고 전통자원과의 상관성은 46.4%였다. 또한 지형자원과 전통자원의 상관성은 42.4%이며 식물자원과 공동체 자원의 상관관계는 35.4%로 나타났다. 전통자원에서 시설물자원 이외에 공동체자원, 경관자원, 특산물자원과도 일정한 관련성이 있으며 각각 49.9%, 43.8%, 60.3%이다. 경관자원과 공동체 자원의 상관성은 76.5%로 상관성이 매우 높으며 시설물자원과 상관성이 44%, 특산물자원과의 상관성은 38.5%였다. 특산물자원과 시설물자원과의 상관성은 45.4%, 공동체자원과의 상관성은 34.7%, 시설물자원과 공동체자원과의 상관성은 41.4%이다. 고보(古堡)와 고각(古閣)은 일정한 관련성이 있으며 40.3%이다. 서원과의 상관성은 37%, 길거리와의 상관성은 50.4%이다. 고각과 길거리의 상관성은 42.2%, 기타 건축과의 상관성은 33.3%였다. 고사(古寺)와 풍수지리 전설과는 35.4%의 상관성을 보였다. 고묘(古廟)와 풍수지리 전설과는 42.1%의 상관성이 있었다. 서원(書院)과 대원(大院), 고거(故居), 길거리(內街)와도 상관성이 있으며 각각 34.1%, 34.9%, 52.4%이다. 대원과 고거는 38.9%의 상관성이 있으며 기타 건축과의 상관성은 35.9%의 상관성이 있다. 한편 회귀분석을 통해 울현의 전통촌락 인구, 면적 등의 기본 정보 데이터와 각종 자원 데이터 사이의 관계를 파악하였다. 자원 총수와 전통촌락 가구 수는 95% 유의수준에서 62.3%의 상관성이 있었다. 수자원과 경지면적은 99% 유의수준에서 74%의 상관성이 있었다. 식물자원과 경지면적은 95%의 유의수준에서 50.8%의 상관성이 있었다. 전통자원과 상주인구, 가구 수는 95%의 유의수준에서 58.2%의 상관성이 있었다. 시설물자원과 가구 수는 95% 유의수준에서 72.3%의 상관성이 있었다. 전통자원에서 전통주택과 대원, 유명인물, 길거리, 기타 건축의 상관성이 있으며 99% 유의수준에서 90.5%의 상관성이 있다. 전통주택과 기타 건축 95% 유의수준에서 90.5%의 상관성이 있다. 이어 설문조사법을 통해 델파이법으로 지표별 선별 설문조사를 실시해 울현 전통촌락 어메니티자원평가 체계를 도출하고 AHP 전문가 가중설문, FCE 전문가 퍼지종합 평가 설문지를 만들어 종합적인 가중치 데이터를 얻어 AHP법과 FCE법을 비교 분석하였다. 델파이법을 통해 1급 지표는 자연자원, 문화자원, 사회자원으로 구성 되었으며 2급 지표는 수자원, 지형자원, 식물자원, 전통자원, 경관자원, 특산물자원, 시설물자원, 공동체자원으로 구성 되었고 3급 지표는 울현의 전통촌락 어메니티자원의 중요성을 평가하는 지표로 36개 항목으로 구성되었다. 1급 지표 3개의 중요도 가중치 순위는 문화자원(0.637) > 자연자원(0.2583) > 사회자원(0.1047) 순이었다. 전문가들은 3개 지표의 중요성을 인정했으며 문화자원의 중요도는 상당히 높았다. 2급 지표 중에서는 수자원의 가중치가 가장 높은 것으로 나타났으므로 수자원을 중시해야 한다고 사료된다. 다음은 경관자원으로 이를 중시하는 것은 전통촌락의 양호한 발전에 도움이 되기 때문인 것으로 사료된다. 3급 지표 36개의 중요도 가중치는 건축양식의 전승성(0.1872) > 건축풍모의 완전성(0.1194) > 수자원 청결도(0.0864) > 경관의 문화성(0.0621) > 신구 건축물의 조화성(0.0536) > 건축의 고박성(0.0529) > 수자원 관리도(0.0459) > 무형문화의 가치성(0.0363)> 경관의 지속 가능성(0.035) > 고목 보호성(0.0337)순이다. 이들 10개 지표의 중요성에 대한 평가는 모든 전문가가 일치한다. AHP 결과는 FCE 법 검증을 통해 평가지표에 대한 종속도를 평가 했으며 울현 전통촌락 어메니티 모호 포괄적 평가 종속도는 7.3546점으로 중요 등급을 받았다. FCE 법을 통해 AHP 결과를 검증한 결과 순위가 거의 일치하는 것으로 나타나 AHP 평가체계는 합리적인 평가체계인 것으로 검증되었다.이를 통해 합리적인 평가체계를 구축하였다.결론적으로 울현 전통촌락의 양호한 발전을 위해서는 전통촌락 건축양식의 전승, 전통건축의 온전함, 물 환경의 보존, 경관 문화성의 보존과 전승 등을 중시하는 것으로 나타났다.

      • 人的資源의 會計的 測定에 관한 硏究

        Human resources accounting attempts to measure the value of investment about the enterprise and the change of human resources. This means that it increases the effect of business management by using it , effectively and transmitting the information about it to a user through the monetary measurement of human resources. Therefore, the purpose of human resources accounting is to develop the effective business management and design the accounting system which unifies the human, material and financial resources to improve decision-making system. This paper deals with the problems of measuring the value of people at the same level of traditional accounting system. Measurements of human resources value are anticipated to be useful in the following information needs for : ① manpower acquisition, development and allowcation, ② its change in value and present state, ③ evaluation the effectiveness of management's maintenance and utilization of human assets. Measurement methods suggested by advocates of human resources accounting last two decades are systematized on the basic of exchange input value and output value in trade maket. Human resources accounting is one of the undeveloped field in our country or other contries except America. Thus, in order to introduce and enforce the system of human resources accounting we will prepare the foundation about it systematically as the following ; The first : There is needed a long-tern investigation for the introduction of the system of human resources accounting. The second : A manger must recognize the importance about human resources and each one of employees as a member have to understand that the will to work has great influence on the management record. The third : We must always develop the way of using the information about human resources accounting in enforcing the human resources accounting and be able to use it in decision-making whether it is the monetary information or not. The fourth :We must equip a unified system in an enter prises in order to control the human resources.

      • Human Resources Development in Thanh Hoa Province up to 2020

        The purpose of research is to assess the real state of human resources development of Thanh Hoa province in the period of 2001 - 2010, to promote the achieved outcomes and fix the shortcomings and propose solutions to develop human resources of Thanh Hoa province in the stage of 2011 – 2020. The thesis draw some comments as follows. First, based on labor resources theoretical foundation, the thesis has codified a theoretical basis of labor resources, high quality labor resources; clarified the role of high-quality labor resources in the process of industrialization modernization and integration; analyzed factors affecting on developing high quality labor resource. Developing high quality labor resource has organic relationship with economic restructuring, labor structure; with the national education system. High quality labor resource has a very important role in economic growth, improve competitiveness of national, enterprises and products. Requirements of labor resource development is to meet the labor restructuring toward industrialization and modernization; linking training and using labor resources, training labor resource market development in the context of interogation are objective requirements. With the methodological overview, analysis illustrated with specific data on the status of labor resources in Thanh Hoa province in the period 2001-2010 shows that despite many shortcomings and weaknesses quantity, quality, training structure, using and managing this team, but labor resources in Thanh Hoa province has contributed positively to the economic growth of the province, contributing to economic restructuring, labor structure in the direction of urban development of civilization and modernization. Through analysis also showed the potential development of high quality labor resources in Thanh Hoa is great, if known to promote, with appropriate policies to stimulate the high quality labor resources in Thanh Hoa will develop rapidly . Third, from the reforming policy, education reform - general education, vocational education in particular of the Party and State in the new period, the thesis proposed solutions system of high-quality labor resources development in the province of Thanh Hoa in the near future (2020). The most important orientation is basic renovation of the training labor resources towards diversification, standardization, modernization and socialization.         Topics about developing and improving the quality of human resources have been discussed among state socialists, scientists and organizational staffs . The purpose of this research is to offer some solutions for improving the quality of human resources. From the analysis and assessment of the condition, subjects were given a number of measures to improve the quality of human resources in the enterprise of the Nghi Son Economic Zone in Thanh Hoa province contribute to the extended enterprise, developing production and business activities, improve competitiveness in terms of international economic integration deeper. The research suggested some insights. Firstly, businesses in Nghi Son economic zone requires investment training to improve the quality of human resources in various forms such as: training organizations in the enterprise collaboration, orders for the training institutions to train the workforce is good, In line with production and business requirements of the enterprise organization to visit and study the experience of enterprise production and business conditions similar. At the same time, businesses in Nghi Son economic zone to create a favorable working environment and create conditions for workers promote initiatives for production engineering; create cohesion between workers and enterprises, between the workers together, employees can develop their capacity to contribute enthusiastic forte in production and business operation of the unit. Besides the efforts of businesses in Nghi Son economic zone in the training of quality human resources, the State, namely that Thanh Hoa provincial government, there should be policies to support enterprises in Nghi Son economic zone.

On the basis of the data collected, research tries to evaluate the overall performance of training and employing manpower resources by law to support the ethnic minority people in Thanh Hoa province. And also analyzed and assessed the practical situation and developed manpower resources by law to support the ethnic minority people, thus exploring the strong points and weakpoints, the advantages and disadvantages for the basis of making suggestions and giving measurements to develope the manpower resources suitable for the practical situation.

      • Topic model-based temporal analysis method to enhance the integrative analysis of multiple resources

        Information resources such as academic papers, patents, and Web news articles serve as valuable materials for information analysis. By appropriately applying such resources, the technologies related to trend analysis and prediction can be performed more effectively. Although a number of analytical studies have been discussed, several common limitations exist in the methodology. First, most studies have focused on analysis using a single information resource. Second, despite several attempts to link heterogeneous resources, most works have attempted to connect patents and papers only using citation information. Third, no attempts have been undertaken to analyze comprehensively Web news articles considering a relationship with papers or patents. Thus, this study aims to provide a temporal analysis method to utilize papers, patents, and Web news articles in an integrated manner. To this end, the time gaps between multiple resources were analyzed by conducting text mining-based content analysis. Based on the premise that Web news articles are the most up-to-date, the following objectives were set. First, this study intended to analyze the characteristics of main topics of multiple resources and time-series trends using the topic modeling technique. Second, the proposed method aimed to determine whether the distinct time gaps occurred between multiple resources. Third, this study tried to reveal whether a distinct time difference phenomenon appeared across academic fields. If a time gap in a specific academic area is shorter, the subject of the academic area changes faster than any one of other academic areas. For data collection, papers and patents were collected from S&T portal sites for more than 14 and 12 years, respectively, whereas Web news articles for more than 12 years were also collected using a Web crawler. Apart from three representative resources, proceedings for about three years were collected. Proceedings were used only for pre-validation to evaluate performance of the proposed methods. To compare characteristics between subject areas, a total of 1.443 million documents were collected from the fields of computer science and medical science. Latent Dirichlet Allocation (LDA), a topic modeling technique highlighted in the text mining area as of late, was used to estimate the time gaps between multiple resources. Resources were conceptualized using a topic modeling technique based on the latent meaning. A time gap analysis was conducted by measuring and comparing topic similarity between two heterogeneous resources. Furthermore, the results of the time gap optimization and estimation were derived via the experiment. The interpreted results were then validated using two evaluation methods; first, through measuring the clustering tendency of terms based on statistical methods, and second, through content-centered analysis on the topic modeling technique. An evaluation method of topic modeling was employed to identify how the topic's subject changed according to time flow. The results of the time gap analysis are summarized as follows. First, topic modeling was effective in determining the content characteristics and time-series trends of papers, patents, and Web news. Second, the noteworthy time gap phenomenon was revealed using the time gap analysis based on topic modeling. Third, the experimental result of comparison between patents and papers showed that patents were more up-to-date compared with papers. That is, Web news articles had the highest order of the up-to-date property, followed by patents and papers. Fourth, results of the time gap optimization and estimation showed the time gap intervals of the medical science field were shorter than those of the computer science field. This finding showed that resources of the medical science field had more up-to-date property, and thus prompter disclosure to the public. Fifth, to evaluate the performance of topic modeling, the effect of the analysis was measured via computational methods by using a power-law exponent measurement. Sixth, content analysis of representative topics in Web news articles explained well the time difference phenomenon between computer and medical sciences. The contributions of this study to the information analysis area can be summarized in the following. First, the proposed method contributes to in-depth understanding of various resources by interpreting content characteristics and time-series trends. Second, representative resources for information analysis can be analyzed in an integrated manner; the proposed analysis method can be utilized for information analysis dealing with multiple resources. Third, as time gap characteristics between academic areas are understood, more precise information analysis can be achieved by conducting domain-specific analysis. In the future, multifaceted analyses can be derived by combining quantitative analysis methods and text mining-based approaches based on the proposed method. Furthermore, this temporal analysis method can be utilized to improve the performance of trend analysis and future prediction for the practical studies.

        Since almost all the corporations do not presently have an unified system to manage human resource, they are not managing human resources of an organization effectivel. Accordigly they will have to make a rational decision of personnel management by taking information on human resources. To make it possible, they need to used human resources accounting as useful analytic method. The information of human resource should be relevant, timely, evident and futrue-oriented so that it may make enterpreneurs make an intellectural decision. A suggested model is considered as the first stage of value theory of human resources for valuable personnel information, helping give information for rational decision-making of corporations. At the same time it provieds corporations with a new basis of standard for effective management and report of various kinds of resources in an organization. From the view-point that the essense of assets is service potentiality bringing corporations' profits, I recognize human resourees as a means of assets. But from the view-point of characteristic, measurement and depreciation of assets, I can't recognize human resources as a part of assets. I try to measure the value of human resources at certain point with the intention to make people recognize that human resources is significat. I believe that by doing so the people involved in interests can make a rational decision. In an effort to develop human resources, we need to unify the method and model of value masurement of human resources and to recognize that human resources can be assets. Furthermore we need to continue to study continuously to include human resources in balance sheet. But some problems should be settled for them. 1. We need to ascertanin conceptional and theoretical validation for the capitalization of human resources. 2. We need to classify prime costs to be measured systematically. 3. We need to establish a definite standard betwwn a part being processed as cost of current term and prime cost. 4. We need to establish the method of allocation and distribution of common costs in accordance with class and individual. 5. We need to seek the method that can reflect human value increased in the balance sheet. From the above descriptions, we can find the necessity in terms of the fact that hyman resources accounting provides a useful information for the decision-making of the people concerned with interests. However there are some restrictions in terms of ethics measurement, external report and tax. As far as the measuement model of the value of human resources is concerned, we are confronted with the limit that we habe not developed a unified model. Therefore we are required to study on the general practicality of accounting system of muman resources.
