      • 農漁村버스 運送事業에 대한 政府 支援方案에 관한 硏究

        農漁村버스는 그동안 주요 大衆交通手段으로서 매우 중요한 役割을 수행해 왔다. 그러나 國民所得이 향상됨에 따라 乘用車 이용이 급속하게 增加하였고 지하철등 代替交通手段이 出現하게 됨으로써 버스이용자가 감소한 반면 人件費와 運送原價는 계속 增加함으로써 農漁村버스 運送事業이 競爭力과 自生力을 상실해 가는 추세에 있다. 특히 최근에 심화되고 있는 버스 業體의 經營難은 버스사업자들의 잇따른 事業廢止, 非收益路線 감회 申告를 유발하고 자칫 市民의 발인 農漁村버스가 運行을 중단할지도 모른다는 危機意識을 느끼고 있는 실정이다. 따라서 農漁村버스의 公共性을 감안할 때 政府(자치단체)에서 업계를 지원해야 한다는 必要性이 대두되고 있다. 그러나 政府 및 自治團體가 支援해야한다는 必要性은 인정하면서 구체적으로 무엇이 바람직한 代案이며 어떠한 방식으로 支援해야 할 것인가에 대하여는 여러 가지 代案이 있을 것이다. 이러한 政府 및 地方自治團體 방안중에서 政府 또는 자치단체가 直接運行해야 한다는 公營制가 代案으로 論議되고 있으나, 自律化와 民營化가 대세인 시점에서 公營制가 바람직한 方案인가에 대하여서 신중한 檢討가 필요하다. 만일 公營制가 바람직하지 않다면 經營難에 빠진 農漁村버스 업체를 支援할수 있는 보다 效率的인 대안이 무엇인지 檢討해야 할 것이다. 본 硏究에서는 이러한 觀點에서 公營制의 長短點을 分析한 결과 우리와 같이 大衆交通 이용율이 높고 民營體制가 잘 發達된 段階에서 公營制보다는 民營制 支援이 效率的이라 하겠다. 그리고 公營制의 대안으로써 民營體制의 長點을 최대한 살릴 수 있는 非收益路線에 대한 손실지원과 함께 稅制減免, 交通需要管理, 農漁村버스 利用便宜 增進과 같은 支援이 필요함을 살펴보았다. 특히 非收益路線에 대한 지원은 일부 自治團體에서 시행하는 사례와 함께 우리나라에 우선 시행되어야 할 것으로 具體的인 方案을 검토하였다. Local buses have played an important role for the rural area's transportation service. But the increase in number of private cars, alternative transportation such as subways, high labor and transportation costs have weakened the competitive position of the transportation companies for rural areas. Recently, the financial difficulty of the bus companies resulted in a management crisis and this caused a reduction of bus services for rural areas. Considering its publicity, people say that local government should provide a subsidy to the bus companies. And there will be many alternative ideas to help these bus companies out of this negative situation. Firstly, a substitute for the current public management system is being discussed, but we should be very careful if we are considering the alternatives of self-management and privatization, as is the current trend these days. If we consider that the public management system is not a viable one, we should present the most effective way to help these troubled bus companies. This study shows the pluses and minuses of public management system and as a result we have come to the following conclusion. This public management system is not appropriate in our country where the coefficient of utility of public transportation is high and private management is well developed. For the substitute measure of the public management system, we conclude that a subsidy for the amount of a loss, a tax favor, transportation demand management and the improvement of bus services is needed. Detailed measures for a subsidy provided to the nonprofit bus services were examined with the case study.

      • Bus 運送事業의 財務構造에 關한 硏究

        Recently, according to the economic development plans, the development of bus transportation business have ripened a lot of fruits. In Comparison with such a guantitative increase qualitative advancement of management have not been made still accomplished. In order to construct a counter - measure according to management information wich is being Changed monentorily, firm fundamental data are strongly demanded. Therefore this treatise Was drawn up to be able to help transportation business management by considering the present situation of bus transportation business and by analysing the problems revealed on the financial structure to promote the rationalization of management. 1st, by analysing the financial state of this enterprise, I appreciated the influences which liquidity and stability of financial structure exercised upon and the direction to which there were readjusted. One of the important problems found out in this paper is that it's difficulty to maintain a sound business management because of high dependence degree to borrowed capital. It's the particular condition of bus transportation business that investment to fixed capital is too excessive in conparison with the other industrial department. But the settlment of problems in the financial structure is urgently requested because current ratio is too low and liability ratio is too high. 2ndly, I investigated whether high profitability was maintained or not and studied what problems must be improved for the purpose of profilability advancement. In order to take into consideration of the above - mentioned problems, I calculated various rations and analysed the suitabilities of these ratios. After all I could find out that the common problems of bus transportation industry was too feeble payment capacity. Above and beyond these problems what is appeared as serious problems are underdevelopment of the other industries, rodd condition and sightseeing facilities related transportation business as the factors which is obstructing rationalized business management.

      • 市外버스의 合理的인 運行에 關한 硏究

        1. Nowadays according to the trend of the times-the construction of the administrative nation-the faculty of the administration has become related not only with the preservation of the order of the national society but also with social and economic life. so local self-governmental organization inhabitants' autonomous system is compelled to meet this trend by considering about the increase of inhabitants' welfare. In this situation I'd like to study the local bus service in kyung-sangpook-Do province to consult inhabitants' traffic convenience. 2. Vehicles had been improved in equipment. New roads were made and the number of riders had been increased according to the high economic growth of riders had been increased according to the high economic growth in 1970's. But at the end of 1970's construction of roads was a little limited and that of transportation companies continued to be increased. It resulted in transportation companies' competition to secure as many riders as possible. The competition was so great that it became a serious problem. If these problems are solved, the bus companies had the great profits without heavy loss. In so doing, they also can serve the employees' welfare with their profits. Employees can attend to the secure drive and service on passengers. The object of this paper is to fing the better way than the current driving program. 3. The problems of the local buses driving nowadays are as follows; First, the driving is postponed in the licensed bus line. To drive within 3 months after permission of the bus line is conditioned when the bus line is conditioned when the bus line is permitted. But the only 24% of the permitted bus line are driving. So the passengers feel inconvenience. Second, the frequency of driving is excessive. Analysis of the number of the passengers in driving buses showed that in some lines the frequency of driving are excessive compared to the passenger. Its causes are not throughly examined. Because the systemic irrationaly are being existed when we examined the amount of the traffic, the basic of the traffic survey. 4. The programs to solve these problems are as follows. I propose the rotation system in the driving time to solve the problem of the procrastination. It is the program that changes the driving order at regular intervals everyday without considering the related company. Next, to solve the problem of the excessive frequency, I insist on putting in operation the joint arrangement allocation of cars. The current driving allocation system is the method which operates without considering the time of driving and amount of the passengers. The joint allocation of cars is the system to allocate buses without considering the time of driving in each bus line and the company being attached to that line. In so doing, the passengers can utilize the buses convently. The bus companies need not compete excessively among themselves. But this program can't be operated in all bus lines. It can only be operated in the bus lines at intervals of fifteen minutes. The bus companies economize the working funds. As a result, they invest int he employees' welfare facilities. The investments in welfare facilities induce the employees to attend the secure drive and the service on the passengers. In the end the order of the driving will be stabilized.
