소형 군인아파트의 주거환경 개선을 위한 공간구성 리모델링에 관한 연구

최근 국민생활 수준 향상과 건설환경 변화에 따라 우리 군 시설도 현대화를 통하여 장병들의 근무여건 개선이 절실히 요구되고 있는 실정이다 장병들의 근무여건 개선이야말로 군 전력증강을 위해 그 중요성을 아무리 강조해도 지나침이 없을 것이다. 우리 군은 창군이후부터 군간부들의 숙소문제에 지대한 관심을 가지고 노력함으로써 1999년말 현재 67,528세대의 숙소를 확보하여 활용 중에 있으나 건립된 지 20년이상 경과된 노후관사와 20평이하의 협소관사가 전체의 약18%를 차지하고 있다. 군인아파트를 개선한다는 것은 군시설이라는 특수성 때문에 입주자의 부담이 아닌 국가예산의 투입이므로 아파트 개선에 소요되는 비용 절감을 위한 사용자의 관심은 민간건물에 비해 매우 낮은 실정이다 최근 노후 건축물의 성능향상 방안을 위한 연구가 선행되고 있으나 잦은 이사(평균 이사회수 .5회)와 격오지 근무등 군인의 특수성으로 인해 군인아파트 주거환경 개선 연구는 매우 미흡한 실정이다. 직업군인과 그 가족들의 주거생활 수준을 향상시키고 안정된 생활보장으로 장기적인 군 발전에 기여하고 사기를 앙양함으로써 복무의욕을 고취시켜 전력향상을 도모하는 차원에서 직업군인의 주거안정은 필수적인 요소라 할 수 있다 또한 남북한이 대치하고 있는 우리의 안보환경에서 우수한 인력확보와 근무 여건 보장을 통한 전력증강의 차원에서도 직업군인에 대한 주거안정의 필요성은 절실히 요구되는 것이라 하겠다. 이에 본 연구는 이러한 관점에서 군인아파트 거주자 위주의 주거환경 개선을 위한 공간구성 리모델링으로 노후화되고 협소한 평수의 아파트를 효율적으로 활용할 수 있는 방안을 분석하여 군인아파트 거주자의 주거만족도를 향상시킬수 있는 방안을 제시하고자 한다. 1. 현행 군인아파트 관리비를 현실화하여 최소한의 주거생활에 불편을 주는 시설(벽이나 바닥의 누수, 습기 , 곰팡이, 보일러, 세면기 , 좌변기둥) 및 비품교체를 바로 처리할 수 있도록 하고 국고보수 지원을 점차 확대해 나가는 노력을 병행해야 할 것으로 판단된다. 2. 2중 방음창호와 벽체와 slab사이에 방음마감재 처리로 이웃간의 소음, 개인 프라이버시 침해문제가 해소 될 것으로 판단된다. 3. 부엌과 거실공간을 분리시켜 가족구성원간의 화목, 교류 및 휴식공간으로 매우 중요한 거실공간을 확보해야 될 것으로 판단된다. 4. 11평 아파트의 첫 번째 개선방안은 원룸형식으로 리모델링하여 기혼 독신자 숙소로 활용하는 것이다. 두 번째 방안은 발코니 확장으로 거실공간을 확보하여 2인1실 미혼 독신자 숙소로 활용하는 것으로 판단된다. 5. 13평 아파트는 발코니확장으로 방의 면적을 증가시키고 주방과 욕실의 위치를 변경하여 주방과 식사실을 확보한다. 그 후 1인1실의 미혼, 기혼 독신자 숙소로 활용하는 것으로 판단된다. 6, IS평 아파트의 경우는 작은방을 철거하여 거실겸 주방공간으로 확장한다. 그리고 거실을 방으로 개선하여 2인1실의 독신자 숙소로 활용하는 것으로 판단된다. 노후 및 협소한 기혼자 숙소를 리모델링한 후 독신자 숙소로 활용하여 부족한 숙소문제를 해결할 수 있을 것이다. 그리고 1인1실 기준으로 독신자 숙소를 확보함으로써 사생활 보호 및 근무의욕을 고취시킬수 있을 것이다. 기혼자 숙소는 최소 3인 이상의 가족구성원을 포함하고 있고 자녀가 일정 연령이상으로 성장하면 자녀의 독립적 생활을 위해 독립실을 확보하는 것이 요구된다. 따라서 기혼자 숙소는 민간인 주거시설 발전추세를 고려하여 28평 - 32평으로 상향시키고 안방화장실추가, 붙박이장 설치, 마감자재 고급화등으로 거주자의 만족도를 향상시켜야 할 것이라고 판단된다. The betterment of the Korean military working condition by modernization Is gettlng more and more deeply required in line with the rise of the Korean living standard. It cannot be too important for their force enhancement. Since the foundation of Korean military, the officers ' residence has been taken care, and total 67,528 residences are being utilized as per the end of 1999. However, the out-worn, aged over 20, cramped ones are occupying around 18%. The cost reduction of the Improvement of the apartment is away from the actual residents ' concern due to the peculiarity of the cost, which is not on the residents, but the national budget. Though a study to improve the out-worn apartment is currently preceding, the study of the residential environment improvement is Insufficient , because of the special working condition. frequent house moving (average 4.5 times), and working In the corner of the country. It is essential to stabilize the residence, through raising their living standards, and guarantying more stable living, of the professional military for the long-term development and reinforcement of their force. Additionally, to secure elite human resources under the standing each other of North and South Korea, the residential stabilization is indispensable. Thus this study offers the efficient use, through the space remodel ins of the out-worn and cramped apartments, to elevate the residents ' degree of satisfaction 1) The present "monthly residual fee" (관리비) should be readjusted to a realistic level to immediately fix or change the uncomfortable facilities: water leakage of the wall or floor, humidity, fungi, boiler, washbowl, toilet, and etc. Also, the support from the national treasury should be executed at the same time. 1) Applying the soundproofing materials to the wall and slab can relieve the invasion of privacy, and prevent the noise among the neighbors . 1) A living room, the space for the family members " communication and rest , should be necessarily secured by part ing the kitchen and living room. 1) The improvements of the 11 Pyong ( 36.3㎡) apartment: 1) Remodel ing into the studio type for the married bachelors. 1) Expanding the balcony to secure the space of the living room for married two singles. 1) In the case of the apartment of 13 Pyong( 42.9㎡), through expanding the balcony, the size of the room can be Increased. In audition, the kitchen and dining room can be secured by relocating the kitchen and bathroom. It can be utilized for a single or married bachelor . 1) In the case of the 15 Pyong ( 49.5㎡ ) apartment, the small room should be dismantled and expanded to be the combined space of the living room and kitchen. On the other hand, the existing living room must be modified into a room for two singles. Remodel ing the out-worn and cramped apartments for the married, and utilizing them, as bachelor apartments, will be able to relieve the shortage of the residences. The bachelor apartments, based on the standard of one-room-for-one-person, will prevent the invasion of privacy, and motivate the associates ' vol it ion At least 3 family members reside in a residence for the married, so a separated room is needed for the independent life of their children, older than a designated age Therefore, the residences for the married, considering the tendency of the civilians ' living standards, should be readjusted up to 28 Pyong( 92.4㎡ ) ~ 32 Pyong( 105.6㎡ ). The actual residents' degree of satisfaction should be also levered up with the toilet next to the main room, built-in closets , and high-grade construction materials .

軍人 아파트의 居住後 評價에 관한 硏究

본 연구는 군인 아파트 주거 만족도에 관한 평가를 통하여 보다 쾌적하고 합리적인 주거환경 개선을 위해 설문자료를 기초로 거주자 평가 요소를 도출 분석, 제시하여 질적 향상과 다양성의 기초자료를 제공하는데 관심을 두고 거주후 평가 연구를 위해 경기 서북부 지역(김포, 강화)을 대상으로 군보급 표준형 19평 아파트를 선정 주거 환경 만족도에 대한 평가를 실시하였다. 조사대상 아파트 거주자들은 개선 우선사항으로 주택규모 및 평면구조에 대하여 높게 평가하는 것으로 나타났다. 아파트 거주자의 전체 각실별 만족도에서 안방, 보일러실, 발코니 등에 대한 만족도가 높았고, 작은방, 거실, 주방, 욕실 등의 만족도가 낮았다. 주택규모 및 평면구성에 있어 일부 계급 및 연령이 높은층이나 취학연령 이상의 이성자녀, 기타 동거인이 있는 세대에서는 가장 큰 불만 요인이 전용 면적이 적다는 것과 방이 한개 더 있기를 요구하였다. 국내의 주거기준, 설문 조사자료, 주택 총조사 자료를 종합 판단하였을 경우 앞으로 군인 아파트 개선 방안은 평면구성을 3-LDK로 하며, 규모는 21-25평으로 혼합 건축하여 가족 구성원을 고려한 입주가 연구되어야 할것으로 분석되었다. 본 연구는 군인 아파트 거주자를 대상으로 거주후 평가를 실시하였으며 차후 군 주택의 질적 향상과 쾌적한 생활을 위하여 계속적인 연구가 이루어져야 하겠다. The objective of this study is to offer basic data of the qualitative improvement and the variety of apartment housing through derivation, analysis, and presentation of the residents evaluation factors based on content of the survey questionaire, for the improvement of more comfortable and rational dwelling environment through the evaluation on dwelling satisfaction level. The extent of this study has been limited to the 19 pyung military standard apartment house in the north-western area of Kyung-ki (Kim-po, Kang-wha). The residents of surveyed Apartment evaluated highly that dwelling size and floor plan structure should be improved preferably. In resident's satisfaction of each room, the satisfaction of master bedroom, boiler room, and balcony is high, but that of small room, livingroom, kitchen, bathroom is low. The dwelling size and floor plan composition, depends on whether the householder's rank or his age is high, or householder have oposite sexual children who are entering school year, or householder living with another person. Their primary. disatisfaction factor is small exclusive area and they want one room more. In case of judgment based on dwelling standards, surveyed data, housing research data, it is analyzed that improvement measures of military Apartment is floor plan composition should be 3-ℓ -DK, and it is necessary to study the moving into the house considering member of the family, through the 19 pyung Apartment are built with 21∼25 pyung (69.42∼82.64㎡) Apartment. The manner of this study was Post Occupancy Evaluation on the subject of the residents in Military Apartment Houses. As a result, continual study is necessary for qualitative improvement and comfortable dwelling of Military Houses.
