The purpose of this study is to create a new paradigm in public administration for corruption studies focusing on the corruption perception levels of Soldiers in Eighth United States Army. This study investigated if corruption perception was present in the Army by conducting a random survey of N=561 were distributed, with N=302 completed for a response rate 53%. The study investigated and showed causal links, between corruption perception, job satisfaction, organizational commitment, trust, and reenlistment. Important findings are as follows. First, the creation and validation of a military specific corruption perception index occurred. Second, while 79% of the Soldiers did perceive that the corruption of Fraud, Waste and Abuse is a problem. Third, while 52% of Soldiers did perceive that corruption perception exists in the Eighth United States Army. Fourth, by conducting path analysis, corruption and corruption perception showed to have negative effects upon job satisfaction, organizational commitment, trust and reenlistment. Lastly, a new model was constructed and tested called: Causal Model of Corruption Perception Turnover of Soldiers.
