      • 재가복지서비스센터 운영의 발전방안에 관한 연구

        This study is to find out the development plan of the stay-at-home welfare service center management on the basis of the research and analysis of 54 stay-at-home welfare service centers located in Tae-gu and Kyong-buk district; The conclusion is as follows: First, By managing more than two different kinds of stay-at-home service centers in the same welfare facilities, the imbalance of the support of governmental subsidy has been caused. Second, In spite of shortage of the manpower engaged in the service(participants in the service), the personnel interchanges between stay-at-home welfare service centers and management facilities(i.e. a corporation) are being made in a degree. Third, They(stay-at-home centers) show dissatisfaction with the support level of governmental subsidy, and hope that the support system of subsidy will be improved. Fourth, The service programs provided by stay-at-home welfare service centers have little difference from center to center, and in general they make much of the general service such as a housekeeping and emotional service rather than a professional and specialized service. Fifth, The number of volunteers joining the stay-at-home welfare service centers differs with centers, and also the lack of volunteers makes effective services difficult. Sixth, The want of self-rule and the absurdity of communication system cause the main obstacle of management of stay-at-home welfare service centers. Seventh, The relations with other stay-at-home welfare service centers in the same region are kept supplementary and cooperative one another, but there is somewhat double-protected clients among stay-at-home welfare service centers. Eighth, In running service centers, they prefer the integrated pattern to the present pattern classified in accordance with targeted users, and think it to be desirable that the relation between management facilities and stay-at-home welfare service centers will get accomplished as anew pattern. On the ground of the above survey, the development plan of stay-at-home welfare service center management will be presented as follows; First, By considering the regional property and the management achievement, a solution should be found out to the problem of the differential support of the governmental subsidy. Second, By ruling out the possibilities to manage two different stay-at-home welfare service centers at the same time in one welfare facilities, the equity in the support level of governmental subsidy should be considered. Third, Through the adjustment of administrational support system, the self-rule management of stay-at-home welfare service centers must be made. First of all, the stay-at-home welfare service centers which are classified and managed differently according to agencies must abolish the regulation of user-range restriction, and the adjustment of criterion of staff arrangement must be made. In addition, the followings should be considered; the plan that volunteers' information bureau are excluded out of the category of stay-at-home welfare service centers; the introduction of the support method in proportion to the service-receiver-centered, specialized program which is fit for the regional property; the plan that stay-at-home welfare service centers should be absorbed and integrated into one of the facilities I usual affairs. Fourth, the organic- linking-network establishment of community's resources and the effectively available method of local volunteers should be contrived so that they can provide a comprehensive and persistent service to the objects of service with complex problems. Fifth, The stay-at-home welfare service centers classified in accordance with different users should be integrated and managed into the single comprehensive stay-at-home welfare service center. Before it is integrated into the comprehensive center, the integration between the same kind of stay-at-home welfare service centers needs to be preceded, and the integration by the hub of the stay-at-home welfare service center should be studied in consideration for a community property, inhabitants's desires etc. The turnover into such an integrative service center and the adjustment of administrational support system should be prepared to make a reasonable plan through a national-scaled investigation and a long-term study. Finally, in order to provide the well-matched high quality service as well as an increase in quantity of stay-at-home welfare service centers, the government and the local self-governing body which assume the policy decision and financial support, and the stay-at-home welfare service centers in charge of carrying out it must positively accept this development plan, and only when they try to put it into practice together, the stay-at-home welfare service center project will be realized still more actively.

        The purpose of this study is to develop a computation program to provide the quality service for the disabled individuals as by efficiently managing the recording administration of the service supports within their disabled individuals living at institutes. The outcome is to be summarized as follows below: First, an analysis of the fundamental information of the disabled in institutions has initially used the minimized basic information for now and it is to be linked to the basic information composed for the afterward institutes development from the currently utilizing work standardization. Second, a development of the daily-living recording method is systematized of large, medium, and small sized structures. The large structured category is divided into 8 items of defecation, sleep, eating, self-sanitation management, act, health, program, event, and miscellaneous of that the detailed items are extracted therefrom. Third, an analysis of evaluation system in the daily-living recording is foremost processed in a fundamental statistical level of such as the frequency investigation along with the graphs and data are illustrated. The environmental factors which should be analyzed are the area, intensity, frequency, time. time period, and event, etc. Fourth, the basic design of the system was operated as divided in the programs used by either living rehabilitation instructor or manager. A composition of the program used by living rehabilitation instructor is of the new record, record observation, and record analysis while the program used by manager is composed as in adding the daily-living item management and extra requirement items on top of the living rehabilitation instructors program. Fifth, a development of the program is developed in oriented around the record inputting and analysis of programs to be each used by the living rehabilitation instructor and manager who administered the daily-living items. Moreover, the pessimistic acts occurring as a problem on the daily-living recording program are taken as the problematic acts analysis system, thereby forming a structure that the service support system called IEP become aided therein. In order to develop a further efficient and advanced program, the institute should obtain a management system that can address and improve the program in according to its circumstances while the settlement of the program along with the simultaneous study on the efficacy of mentioned program should also be achieved henceforth.

        Methodist church in Korea had a big achievement in its quantitative growth, but it have neglected the social welfare service's position which should perform the role as 'The light and the salt' in community. Moreover, social situation of theseday is changing speedily, new social problems appeared from the change require strongly the social welfare service' s role of Methodist church is not enough to meet the needs. The participants was composed of 105 Methodist church in Taegu and Kyoung-buk province. This study investigated church's situation, church's consciousness for social welfare service, church's condition for social welfare service, church's programme for social welfare service and so on. The results from investigation are the following : First : social welfare service is not only individual duty, pastors and believers should get the change in their consciousness for social welfare service as it is a duty in all community including church society and social system. Second : A church's ideal budget is 30%, if 10% for the services is given to church, church will can so much works for it. Third : Each church with new programme developed for it fulfill so much social welfare activities with man-power, meterial-power and financial-power. Especially, if church have social welfare worker engaging in the service, it will get a big effect. Fourth : Church should perform a social missionary work for local community' s formation and social salvation, the reason is that citizens out of a church hoping construction of a welfare state consider church to as a leader in local society, and they require the church's social responsiblity for welfare of local society.

      • 大邱地域의 公營開發事業에 관한 硏究

        The purpose of this study is to contribute to enhancement the efficiency of residential site development and management by analysing the problems, suggesting an improvement program, and seeking a new development type. The method of the study is to refer many kinds of documents, such as data on research works in business related to real estate and related thesis for a degree. Various statistical data are referred to the announced data in Ministry of Construction & Transportation and Taegu metropolitan city. Whereas the population density was high in Korea and subsequently more efficient land use method was required, the most typical solution was large public development projects(PDP) which was proposed 1980s. While the PDP obtained an excellent result in stability of price and quantitative supply in housing market, considering the development type that can be adaptable to the change of market in the future, it has a couple of weaknesses in the profitability of the projects, distribution of project profit, development type, compensation, and post-project management. To solve these problems, I suggested rearranging the development system and the structure of supply price, and positive participating of private sector. On the other hand, because the method of pricing is too strict in that the supply price of developed land is determined according to the net-cost of the project, the public developers supply excessive land at law price. It is necessary that the distribution of land and pricing be determined by the market mechanism. A new paradigm that the development type be changed from quantitative plan centering development itself to qualitative plan that focus on harmony between development and preservation is required. Moreover, for the efficient and economic structure of space, a new, long-range, and systematic land management development type is necessary, for instance, the integrated system of transportation and telecommunication, investment in infrastructure.

      • 개발제한구역 조정에 따른 토지의 효율적 이용과 관리방안 : 대구권을 중심으로

        Recently Development-restricted District (hereafter called as DRD) which is generally known as greenbelt is actively debated after its assignment in 1971. Many different kinds of view points to the adjustment of DRD have been created by government and professor as well as the public. Most of them are, however, focused on the pros and cons of the adjustment of DRD and the rearrangement of its boundary. It is important to decide how to adjust DRD. More importantly, however, it is necessary to reestablish the function and role of DRD in the future. Also the methods of efficiently using and managing the land both free from and continuously restricted by DRD after its adjustment ought to be developed. The purpose of this study is to predict the regions appropriate free from DRD, to reestablish the function and role of DRD after its adjustment, and to suggest the ways of efficiently using and managing the land free from DRD. The principle of the adjustment of DRD surrounding Taegu is consistent with that of sustainable urban development in the future whose idea is explicitly expressed at "Taegu Agend 21". So it is necessary to redefine the function and role of DRD for the implementation of such a sustainable urban development. The Gosan region of Susong-gu near the athletic stadium for World Cup as the most expected region among the ten ones appropriate free from DRD is analyzed as a case to find the way of efficiently using and managing of the lands which will be free from DRD. The results are mentioned in the followings. It is desirable for the lands continuously restricted by DRD to be divided into absolutely and relatively preserved districts. Particularly the relatively preserved district can be thematically utilized. Also the environment tax based on the trade of the lands within urban planning district is suggested to acquire the money of buying the lands restricted by DRD. There is a need to consider the establishment of an institution of transferring development right about the lands which are highly regulated, but much controversial. The adjustment of DRD should be planned and implemented from a long-term perspective for efficiently managing the land of a country as a whole. It is very difficult to achieve the goal of efficiently using and managing the lands restricted by DRD without the cooperation of local government and people. So an exhaustive investigation of the lands within DRD is needed at its adjustment, and it is also necessary to make a public consensus to the adjustment of DRD through the intensive participation of the public at the decision processes of improving an institution of DRD and the explanation of the government's policy to its improvement.

        The purpose of this study is to make manifest empirically how to influence on leadership style of the executives of social welfare facilities to job attitude of social works. Also this study is to provide basic data to operating efficiently of organization that finding suitable leadership style of the executive in social welfare facilities. The research methods of the this study are composed of two parts, namely the theoretical discussion and empirically analysis. The former is explaining leadership theory being study now and adapting directly to social welfare organization. The latter is emphasis the role of leader and analyze empirically job attitude in order to improve the efficiency of the organization, and how to influence job attitude of the social works according to management style of leader. This study will endeavor to find the solution about several questions. Are these leadership style different according to the characteristics? and Are these leadership style influence to depend variables? Are correlate among job factors of the social work? The results of this study may be briefly summarized as follows : First, for the sake of improving the satisfaction of the social works, the executive of social welfare facilities should retain learning capacity to the efficient leader. Second, the survey results indicate that the executive of social welfare facilities demand more efficient management to the social works exalting an educational course, duty and assignment year. Third, the variables to test job and behavior of the social works are nine including satisfaction to the leader. among these variables are proved more significant the degree of correlation. therefore in order to the improvement job environment and morale of the social works should be positively consider not only one variable but also all variables. Fourth, among job and behavior factors of the social works can be analyzed high when job self-confidence, job environment, job performance, servant's cohesiveness are the un-efficient type, job committment is the efficient type, and job satisfaction, leader satisfaction, group cohesiveness are the consideration. and attention to turnover of the social works be improved high the initiating structure among leadership style. In conclusion, the executives of social welfare facilities must use leadership strategy adapting job condition of the social welfare facilities and organizational behavior of the social works.

      • 사회복지관 사회복지사의 전문성 강화에 관한 연구

        This study is designed to grasp the speciality of social workers working for community welfare center and to inquire into related factors which have an influence on professionalism and to present measures to reinforce the speciality of social workers on the basis of the findings with the view of contributing to the qualitative enhancement of social welfare service and the professional development of social welfare work. With this in mind, I worked with 167 community welfare center and 556 social workers across the nation. The research shows that first, the expert degree of social workers in community welfare center stands at 3.09, or an average level, in terms of the 5 point measurement. The factor of professional identity turns out to be highest among the 7 subordinate factors related to the professionalism of social workers, which is followed by the specialty of the relevant projects, supervision, self-regulation, the level of expert education, reeducation and training, and the amount of work in regular order. Second, the professionalism of social workers turns out to be high in case of the female subjects, those in higher position, and those with higher scholastic attainments. Third, the more properly the work of the subjects are allocated, the speciality of social workers turn out to be higher. This research indicates that the professionalism of social workers can be dynamically exerted and improved when their work is allocated in consideration of the aptitude, or abilities and professionalism of each individual social workers. Fourth, when the number of social workers working for social workers accounts for eight to nine, specialty turns out to be higher than when the number ranges from four to seven. Fifth, when communications are properly channeled, the professionalism of social workers turns out to be high. This research has it that communications serve as an important factor which reflects the democratic form and self-regulation of social workers for meeting time works as a facilitator in providing supervision and planing and evaluating projects. Sixth, in case the directors possess social worker's licenses, and their expert knowledge is high, the specialty of social workers turns out to be high. Seventh, supervision turns out to be highest in terms of the interrelation between the professionalism of social workers and each subordinate factor. The factor of supervision is followed by reeducation & training, self-regulation, the specialty of projects, the level of expert education, professional identity, and the amount of work in good order. And the professionalism of the directors turns out to have the greatest influence on that of social workers, which is followed by the degree of communication at a time of meeting, the propriety of work allotment, and position in regular order. The findings show that supervision and reeducation & training should be highlighted and that the level of expert education in colleges should be enhanced as a vehicle for consolidating the professionalism of social workers. The method of offering subsidies should be converted into support by program and the allocation of work should be guaranteed in consideration of self-regulation and specialty with a view to securing responsibilities for the specialty of projects. And the expert knowledge of the directors should be improved, and positive communications should be introduced to the community welfare center. These measures to reinforce the professionalism of social workers will not only lead directly to the enhancement of the quality of social welfare service for the clients, but also lead to the special development of social welfare projects. Finally, scientific and diversified researches should be made to measure the professionalism of social workers and more systematic and in-depth follow-up researches should be made to shed light on the factors which influence the professionalism of social workers.

      • 한국 노인복지법의 발전적 구상 : 한·일 노인복지법을 중심으로

        This study, being the literature one, compares the Korean Welfare Law for the Aged with the Japanese one and analyzes the structures and the contents of the two laws. This study also finds out the merits and demerits of the two laws centered on the socio-cultural backgrounds of Korea and Japan. After that, this study draws the developmental ideas from the two laws. As a result, this study finds the structures of the two laws are similar in such parts as general rules, the facilities of the welfare for the aged, cost, supplemental rules and punitive provisions. However, the Korean Welfare Law for the Aged includes its own items such as health, the welfare measures, the pension for the aged and additional rules while the Japanese one has its own articles e.g. the plan of the welfare for the aged, the appointed corporation, the paid home for the aged, health center, the public welfare commissioner with his cooperators, which show the differences between the two laws. This study finds the contents of the two laws has the similarities in such parts as goals, basic ideas, the responsibilities for the improvements of the welfare for the aged, the old people's day, the facilities of the welfare for the aged and welfare measures. The Korean Welfare Law for the Aged includes such items as the pension for the aged, the exclusive accommodations for the aged, medical check-up. On the other hand, the plan of the welfare for the aged, the appointed corporation, the paid home for the aged are among the items of the Japanese one. And so these separate items of the two laws are different from each other . Considering the merits and the demerits of the two laws, the Korean Welfare Law for the Aged is characterized by the basic law of the welfare for the aged. In contrast, the Japanese one has developed more. It has the character of the basic law of the welfare for the aged. Moreover the laws related to the welfare for the aged are established independently and so they are more effective. In conclusion, this study can suggest the developmental ideas as follows.: First, most provisions of the Korean Welfare Law for the Aged are declarative and arbitrary and so the law is less effective. Therefore it is desirable that every possible provisions in terms of social and economic conditions should be revised into the obligatory ones. Second, the present Korean Welfare Law for the Aged has so many general and declarative provisions and so it is not expected that it can satisfy the various desires of the old people and the requests of the times. In consequence, the separate laws on healh, housing, recuperation and home welfare business for the aged, which means that the old people stay at home and are taken good care of, should be made as soon as possible. Third, tentatively named "social welfare office" as a forefront administrative organization should be opened in each administrative district in order that the communication system of the administration of the welfare for the aged may be established. Fourth, in the Korean Welfare Law for the Aged, the facilities for the aged are divided into free ones, inexpensive ones, paid ones according to the economic status and they are also divided into nursing ones, recuperation ones, special recuperation ones, housing ones and special hospitals according to the health status. But these facilities should be changed into the comprehensive ones getting out of such divisions and the law should be revised so that the old people can make a free choice of the facilities and enter them. Fifth, the Korean Welfare Law for the Aged should decide that Parents' Day, May 8th, be a national holiday so that the interest and understanding of the nation in the welfare for the aged can be heightened and at the same time the old people can be motivated into the improvements of living conditions.

      • 사회복지관의 방과후 아동지도 프로그램 적합성에 관한 연구

        The purpose of this study was to show the basic data for the development of desirable extracurricular after-school programs in social welfare center by the understanding of current programs. To accomplish it, this thesis is showing the result of survey in which the view point of extracurricular programs, its objective, organization, program contents, and suitability of its operation was collected from current operating Social welfare facilities. The thesis studied the extracurricular after- school programs in three different points of views such as social welfare view, educational view and community activity view in the order of significance. The extracurricular after-school programs in social welfare center was being operated in the view of Social welfare view. In terms of suitability of its operation, almost all of the programs in the center was targeting the improvement of school study. In terms of program contents, even though many center permitted the free activity time to the children for their relaxation, they were just one or two times per week meaning that the children is managing the time in the restrictive small center area. Many centers did not have any program of non-school-study class for children and movement for community, showing relatively low activities to the local community, although the activities for community is one of its important roles. Furthermore, there were little relations between its agreed functions and its real activity programs, which shows the little efforts for the program development. Even if the program contents were suitable for the children, the survey showed relatively low consideration on the different level of children, showing the need for gradational programs. Third, on the items of the suitable operation, most centers were operating in two different levels of classes, and the average number of students in the class was about 11~20. As most of the operation time was less than 4 hours, it had too short time to accomplish the goal of prevention and protection. Even if it showed satisfiable results on many items such as the adaptability on the time management, guaranteed specialized space, Safety center, self-controled usage of public facilities and program appraisal works, the space was not comfortable home feature. It was the extension of school class and lack of program tools. The possible good teachers for the class can be a class teacher, teacher for extracurricular, volunteer in the order of suitability. It was satisfiable on the items of the knowledge of teacher's understanding of children characteristics and development and the children education programs after school. It was also satisfiable on the teacher's function over the children, parents, schools, organizations and the discussion time with children. The teachers also had sufficient knowledge on specialized extracurricular activities. The volunteers also showed enough ability to help teachers and sometimes did a role of teachers. However, the consistency and special education on the teachers and volunteers were far from sufficient. The answers on the items of the information sharing between school teachers and extracurricular teachers or volunteers was below the satisfaction, showing little information sharing between teachers. From the above survey result, the thesis presents following development methods, The first, the various programs for children should be provided. The children should have a chance to escape from tight educational environment by free choosing of their activity. The second, The function for social community should be enhanced by the development of the local community programs. The center should increase the community people's interest by providing the program in which the family and neighbor can work together. The children can also increase the role of community by working together in these programs. The third, the educational program for specialized extracurricular teachers should be provided. The speciality of the teachers should be developed by the study of lecturing technique and information sharing through the self organized lecture, discussion and case study. In conclusion, for the development of extracurricular after-school programs in the social welfare center, there needs much efforts to make live program in the community with the consistent support from the government and organized and specialized program development.

      • 地域活性化를 위한 自治團體 文化行事의 改善方案에 관한 硏究 : 慶州 世界文化엑스포를 中心으로

        Ⅰ. Purpose Many Countries hold international culture event for revitalize of national economy. Nowadays local authorities try to hold international culture event for revitalize of regional economy. KyongJu also intend to revitalize regional economy and tourism industry through opening World culture expo. In this context, the purposes of this study are to analyze the degree of contribution of culture event in the regional economy and tourism industry and search for direction of the culture event. Ⅱ.Theory This study reviews theories which deal with the regional revitalization and culture expo. Theories related to regional revitalization and culture event are proposed as follows. First, culture event have something to do with regional revitalization. The more diverse culture event, the more revitalize region. Second, There are many sided expo. KyongJu world culture expo are characterized by some aspects. Especially KyongJu world culture expo is completely different from industry expo. Third, in the opening the KyongJu world culture expo, many various factors are mixed such as the changing new paradigm, glocalization, harmony of the world. Therefore forth, KyongJu world culture expo contribute to national development and peace of the world as well as in the regional revitalization. Ⅲ.Analysis Major statistical methods to analyze the collected data were the frequency and percentage. The SPSS program was used to analyze the data. The major findings of this study are as follows. First, in the aspect of economy, Many people think that KyongJu world culture expo is of no use in the regional economy, and to extend help in the regional economy, KyongJu world culture expo has to linked with other tourism resources. Second, in the aspect of civic participation, civic participation is very important to success of KyongJu world culture expo. Especially the participation of the citizen, university students, expert is important. Third, in the aspect of contents, KyongJu world culture expo is very poor. Above all, the information for the foreign and the size of the event space are very poor. Ⅳ. Policy Implications The results of the analysis provide some policy implications. First, in the aspect of economy, for helpful to regional economy, expo develop merchandise and tourism routes linked with other tourist resort, ordinary times open, income allocate KyongJu more than KyungBuk. Second, in the aspect of participation of citizen, expo has to link with universities in KyongJu, an educational-industrial complex, to use the volunteers around university students in the right place, to improve the Image. Third, in the aspect of contents, KyongJu world culture expo insure substantiality, get link with development of KyungBuk. Ⅴ. Conclusion This analysis provides some useful policy implications for the improvement of cultural event of local authorities for regional revitalization. First, It is necessary to secure an ample budget related to tour and world culture expo. Second, expo has to relate to various culture events of KyongJu and establish a foothold to be substantial world events. Third, expo develop into events that common with the citizen.
