      • Determinants of E-participation in local government : a focus on the citizens of Ghana

        Executive Summary The empirical study presents a first analysis on the determinants of electronic participation in local government in Ghana, with the focus on the perspectives of the citizens. The analysis is executed in the study is based on the survey constructed and collected by the researcher. The paper carries out an explanatory analysis of the citizen’s perspective on the identified determinants (Leadership, e-readiness, technological and institutional factors) in e-participation in local governance. There was the use of a mixed-match approach in evaluating the data collected by this study quantitative and qualitative study was conducted for the study with higher we add a quantitative analysis to the numerous case studies on local e-participation experiences. The study is very important at this point in the Ghana’s e-government ladder as it migrates unto the second phase of its implementation projects and programs. And the overgrowing concerns citizens’ participation in the e-participation government officials have been engaging in the citizens and much rather on the private platform via the radio and TV stations on daily basis. Government needs to have a transformed way by hosting and allowing the Citizens have a closer shot at governance. The study makes use of exploratory factor analysis (EFA) to check the consistency and ensure the reliability of each of the instruments, and then the Cronbach’s alpha reliability test was carried out. confirmatory factor analysis (CFA) was initiated for the latent exogenous variables, a structure equation model also conducted to measure the direct and indirect effects of leadership (political leadership and bureaucratic leadership), technological factor, as well as institutional factor on e-participation through the mediating factor, e-readiness. The findings from the survey indicates that e-readiness does not mediate any of the independent variables and as per the citizens perspective only the technological factor is accepted as a determinant.       • Why do highly engaging middle school teachers saturate their classrooms with motivating instruction?

        Throughout the 2003--2004 academic school year, classroom observations, extensive interviews with teachers and students, and analysis of classroom artifacts occurred in two sixth grade classrooms in two middle schools to determine the factors influencing the motivational decisions of two middle school teachers, identified as highly engaging in a previous study of middle school teaching (Raphael, Pressley, & Mohan, under review). Concern for student emotional safety, desire for student mastery and valuing of academics, and hopes for self-regulated student participation led the teachers to saturate their classrooms with numerous motivational mechanisms, which ultimately supported student engagement. Embedded within these themes was the strong awareness of and responsiveness to individual student needs and the multiplicity of connections. Future research should consider how other teachers choose motivationally based instructional practices and the implications of their decisions.

        오늘날 정보통신기술(ICT)은 효율적인 정보의 전송, 수신, 저장 및 처리 등 정보관리를 가능케하여 모든 분야에 영향을 미치고 있다. 또한 일반 기업뿐만 아니라 정부 등 공공분야에서도 정보관리의 간편함, 신속성 및 정확성 등의 이점을 활용하여 조직 성과를 성공적으로 달성하기 위한 필수적이고 핵심적인 요소로 자리잡고 있다. 특히, 정부의 서비스, 민원, 정책 및 정보 통합을 기반으로 하는 전자정부(e-governance)는 서비스 주체자인 공무원의 업무지원뿐만 아니라, 서비스 수혜자인 시민에게도 서비스 만족 등 혜택을 제공하고 있다. 이에 본 연구는 DR콩고의 전자정부 서비스의 수혜자인 시민들을 대상으로 사용자가 이를 수용하는 과정을 기술수요모델을 통해 설명하고자 하였다. 이를 위해, 기술도입에 대한 행동분석의 과학적 이론을 바탕으로 하는 통합기술수용모델을 기반으로 정보시스템 성공모델에서 제시하는 2개의 품질요인(정보품질, 시스템 품질)과 통합기술수용모델에서 제시하고 있는 사회적 영향, 신뢰 및 촉진조건을 독립변인하고, 노력기대 및 성과기대를 통해 수용에 미치는 관계를 분석하고자 하였다. 분석결과, DR콩고의 전자정부 이니셔티브에 있어, 노력기대에는 시스템 품질, 신뢰 및 사회적 영향 요인이 통계적으로 유의한 영향을 미쳤다. 또한 성과기대에는 시스템 품질, 정보품질, 그리고 노력기대 요인이 영향을 미치는 것으로 나타났다. 마지막으로 수용에는 노력기대와 촉진요인이 통계적으로 유의한 영향을 미치는 것으로 나타났다. 이러한 연구결과는 DR콩고의 시민이 전자정부 이니셔티브 수용에 사용자 관점에서 관련된 디지털 서비스를 강화하여, 사회적 결속 및 상호 지원 정책 이루어질 수 있도록 하나의 정책적 시사점을 제시할 수 있을 것으로 기대한다 Information and communication technologies are a transversal field affecting all scientific fields as they allow efficient information management (sending, receiving, storing, and processing). Being the key to the success of any public or private organization, ICTs have become an integral part of business operations, and the benefits have not been deferred much longer. More and more, companies and governments are adopting it because of the ease, speed, and precision it brings to people in the accomplishment of tasks. The IT-based government services delivery, called "e-governance", allows not only the public servant to be more efficient in his services, but also the citizen, the first beneficiary of these services, to benefit from them with greater satisfaction. Based on scientific theories of behavioral analysis on the technology adoption, this research is based on a model composed of eight factors, two of which (Information quality, and System quality) were taken from ISSM and six others (Social Influence, Trust, Facilitating conditions, effort expectancy, performance expectancy, and adoption) from UTAUT2. Therefore, a survey was conducted among the Congolese citizens about the factors that affect the e-Government initiatives adoption in DR Congo, and the result reveals that it depends mainly on the facilitating conditions and the effort expectancy, which in turn is strongly determined by the social influence and the trust of the government whose influence is negative. It is, therefore, necessary to implement user-friendly digital services, social cohesion, and mutual assistance policies. This will allow impacting the citizen's behavior in order to influence his future decisions. Keywords: e-government, e-service, adoption, ICT

      • 펜데믹으로부터의 보호: 코로나 백신 프로그램에 대한 태도와 백신 접종의사에 영향 요인에 대한 분석

        This study will specifically tackle the ongoing vaccination efforts against the Covid-19 pandemic. The aim is to identify and measure the posited influencing factors that could affect the attitude and intention towards the Covid-19 vaccination programs. This study utilized and expanded the Technology Acceptance Model (TAM), incorporating the Unified Theory of Acceptance and Use of Technology (UTAUT), Protection Motivation Theory (PMT), and Theory of Planned Behavior (TPB) to research and find out the prospective antecedents of vaccination programs. An online survey was conducted and the participants were asked questions regarding constructs such as Performance Expectancy, Effort Expectancy, Social Influence, Facilitating Conditions, and Threat Appraisals. The examined target data sets were from 243 respondents who are Filipino citizens. Structural Equation Modeling (SEM) techniques were used to prove the fit of the hypotheses. The results show that the model is supported partially because factors like Effort Expectancy, Facilitating Conditions, and Threat Appraisals did not show any significant effect on Attitude and Intention. However, certain aspects such as Social Influence and Performance Expectancy did indeed have a significant relationship that affects Attitude and in turn have a significant relationship toward Vaccination Intention. Lastly, the empirical results of this study can hopefully provide some reference in improving the implementation of future vaccination programs. Although not all of the factors that were measured in this study proved to be significant, it can serve as a basis to provide a more comprehensive understanding of the influencing factors on vaccinations. It can also aid local governments and medical institutions to manage, execute, and evaluate measures against the pandemic and find ways and strategies to promote vaccination programs to different demographics. The Covid-19 pandemic has affected the whole world regardless of nationality, race, and socio-economic background. Finding ways to improve the perceived usefulness, systems, and policies of these vaccination programs could significantly increase the attitude and behavior intention toward the Covid-19 Vaccine.

      • Colonial Legacy and Border Disputes in African States : a Case Study of Tanzania-Malawi Border Dispute over Lake Nyasa/Malawi

        ABSTRACT African countries are characterized by many border conflicts which hinder the development process to take place effective and efficiently. Most of the African border conflicts are the result of the colonial legacy in the continent. But it is more than five decades now since independency of these countries and yet the effect of colonialism remains as the main obstacles for development. African border disputes have cost many lives and still is the main obstacle for development. This thesis find that colonial legacy is the only causes for border disputes but other factors which mainly are the national interests are playing a big role to the escalations of these conflicts. These other factors are such as natural resources, lack of commitment from political leaders and weakness of the International Customary Law. The case study of Tanzania-Malawi border dispute over lake Nyasa was used to analyze and to show the peculiarity nature of African border disputes which make some of them to be deadlock without any hope for its peaceful resolutions. The three-image level theory framework which used to analyze this study explain well the interest of each actor in this border conflict and show clearly how the interest of each part colliding with others which reduce the possibility for cooperation in the solving of this dispute. ABSTRACT 아프리카 국가들은 개발 과정이 효과적이고 효율적으로 진행되는 것을 방해하는 국경 분쟁이 많은 것이 특징이다. 대부분의 아프리카 국경 분쟁은 아프리카 대륙의 식민지 시대의 잔재다. 그러나 이 나라들의 독립이 50년 이상 지났음에도 불구하고 식민주의의 영향이 개발의 주된 장애물로 남아 있다. 아프리카 국경 분쟁은 많은 생명을 앗아 갔고 여전히 개발의 주요 장애물이다. 이 논문은 식민지 유산이 국경분쟁의 유일한 원인이지만, 주로 국가 이익과 관련된 다른 요인들이 이러한 갈등의 발생에 큰 영향을 끼친다는 것을 발견했다. 이러한 다른 요인은 천연 자원, 정치 지도자의 책무 불이행, 국제 관습법의 허점과 같은 것이다. 이 냐사 호수에 대한 탄자니아-말라위 국경분쟁에 대한 사례 연구는 평화적 해결에 대한 희망이 없이 교착상태에 빠진 아프리카 국경 분쟁의 특성을 분석하고 보여주기 위함이다. 이 연구를 분석하는데 사용된 세-이미지 레벨 이론 구조는 이 국경 분쟁에 대한 각 요소간의 영향을 잘 설명해주고, 분쟁을 해결하는 협력 가능성을 감소시킨다. 키워드: 국경 분쟁, 식민지 유산, 국제 관습법, 헬리골랜드 조약, 중재, 말라위 호수

      • COMMUNITY PARTICIPATION IN LOCAL FOREST MANAGEMENT

        The presence of multiple stake holders of the forest in Cameroon makes the aspect of forest management challenging. The tropical forest in Cameroon is the exclusive property of the state. The introduction of the 1994 forestry and environmental law brought a new dimension to forest management giving rights and benefit to communities living in and around the forest. Community forestry was introduced as a weapon to foster decentralization of power and poverty alleviation. This concept gives communities which depend on the forest for their livelihood the chance to be part of forest management. Progress has been a slow process as not much has been done to make local people integral part of forest management as stated in papers. The political power of the state and financial strength of companies make rural populations the least active in forest transactions although they depend on the forest the most. This has not been the only challenge as local actors too have been nonchalant to forest degradation. Lack of local initiatives due to ignorance of the law and the importance of forest sustainability also plays a role in limiting the level of local participation. Progress is guaranteed with time as literacy levels and awareness of forest sustainability increase in rural areas of Cameroon substituting traditions and customs which tune the lifestyle in these communities.
