오늘날의 시대적 상황은 전통적인 산업사회로부터 정보지식의 가치창출에 기반을 둔 고도의 정보화 사회로 급속히 전환되는 시대적 전환기로써 세계적으로 정보화 시대를 선점하기 위한 변화와 혁신이 가속화되고 있는 실정이다. 현재 미·일을 비롯한 선진국에서는 기존의 산업사회에서 정보화사회로의 구조적인 변혁을 진행중에 있으며 기존의 비논리적이고 비과학적인 사고에서 과감히 탈피하여, 21세기 첨단정보화 사회에서 생존하기 위한 것을 국가의 생존과 연결시키고 모든 정책을 수립, 시행하고 있는 실정이다. 이에 발맞추어 국방부에서도 정보체계국을 중심으로 21세기 첨단 정보화사회에 대비한 미래국방정보체계의 발전방향에 많은 관심을 쏟고 있다. 본 연구의 목적은 이러한 정보기술 혁명시대에서 정보통신 기술의 발전에 따라 21세기의 국방부문에 어떠한 변화가 일어날 것인가를 예측하고 문제점을 파악하여 미래의 국방경영 분야의 정책방향을 도출하고자 하는 것이다. 또한 본 연구에서는 미래 정보화 사회의 핵심이 되는 각종 정보기술의 발전을 예측해보고 우리 국방부 정책자들이 어떻게 대처해야 하느냐 하는 문제를 중요하게 다루게 되는 것이 부가적인 연구의 목적이다. 본 연구의 범위는 21세기 정보기술 패러다임 변화의 방향은 어떻게 진행될 것 인가를 예측하고, 데이터베이스기술, 통신기술, 멀티미디어기술, 인공지능기술, 교환기술 및 다양한 인터넷 응용기술 등의 인터넷 핵심기술의 현주소와 발전추세를 살펴보고, 선진국의 정보통신 기술/현황을 조사 분석하는 것을 연구의 범위에 포함하였다. 그리고 정보통신기술 발전에 따른 경영환경의 변화에 능동적으로 대처하기 위한 효율적인 기업경영 방향에 대한 사례연구를 조사 및 분석하여 미래 국방경영에 참고하고자 하며 정보화 시대에 적합한 국방인력관리의 (이후원문누락) Today's situation of the times could be regarded as the transition of the times that is rapidly changing from traditional industry-society to highly information-oriented society based on a production of value in the information knowledge. It is a widely recognized fact that we are facing the world accelerating the changes and innovations to preoccupy the information era. Turning to the 21^(st) century, this study shows how our defense management policy in terms of the development of information & communication technology, the main principal revolution, should be changed and what should be the information & communication technology by means of defense management. The details are shown as follows. Various perspectives show the paradigm changes of information technology in the 21^(st) century: however, we can consider miniaturization, consideration of the convenience of end-users, network, mobilization, and intellectualization to be the one. These changes not only induced the rapid development of information & communication technology, but also led the globalization of merchandise and capital market by the environmental change of enterprises. It is imminent for armed forces to have information-oriented manpower to make preparation against the future war of intelligence. Therefore, information-oriented manpower of national defense should be driven forward as early as possible. Secondly, we should make every endeavor to adopt CALS to be spread out all over the defense information field. Also, to study the applications of information technology needed for defense management and to accelerate the acquisition of technology and development, we should examine how the military uses the internet, the prominent tools for information exchange and acquisition. In conclusion, in order to divert national defense utilizing weapon systems in industry-oriented society to national defense management policy using information-oriented weapon systems, considerable amount of budget and effort should be put on the basis of extraordinary conversion from the management.
