현대사회가 정보화사회로 접근해 가면서 우리 군도 경영의 합리화 및 업무향상성 증대를 위해 컴퓨터 및 자동화체계를 도입하는데 매우 적극적인 양상을 띠고 있다. 현대문명의 총아인 컴퓨터는 과학기술은 물론 공장자동화, 사무자동화, 교육훈련, 여가활동에 이르기까지 생활의 거의 전 분야에 걸쳐 활용하고 있다. 우리 군에서도 이러한 사회적 환경에 적응하고 과학화, 첨단화되고 있는 무기체계 운용과 군의 정보화목표인 "미래 정보전 수행능력을 갖춘 정예 정보화 군" 육성을 달성하기 위해 국방 통합정보관리체계의 구축 및 전문요원의 양성과 일반 이용자의 정보 인력화를 위한 정보화 관련 교육체계를 전면적으로 개선 보완하여 활성화하는 계획과, 컴퓨터를 이용한 교육계획을 수립 추진하고 있다. 그러나 현재까지의 정보화교육은 정보통신특기를 중심으로 한 단편적인 업무개발 및 자료처리, 현재 운영중인 시스템에 대한 운영유지체제에서 벗어나지 못하고 있다. 그리고 이용자에 대한 교육도 국방부 및 공군본부의 정보화교육 지침에 의거 각 부대별 자체적으로 교육계획을 수립, 운영하고 있어 체계적이지 못하다. 따라서 군이 정보화 환경에 능동적으로 대처하기 위해서는 공군장병의 정보화교육 체계화 및 활성화 방안이 시급히 모색되어야 한다. 이러한 공군 정보화교육 활성화 방안을 모색하기 위해 본 연구를 통해 공군의 정보화교육에 있어 도출된 과제는 첫째, 정보화교육체계, 둘째, 교육방법, 셋째, 교육지원 환경상의 문제 등을 도출해 낼 수 있었다. 이에 따른 개선방향으로서 정보화 교육체계 면에서는, 전 장병에 대한 컴퓨터 교육을 필수적으로 시행하기 위해, 전문가 및 이용자들에 대한 정보화인력양성 모형을 설정하고, 양성모형에 의거한 전문요원 및 이용자에 대한 교육체계를 재정립하는 것이다. 교육방법 면에서는, 교육방법의 과학화를 위해, CBT, CAI 등 컴퓨터를 활용한 교육과 원격교육을 확대 운영하며, 교육지원 환경면에서는, 장병 정보화교육을 실시할 수 있는 교육환경 개선과, 정보자원을 능률적이고 효과적으로 활용할 수 있는 교육훈련자원 확보 등이 절실히 필요하다고 할 수 있겠다. 결론적으로 군이 정보화사회에 얼마나 빨리 적응하고, 이에 걸 맞는 전문 인력을 양성할 수 있는 정보화 교육체계의 확립은 간부들의 의식변화가 가장 중요하다. 또한 국방정보화의 추진목표인 "미래 정보전 수행능력을 갖춘 정예 정보화 군" 육성을 위해서 작게는 단위부대인 전대급 부대로부터 학교기관, 상급부대에 이르기까지 정보화에 대해 어떠한 기준과 방식으로 실시하고 관리할 것인가 하는 문제가 해결되어야 한다. 이를 달성하기 위해서는 개선사항에서 제시한 부분들에 대하여 세부적이고도 장기적인 실행계획을 수립하고, 관련 부서간 협조 하에 추진하여야 할 것이다. 인력 정보화가 곧 국방의 주요전력인 정보전력화의 밑바탕이 되고, 첨단 무기체계를 운용하는 공군의 선진화 달성을 위해서는 정보를 효율적으로 활용할 수 있어야 한다. As the modern society changes toward information-oriented, our military organization is also actively being engaged in acquiring computers and automation systems for the pursuit of rational management and output improvement. A creature of modern civilization, computer is being used in almost all the fields including factory automation, business automation, educational training and leisure activities, not to mention scientific technology. Our military is making computer modified educational plans and in the process of reforming IT(information technology)-related educational system in order to achieve the status of "the elite information-oriented force that can fight the future information warfare." As a matter of fact, the information education so far, has targeted only information-communication specialties and the contents of education were mainly fragmental work management, simple data analysis and the maintenance of old operational systems. User education was done separately by each organization in accordance of MND/HQ ROKAF information education guides which produced unsystematic education. Therefore what is urgently needed for the military to actively participate in the IT environment is to find the ways of systematic IT education and dissemination. Three factors were considered in order to find the ways of systematic IT education and dissemination: IT education system, educational methods, and education support environment. What can be done in education system category? For the experts and general users, IT human asset training model has to come out so it can help structuring solid educational system. What can be done in educational methods? To have a scientific educational method, I recommend CBT, CAI and cyber education. What can be done in education support environment? Educational environment which encourages IT training has to be established and insuring human assets who can use information resources with high efficiency is also on the top of the priority list. In conclusion, our military leaders have to change their minds in order to fit their organization into the information society. In pursuit of achieving the status of "the elite information-oriented force that can fight the future information warfare," we need to set up the basics and methods of how to practice and manage IT, from small units to educational organizations. We cannot ignore detailed long-term practical plans and cooperation between related departments. Human factor is in the foundation of strong IT-oriented force. The creation of advanced air force much depends on how effectively use information.
