The ATM Forum is currently in the process of adopting an end-to-end adaptive rate based control scheme to support a class of best effective service known as ABR(Available Bit Rate) Service. This is a reactive control where the source rate adapts to the state of the network based on the feedback it receives from the network. The performance of such reactive feedback control schemes are sensitive to the latency in the feedback loop. In wide area networks the virtual channels traversing large hops can receive very poor performance because of large propagation delays. In this paper, We show that the performance of virtual channels traversing a large number of hops in WANs can be substantially improved by giving priority to network transit traffic over traffic entering the network. We investigate the performance of the control in the presence of high priority variable bit rate traffic. A study shows that the priority scheme exhibits a robust behavior, and ensures fair share of the bandwidth for all VCs, regardless of the number of hops they traverse even under extreme loading conditions.

It is expected that the 2003 College Entrance Examination in this year will feature "the inversion of existing entrance examinations", which will historically first have more freshman enrollment of general universities and technical colleges than the total sum of exam applicants. The right-aged population for college entrance examination has been continuously decreased, while each university continue to increase its regular enrollment in the level of quantity. Moreover, under the influence of changing external circumstances such as externally opened university marketing, free competition facilitated among campuses and intercollegiate competitions guided by Ministry of Education and Human Resources Management, every university and college cannot help but to follow the natural law so called 'the survival of the fittest' in terms of a competitive logic. Under more serious circumstances as described above, every campus becomes recognizing the importance of public relation and enhancing public relation activities by installing exclusive PR team within campus. In other words, the major activities of campus public relation focuses on attracting excellent freshmen, acquiring excellent lecturing staffs, improving the employment ratio of graduates, maintaining reliable campus finances, enhancing campus image and ultimately acquiring excellent students. This article consists of five chapters and its contents can be summarized as follows: As the introduction of this article, Chapter 1 described the purposes, assignments and methods of study as well as controversial issues. Chapter 2 looked through theoretical backgrounds of campus public relation and considered the existing studies on public relation and its features such as the definition, purpose and target of public relation. Chapter 3 described the public relation activities and their problems under execution in Sunchon University. Chapter 4 proposed how to enhance existing public relation activities for those problems as described in Chapter 3. Finally, Chapter 5 summarized and concluded the article by considering some limitations, and thus gave an suggestion for follow-up researchers. The problems in public relation activities for college entrance examinations include lack of systematic PR activities, excessive concentration on limited PR period, inadequate PR means orz methods and insufficient customization of PR activities for each PR target. In addition, the corresponding remedial solutions include the facilitation of exclusive PR organizations, the flexible operation of campus PR period, the development of differentiated PR means or methods and the consideration on how to customize the public relation for each PR target. By considering the problems and remedial solutions as described above, we can conclude the methods for improving campus PR activities under the follow-up college entrance examination system as follows: It is required that the conventional campus PR which has been temporarily performed for each division should have more reinforced functions on its own by integrating different PR organizations and specializing each PR staff on the basis of sufficient financial supports. In conclusion, it is very critical that every campus member should positively play their roles as a PR media and the campus authorities should mature some priority circumstances by improving graduate employment ratio and intramural welfare accomodations in the level of quality so as to enhance campus recognition as a brand. Furthermore, it is required that there should be a series of rapid and exact information services attracting applicants for campus.
