ABSTRACT A Study on the Improvement of the Residents' Autonomy Center - Focusing on the Residents' Autonomy Center in Dong-gu Gwangju Metropolitan City - Yoo, Hong-Soo Advisor : Prof. Lee, Kye-Man, Ph.D. Department of Public administration, Graduate School of Policy, Chosun University The aim of this study is to find out a realistic way to activate the Residents' Autonomy Center to take root in the local community and seek for a desirable direction of its development in a long term, with the recognition that so far the center have not carried out its initial purpose of establishment to be the centripetal place of the local community through autonomous activities. For this, the members of the residents' autonomy committee were analyzed, as they are the main body of the residents' autonomy center who have more interest and influence than others regarding the operation of the residents' autonomy center. In this study, the preceding studies and theoretical backgrounds on the residents' autonomy and residents' autonomy center are reviewed. In addition, the recognition of members of the residents' autonomy committee in Dong-gu Gwangju Metropolitan City was analyzed to grasp the realities of the operation of the residents' autonomy center that are understood by the immediate participators, to find out good methods to activate the residents' autonomy center. The findings of the study are as follows. As the members of the residents' autonomy committee are appointed by the recommendation of the head of the local community - eup, myeon, and dong - the committee still has a strong character of an organization to make reviews or advise the chief of the local administration - eup, myeon, and dong - on the operation of the residents' autonomy center, and this weakens the representative function of the residents' autonomy committee for the residents and obstructs the members' autonomous and active participation with their specialties in the operation of the center to be the centripetal body of the residents' autonomy. As ways to help the residents' autonomy center overcome such limitations and correctly play its role as a centripetal place both in name and reality, the following steps are suggested to be taken. Firstly, the development of new programs are needed to raise the self-recognition of not only the members but also ordinary people for participation and autonomy. The current programs of the autonomy center are mainly those in culture and leisure, and programs on residents' autonomy are hard to see. The members of the residents' autonomy committee and the people participating in the activities of residents' autonomy center must make efforts to develop programs to increase the participation in and recognition of residents' autonomy. Secondly, a program is needed to be developed to enable the members of residents' autonomy committee to participate in activities by themselves. If the members of the residents' autonomy committee only attend the operational meetings and do not participate in other activities, the operation of the residents' autonomy committee will be just formal. So a program must be developed to make every member of the residents' autonomy committee substantially design the facilities and programs of the residents' autonomy center, participate in voluntary services with the residents, etc. Thirdly, The recommendation system of the members of the residents' autonomy committee needs to be changed. The current system in which the members of the residents' autonomy committee are appointed by the recommendation of the chief of 'dong' can raise question on the member's eligibility to represent the residents. The appointment system must be reformed to a direct election system or a recommendation system by the residents' autonomy organization and a certain number of the residents. Fourthly, the extent and quality of the residents'(members') participation in the operation of residents' autonomy center must be reinforced. The system needs to be changed from one that makes the residents' autonomy committee an advising body on the operation of the residents' autonomy center to the one that guarantees it to have a real decision-making right on major issues for the operation. Fifthly, programs closely related to the resident's actual living must be developed to let the residents have an easy access to the operation of the center and use the programs. Considering these factors, the operation system of the residents' autonomy center will have to be changed from an administration-driven system to a privately-driven system. The government needs to empower the members of the residents' autonomy committee with authority and autonomy to encourage their voluntary participation and active service, and, as a result, to expedite local development and improve the welfare of residents 지방자치의 실시로 지역주민이 스스로 자신의 삶을 향상시키고 지역공동체를 지속가능한 발전 방향으로 이끌어 갈 수 있는 토대가 마련되고 이에 대한 주민의 참여와 관심이 점차 높아져 왔다. 주민자치센터는 이러한 주민의 참여를 더욱 실질적이고 구체적으로 실현하기 위한 한 방안으로 지역에서의 주민참여를 실천하기 위한 장으로 설치된 것이다. 따라서 주민자치센터는 지역주민이 스스로의 참여를 통해 주민의 삶의 질을 향상시키고 주민공동체 형성의 구심점 역할을 해야 하는 것이다. 본 연구에서는 주민자치 및 주민자치센터에 대한 선행 연구와 이론적 배경을 살펴봄과 함께, 실질적으로 주민자치센터를 운영하고 있는 주민자치위원들을 대상으로 한 의식조사와 프로그램에 직접 참여하고 있는 회원들을 대상으로 한 주민자치센터 운영의 실태를 파악함으로써 주민자치센터의 활성화를 위한 방안을 찾아보았다. 연구의 결과 광주광역시 동구 주민자치센터 운영실태를 바탕으로 다음과 같은 시사점을 도출하였다. 첫째, 주민의 참여와 자치에 대한 의식을 제고시키기 위한 프로그램의 개발이 필요하다. 주민자치의 활성화를 위해서는 참여자들의 적극적인 참여와 더불어 지방자치에 대한 정확한 인식이 필수적이다. 실제 주민자치센터는 문화·여가를 위한 프로그램이 대다수이고 주민자치를 위한 프로그램은 찾아보기 힘들다. 이러한 점은 '광주광역시 동구 주민자치센터 설치 및 운영 조례'에서 명시되어 있는 '주민자치기능을 강화하여 지역공동체 형성에 기여한다'는 운영 목적에도 맞지 않다. 따라서 주민자치위원은 물론 주민자치센터 활동에 참여하는 주민들이 주민자치에 적극적이고 주체적으로 참여하는 인식을 갖도록 하는 프로그램의 개발에 힘써야 한다. 이를 위한 프로그램으로는 지방자치 및 민주주의에 관한 기본적 소양교육과 함께 구체적인 지역 현안을 행정 기관과 지역 주민이 함께 해결해 보는 프로그램 등을 통한 주민자치 훈련이 있다. 둘째, 주민자치위원이 직접 참여해 활동할 수 있는 프로그램의 개발이다. 해당 동주민센터 및 주민자치위원회에서 주민자치위원들로 하여금 주민자치센터 운영 및 프로그램 운영과 관련하여 적극적인 역할을 할 수 있도록 배치하는 노력이 부족할 경우 주민자치위원회는 형식적인 운영에 머무를 수밖에 없으므로 각 주민자치위원이 실질적으로 주민자치센터 시설 및 프로그램을 기획하고 자원봉사를 통하여 주민과 함께 참여할 수 있는 등의 프로그램을 개발하여야 한다. 셋째, 주민자치위원 위촉 방법을 개선할 필요가 있다. '광주광역시 동구 주민자치센터 설치 및 운영 조례'의 제17조(구성등)에서 주민자치위원은 동장의 위촉을 통해 선출하도록 되어있다. 조례의 관련 항에는 각계의 전문가나 후보자, 공개 모집 방법 등을 규정해 인적 구성의 다양화를 위한 규정이 있으나, 현실에서는 이러한 과정이 진행되지 못하고 사적인 인연, 지역유지 등으로 범위가 한정되어질 가능성과 우려가 있다. 이러한 위촉제도는 실질적인 주민대표성에 대한 문제가 제기될 수 있다. 따라서 점진적으로 주민자치위원 위촉방법을 주민 직선 또는 주민자치조직 및 주민 일정수의 추천 등의 방법으로 제도 개선이 되어야 한다. 넷째, 주민자치센터 운영에서 주민(위원)의 참여의 폭과 질을 높여야 한다 현재 주민자치센터에는 담당공무원이 있어 주민자치센터 운영을 위한 실질적인 일을 거의 처리하고 있다. 이런 상태에서는 주민자치위원들은 피동적인 입장에서 참여할 수 밖에 없게 된다. 센터 운영에 대한 자문기구적 성격에서 운영에 관한 주요 문제들에 대해 실질적인 의결권을 보장하는 등으로 제도가 점진적으로 개선될 필요가 있다. 다섯째, 주민의 실생활의 이해와 밀접한 프로그램을 개발하여 주민들이 센터운영에 친숙하게 접근하여 이용할 수 있도록 할 필요가 있다. 이는 위원들이 주민자치센터의 기능에서 평생교육의 필요성과 중요성을 인정하지 않아서라기 보다 아직 주민자치센터의 운영이 주민들의 실제 생활에 밀접하게 자리잡지 못하고 있기 때문이다. 실제 주민들의 생활에 이익이 되는 교육프로그램이 실행된다면 이러한 결과는 크게 달라질 것이다. 나아가 광주 동구는 물론 전국적으로도 주민자치센터의 시설이나 프로그램이 중산층 이상의 생활 수준자를 중심으로 설치 및 운영되어 온 현실을 감안한다면 지역 내 저소득계층, 노인계층 및 독거노인, 등 어려운 사람들을 위한 프로그램의 개발에도 관심을 기울여야 할 것이다. 가장 이상적인 주민자치의 형태는 주민 스스로 지역의 문제를 해결하고 공동체를 형성하는 것이다. 이를 위해서는 우선 주민자치에 참여하는 주체들이 지방자치에 대한 정확한 인식을 가지고 적극적으로 지역공동체 문제에 참여해야 한다. 지방자치단체는 주민자치센터의 운영주체인 주민 자치위원들이 그러한 인식을 가지고 적극 주민자치에 참여할 수 있도록 하는 프로그램을 개발해 시행해야 한다. 나아가 지방자치단체는 아직까지 주민의 실생활에까지 밀접하게 자리 잡지 못한 주민자치센터에 대해 주민들이 쉽고 친숙하게 접근할 수 있도록 하는 프로그램을 개발 시행해야 한다. 광주동구 주민자치센터 운영 역시 다른 지역과 마찬가지로 아직은 행정동원형 주민참여의 수준에서 머물러 있는 것으로 보인다. 지금까지는 주민자치센터의 프로그램을 구성하고 관리하고 정리하는 사업을 주민자치센터 담당 공무원 중심으로 주로 수행되어 왔으나 이 과정에서 주민자치위원 및 주민들도 주민자치센터 운영에 대한 일정 정도 경험을 축척하였고 이제는 단지 문화·여가 프로그램의 수혜자 차원이 아닌 운영 주체가 되어야 한다는 인식을 하고 있다. 이러한 점을 고려할 때 주민자치센터 운영 방식은 행정주도형에서 민간주도형으로 전환할 필요가 있다. 정부는 주민자치위원회에 권한과 자율성을 부여하여 위원들의 자발적인 참여와 활발한 활동을 유도하고 이를 통해 지역 발전과 주민들의 복지 향상을 가져올 수 있도록 정책의 변화를 시도해야 할 것이다.
