본 연구는 제 기능을 발휘하다가 정책적인 이유와 사회적인 요소로 인하여 현재는 방치되고 있는 軍유휴시설의 재활용방안에 관한 연구이다. 도시의 유휴공간을 쓸모 있는 공간으로 재활용하려는 시도는 1990년 이후 세계가 직면한 지구환경위기로 인하여 사회 각 분야에서 재활용 운동이 활발하게 진행되면서부터라고 할 수 있다. 유휴시설의 재활용에 관한 연구는 폐교, 폐공장등 여러 분야에서 진행되고 있는데 본 연구에서 다루고자 하는 軍유휴시설의 재활용에 관한 연구, 특히 문화체험시설로의 재활용에 관한 연구는 아직까지 활발하게 진행되고 있지 않은 상황이다. 이에 최근까지 유휴지로 방치되었다가 문화체험시설로 재활용에 성공한 미군부대의 사례를 분석하여 시사점을 제시하기 위해 본 연구를 실시하게 되었다. 본 연구의 구성은 제 1장에서는 연구의 배경과 목적, 연구방법 및 구성을 서술하였고, 제 2장에서는 연구의 주요 키워드인 유휴시설, 군유휴시설의 특징, 문화체험시설, 미군기지 반환에 대한 이론적 배경을 살펴보았다. 제 3장에서는 연구대상 선정과 연구방법에 대해 서술하였으며, 제 4장에서는 연구대상에 대한 사례분석을 연구의 틀에 근거하여 실시하였다. 마지막으로 제 5장에서는 사례분석으로 인한 결론을 도출하고, 그에 대한 시사점 및 연구의 한계점을 표현하였다. 사례 연구를 위해서 먼저 유휴시설에 대한 개념과 軍유휴시설 발생에 대한 배경, 문화체험시설의 개념, 미군기지에 대한 이론적 배경을 검토하였으며. 연구대상으로는 1953년부터 2004년까지 주한미군이 사용하다가 2007년 한미정부 미군공여지 반환결정에 따라 한국정부에 반환됐으며, 2013년 중앙정부와 지자체에 의해 문화공간으로 재탄생한 파주에 있는 ‘캠프 그리브스’로 선정하였다. 특히, 캠프 그리브스는 2016년 KBS 인기드라마 ‘태양의 후예’의 촬영지로 활용되면서 국내관광객은 물론, 해외관광객에게도 큰 관심을 받고 있어서 상대적으로 성공한 사례로 판단 되었다. 사례 분석을 위해 軍유휴시설에 대한 선행연구가 많지 않은 관계로 캠프 그리브스 공식 홈페이지와 경기도청, 파주시, 경기관광공사의 발표자료등을 주로 활용하였다. 연구방법으로는 체험성과 특이성과 같은 軍유휴시설만의 매력성에 안보 관련 전시장활용, 군부대 촬영장 제공, 청소년 체험프로그램 실시 등의 운영방안을 접목할 때 문화체험시설로의 성과에 어떠한 영향을 미치는지 상관관계에 대한 연구의 틀을 제시하여 실시하였다. 사례분석을 위해 먼저 캠프 그리브스의 사업영역에 대해 알아봤으며, 軍유휴시설로서의 캠프 그리브스의 매력성은 무엇인지를 관광속성에 대한 선행연구에 근거하여 체험성과 특이성측면에서 살펴보았다. 또한, 안보관련 전시장과 청소년을 위한 체험 프로그램의 구성 및 운영현황 , 또한 촬영장으로서의 활용은 어떠한지에 대한 운영방안에 대해 조사하여 각 항목에 대한 활용성과를 도출하고자 하였다. 사례분석 결과 캠프 그리브스는 軍유휴시설의 특이성과 체험성이라는 매력성을 활용 하여 안보 관련 전시회, 청소년 유스호스텔 운영, 드라마 촬영에 대한 촬영장 제공으로 인하여 2016년 ‘안보관광지’로 지정되는 성과를 거두었음을 알 수 있었으며, 방문객도 2014년 이후부터 매해 증가하고 있음을 알 수 있었다. 본 연구는 선행연구가 절대적으로 부족했던, 국내에 있는 軍유휴시설의 활용방안에 대한 연구로서, 軍유휴시설의 활용에 대한 방안만을 제시했던 기존 사례와는 달리 실제 사례를 토대로 다뤘다는 면에서 미흡하나마 의미가 있는 연구이다. 본 연구에서는 미군부대 유휴시설의 사례를 분석하였지만, 추후 본 연구를 토대로 현재 방치되고 있는 우리 軍부대 유휴시설의 활용에도 도움이 되기를 기대해 본다. This study is a study on the recycling method of idle facilities in the military, which is now neglected due to policy reasons and social factors. The attempt to recycle the urban idle space into a usable space can be attributed to the active recycling movement in various fields of society due to the global environmental crisis facing the world since 1990. In the first chapter, the background, purpose, method and composition of the study are described. In Chapter 2, the main keywords of the study are idle facilities, characteristics of idle facilities, cultural experience facilities, The theoretical background was examined. In Chapter 3, we describe the selection and research methods of the research subjects. In Chapter 4, case studies on the research subjects were conducted based on the research framework. Finally, chapter 5 draws conclusions from the case analysis, and presents implications and limitations of the study. For the case study, the concept of idle facilities, the background of the occurrence of military idle facilities, the concept of cultural experience facilities, and the theoretical background of US military bases were reviewed. The research was conducted by the USFK from 1953 to 2004 and was returned to the Korean government following the USFK decision to return to the USFK in 2007. The camps in Paju, which was rebuilt as a cultural space by the central government and local governments in 2013, Camp Grieves'. In particular, Camp Grieves was regarded as a relatively successful example because it was attracted to domestic tourists as well as to overseas tourists as it was used as a shooting location for KBS popular drama 'Dawn of the Sun' in 2016. For the case analysis, there are not many preliminary studies on the idle facilities of the army. Therefore, the official website of Camp Grives, the data of Gyeonggi province, Paju city, As a research method, it is shown how to influence the performance of the cultural experience facility by combining the operational plan such as the utilization of the security exhibition hall, the provision of the military base shooting place, and the youth experience program to the attractiveness of the military idle facilities such as experience and specificity and the study was conducted. For the case analysis, we first looked at the business area of Camp Grieves and examined the attraction of Camp Grieves as a military idle facility in terms of experience and specificity based on previous research on tourism attributes. In addition, we tried to derive the utilization performance of each item by investigating the operational plan about how to organize and operate the experiential program for the security related exhibition hall and the youth. As a result of the case analysis, Camp Grieves has been designated as a 'security tourism site' in 2016 due to the security-related exhibition, youth hostel operation, and the shooting location for the drama shooting, taking advantage of the specificity and experience of the military idle facilities , and the number of visitors has been increasing every year since 2014. This study is a study on the utilization of military idle facilities in Korea which was absolutely lacking in previous studies and it is insufficient in that it deals with actual cases based on the facts It is a meaningful study. In this study, we analyze the cases of idle facilities in US military units, but I hope that it will help to utilize idle facilities of military units in Korea which are now neglected based on this research.
